SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION

W50S8D24Q0007, BLDG. 208 FLOOR PIT REPAIRS

17 April 2024, 1000 - 1100

1. The list of contractors attending the meeting is shown on the attached sign-in sheet. The following Government representatives attended the subject meeting:

2. The following is a reminder for all those in attendance for the Pre-Proposal Conference:

a. This solicitation is being issued as a Request for Quote (RFQ) under FAR Part 13 Simplified Acquisition Procedures. Contract period of performance is 30 days after Notice to Proceed.

This includes all work to include cleanup and punch list.

b. The solicitation is being issued as a total small business set-aside under the applicable NAICS code 236220, Commercial and Institutional Building Construction.

c. Quotes are due by 01 May 2024 at 11:00 AM. Contractors should be checking the solicitation posting at https://sam.gov/ Contract Opportunities regularly for any changes throughout the solicitation phase.

d. Contractors shall review the Notes section on page 4 of the SF 1442 solicitation document. Specifically, paragraph 2 outlines what needs to be included in the RFQ package (subparagraphs a – e).

e. A Payment bond will be required upon contract award.

3. Contractors are reminded that all questions must be submitted in writing via email to:

joseph.kugler.1@us.af.mil. All questions must be routed through the Contracting Office. All Contractor questions when answered will be posted to the https://sam.gov/ Contract Opportunities website. If a question arises that will result in a change to the plans or specifications, an official amendment will be issued. All correspondence, questions and answers, amendments etc. will be issued or posted through Contract Opportunities. All amendments will need to be acknowledged.

4. Upon initial introductions, all contractors were escorted to the bldg. 208 vehicle maintenance bay area.

A cover plate was removed from a section of the pits to allow contractors to get a visual of the subgrade and take measurements as necessary. The pit is currently filled with dirt, which will need to be removed by the contractor prior to filling in with concrete. All mechanical devices are to be removed to include the cylinder and penetrations to the pit will be capped. The contractor will then be required to fill the pits with concrete to grade with the metal tracks remaining in place. Concrete shall be left with a smooth finish and treated with a non-skid surface coat to match existing floor.

5. Concerns were raised about the integrity of the concrete if the track frames are to remain in place.

There may be potential for cracking and spalling over time. Saw cutting to remove the frames prior to filling with concrete may be the best option to avoid potential loss of integrity.

6. The government was in agreement that this approach is the best way forward. These changes will be captured in a revised Statement of Work and issued as an amendment to the solicitation. As a result, the due date for quotes will be extended an additional week to allow contractors time to review the revisions and prepare quotes accordingly.

7. No additional questions or clarifications were needed at this time and the site visit concluded at approximately 11:20 AM.
