About this file
This is a contract clauses document (W50S8A26QA012) that incorporates federal acquisition regulations and terms for a commercial products and services contract with the National Guard.
The document is primarily a compilation of standard federal contract clauses incorporated by reference and in full text, governing contractor obligations and solicitation procedures. Key clauses address small business set-asides with limitations on subcontracting (50 percent for services, 50 percent for supplies excluding materials, 85 percent for general construction, and 75 percent for specialty trade construction). The contract requires electronic submission of payment requests and receiving reports through the Wide Area WorkFlow (WAWF) system, with contractors needing SAM registration and a designated electronic business point of contact. Evaluation criteria prioritize price, technical merit, and past performance as equal factors. The solicitation includes representations regarding small business status (small business concerns, HUBZone, service-disabled veteran-owned, women-owned, and economically disadvantaged women-owned small businesses), covered defense telecommunications equipment, and Kaspersky Lab prohibitions. The contract incorporates multiple compliance requirements including cyber incident reporting, safeguarding covered defense information, whistleblower notifications, paid sick leave under Executive Order 13706, service contract labor standards, and trafficking in persons prevention. The National Guard Agency Protest Program offers alternative dispute resolution with a 35-calendar-day resolution goal, with protests filed to NGB-AQ-O in Arlington, Virginia. Offerors must submit signed offers containing solicitation number, company information, UEI, evaluation factor responses, and extent of agreement with all terms, with a 60-calendar-day offer acceptance period.

The NG protest decision goal is to resolve protests within 35 calendar days from filing.
