About this file

This file is a Questions and Answers document (RFI responses) for Solicitation W50S8A-26-B-A011, a firm fixed-price Invitation for Bids to repair taxiway shoulders at Pease Air National Guard Base in Newington, New Hampshire. The contract is a 100% small business set-aside under NAICS 237310 (Highway, Street, and Bridge Construction) with a small business size standard of $45.0 million. The anticipated contract duration is 120 days after issuance of a Notice to Proceed, with a bid opening deadline of August 21, 2026, at 10:00 a.m. EST. Bids must be mailed to 302 Newmarket Street, Newington, NH 03803 or hand-carried to the Portsmouth Armory (801 McGee Drive, Portsmouth, NH 03801); electronic submissions are not accepted. The SF24 bid bond and power of attorney must be submitted in hard copy format.

The RFI responses address 16 questions covering submission methods, site visit requirements, performance period clarification, project specifications, site conditions, material sourcing, staffing flexibility, and equipment specifications. Key clarifications include: site visit attendance was mandatory but does not affect bid eligibility; no airfield markings will be applied to the new asphalt surface; drivers delivering aggregate and HMA do not require badging but must provide identification and bill of lading; temporary covers may be acceptable if the H20-rated grate procurement extends beyond the performance period; personnel staffing decisions remain at the contractor's discretion; bid opening will be cast on Microsoft Teams with a call-in option for remote attendees (requiring email submission 24 hours prior); and contractors must submit alternative aggregate products for government review and written approval before use.

1The conformed IFB states that electronic bids are accepted only through the PIEE Solicitation Module, while the Amendment 0002 replacement instructions describe only hand-carried and mailed bids and state that the Government will not be responsible for submissions by any other method. Which submission method controls? The amendment clarifies that the Government will not accept bids through any

electronic means. Bids must be either mailed to the address specified in para 6.3 of division 00 21 00 of the SF1442 or hand delivered to the place and at the time of bid opening. This was clarified by deleting the statement "Electronic submission of bids will be accepted only via the PIEE solicitation module" from Para #3 of Division 00 10 00.

2 2. If PIEE submission is authorized, may the SF 24 bid bond and power of attorney be submitted as signed electronic/scanned documents, or is an original hard-copy bond also required? PIEE submission is not authorized. The SF24 bid bond and power of attorney must be mailed or hand delivered along with the bid. Hard copies of these documents are required.

3Amendment 0002 states the July 28 site visit was highly encouraged. Please confirm
attendance was not mandatory for bid eligibility.Attendance at the site visit was mandatory and does not impact eligibility to submit a

bid for this requirement.

4Please confirm that the site-visit record, minutes, and all Government answers will be
posted to SAM.gov before the August 4 RFI cutoff or as soon thereafter as practicable. The site visit roster was posted previously on 30 July 26 and is currently live on SAM.gov.

As the Government does not permit questions or discussions material to the requirement during site visits, there are no further records or minutes to post.

5Please confirm that the response date is August 21, 2026, 10:00 a.m. Eastern bid
opening date and the 120-calendar-day performance period remain controlling.Amendment #03 does not extend the solicitation, and the response deadline remains

August 21, 2026, at 10:00 a.m. (EST). The performance period for the requirement also remains 120 days after issuance of a notice to proceed (NTP).

6What is the anticipated start date for this project?Performance duration is expeted to last 120 days after issuance of the Notice To Proceed (NTP). Issuance of the NTP is dependent upon the scheduling of the pre-construction conference and contract award. These two milestones must be completed prior to establishing a start date.
7With respect to contract drawing C-001, Civil Note #15, please show the location for the on-base pit where excavation spills are to be disposed of.The on-base pit location is shown on sheet G-002 "Location Map". It is located along the north edge of Range Road.
8It appears that the work site (as delineated by the barricade placement shown on contract drawing CX-101) is located an adequate distance from the flight line traffic where this project can be performed within the work limits without impacting the installations mission. Please confirm that Contractor will be able to work within the project limits during standard, typical business hours without impacting airfield operations.Contractors should be able to work within the project limits during standard hours without impacting airfield operations.
9Are there any scheduled airfield operations that will impact the period of performance?Airfield operations are not expected to impact project performance.
10Referring to contract drawing C-001, Civil Note #15, will the Government please share the analytical results from the 8 test pit locations?Geotech Report provided
11There is no mention of airfield markings being applied. Please confirm that the Contractor will not be applying any new airfield markings to the new asphalt surface.Confirmed. No airfield markings on the new asphalt.
12For aggregate/HMA deliveries, will drivers be required to be badged or can they be escorted by Contractor personnel? As of 21 AUG 2026, deliver drivers do not need to be badged, however, they will need form(s) of identification and a bill of lading stating they are delivering to the construction site.
13The H20 grate received on contract drawing C-502, Detail 4 contains an extremely long lead time, possibly longer than the period of performance for the contract. Please confirm the Government will accept a temporary cover should procurement of this grate extend beyond the period of performance. Contractor acknowledges the H20 rated grate will be installed but has concerns this could lead to delaying “substantial completion” until contract mandated grate is received and installed by Contractor.A temporary cover (at no cost to the government) may be acceptable depending on what the contractor submits for review.
14In an effort to reduce contract cost and due to the short duration of the contract, will the Government consider letting the Superintendent dually serve as the QC Manager? The superintendent will be on site at all times and directly controls the quality of the work being installed.Staffing decisions and the allocation of personnel resources are at the sole discretion of the Contractor. If requring the superintendent to assume QC Manager is most efficient, and desierable for the contract, they may do so.
15Will the Government please provide a call-in number for the bid opening? The Government can cast the on Teams and provide a call in number. Since, attendees must be given access to the Teams channel individual, those wanting to attend the bid opening remotely must provide a valid email address 24 hrs prior to bid opening.
16The aggregate base course specified in the contract is not readily nor reasonably attainable in the area. We have sourced an aggregate with similar gradation /properties but not exact to the Government’s specifications. Will the Government consider an alternative to the aggregate specified in the current specifications? The contractor will have to submit the proposed alternative product for review prior to obtaining written approval.
