About this file

This is a Questions and Answers document for Range Maintenance solicitation W50S8D26QA014, with a question submission deadline of COB July 29th. The document clarifies key requirements and specifications for maintaining an indoor shooting range at Stewart ANGB, Newburgh, NY, operated by the 105th AW. The government requires quarterly maintenance visits and has specified that the incumbent contractor is MIG Gov, LLC (Contract W50S8D21P0016). Equipment to be maintained includes Dayton Exhaust Fans (ACS250-IP66), American Standard HVAC units (two models: YSC120F3EAH 10-ton gas package with 6 units and 4YCC3024B1064AA 2-ton single compressor with 1 unit), Lutron Quantum Lighting Control System, Meggitt CasRail Target System (Model CBN), six rifle-rated bullet traps with AR 500 armor plates, and global security glass. All components were acquired in 2014.

The government clarifies that range cleaning is performed in-house by squadron personnel and that new equipment outside the Performance Work Statement scope will be quoted as extra costs. Maintenance covers normal wear and tear during quarterly inspection visits, with the government maintaining an itemized estimate process for replacement parts. The contractor does not need to be directly authorized by manufacturers; a manufacturer-certified representative is acceptable provided the contractor provides references and documentation of past work on Meggitt equipment. The government will permit quarterly invoicing (0.25 of the annual unit price per quarterly visit) and may revise the Schedule of Prices at award to reflect four units per contract year rather than one annual unit price, improving cash flow alignment for the contractor.

Questions and Answers for Range Maintenance

1. Q: Is there a cut-off date for questions?

A: Yes COB July 29th.

2. Q: Is the range cleaning performed under another contract?

A: The range is cleaned by our own squadron personnel. There is no lead used in our range so cleaning is handled “in-house”.

3. Q: Is there new equipment for the targetry, trap, or HVAC that need to be replaced in this request or only replaced when equipment is broken and beyond repair?

A: For equipment, we still have two new bullet traps in the Connex. That’s all we currently possess besides some pre and Hepa filters. We only need these items replaced when they’re excessively worn.

4. Please verify new equipment will be quoted as an extra cost.

· Yes, any new equipment outside the scope of the PWS and of this range maintenance contract will be quoted as an extra cost.

5. Q: Is there an incumbent contractor, if so, please provide the contractor's name and contract number.

A: MIG Gov, LLC – W50S8D21P0016

6. Q: What are the specifications of the systems being maintained model numbers?

A: Dayton Exhaust Fans - ACS250-IP66.

Global Security Glass – UL Level 8 Secur-Tem – Product code SP820.

HVAC – American Standard Model YSC120F3EAH – 10 Ton Gas package (6 ea).

HVAC - American Standard 4YCC3024B1064AA – 2 Ton Single Compressor (1 ea).

Lutron Quantum Lighting Control System.

Meggitt CasRail Target System – Model CBN.

Rifle Rated Bullet Traps (6ea) – with AR 500 Armor Plates.

7. Q: What is the age of the components (when were they acquired)?

A: Components were acquired in 2014.

8. Q: After inspection, what is the process for scheduling repair/replacement of significant replacement parts to any of the components, if required?

A: We require an itemized estimate for all components needing replacement. We will acquire all components by the next visit for replacement if possible (see PWS).

9. Q: Is the contractor only needed to provide maintenance for normal wear and tear? What happens if equipment breaks in-between maintenance inspection periods? For example, a Megget track is damaged during training. A new track must be ordered and the bay/lane would be down until replacement parts can be acquired.

A: Quarterly visits are all we require. We will annotate all down points for repair each quarterly visit and

10. Q: For clarification and record purposes, can the Government please identify the manufacturer of the range system to be maintained?

A: Please see attached manuals and specs.

11. Q: Does the successful offeror need to be authorized by the manufacturer to perform the required maintenance, or is it acceptable for the required inspections and maintenance to be performed by a manufacturer-certified representative?

A: Please see section 5.1.2 of the PWS. It is acceptable for the required inspections and maintenance to be performed by a manufacturer-certified representative as long as you provide references and documentation that you have worked on Meggitt equipment in the past. PWS states “serviced by a technician certified or familiar with Meggitt system repairs”.

12. Q: The Schedule of Prices requests one (1) annual unit price for each contract year; however, the Performance Work Statement requires four (4) quarterly maintenance visits per year. Will the Government permit quarterly invoicing (0.25 of each annual line item following completion of each quarterly visit)? Alternatively, would the Government consider revising the Schedule of Prices to reflect four (4) units per contract year to align with the required quarterly maintenance schedule?

a. Allowing quarterly invoicing would better align payment with contract performance, reduce the financing burden on the successful small business contractor, and may help avoid unnecessary pricing contingencies that could otherwise increase costs to the Government.

A: Yes, the contractor can invoice quarterly and will be paid quarterly for services performed. At the time of award, we will consider changing the schedule of pricing.
