About this file
This document is a commercial products and services solicitation issued by the National Guard Bureau (Document Number W50S8A26QA012) for mega door repair services at Pease Air National Guard Base.
The solicitation is a small business set-aside for services valued under the simplified acquisition threshold. The Government will evaluate quotes based on three equally-weighted factors: price, technical capability, and past performance. Price evaluation will determine fair and reasonableness for commercial services, with award to the lowest evaluated price among technically acceptable quotes. Technical capability requires quoters to demonstrate the ability to successfully repair mega doors with fully trained, licensed, and certified personnel, confirm base access requirements can be obtained prior to the start date, and provide comprehensive compliance with the statement of work requirements. Past performance evaluation requires quoters to provide exactly two mega door repair contracts completed within the past three years, including valid points of contact and award amounts for each reference, with acceptable Contractor Performance Assessment Reporting System (CPARS) ratings containing no more than two ratings below satisfactory within the past five years. Quotes rated unacceptable in any evaluation factor will not proceed to award. The solicitation incorporates numerous standard federal acquisition regulations and Defense Federal Acquisition Regulation Supplement (DFARS) clauses addressing small business requirements, payment procedures, security prohibitions, labor standards, and protest procedures. The National Guard Agency Protest Program provides an alternative dispute resolution forum with a 35-calendar-day resolution goal, with protests filed to the National Guard Bureau Office of the Director of Acquisitions at the specified Arlington, Virginia address.
