About this file
This file contains Request for Information (RFI) responses dated August 3, 2026, addressing five key clarifications regarding an Invitation for Bid (IFB) solicitation.
The responses establish critical procedural requirements for bid submission and timeline compliance. Bids must be submitted exclusively through mailed or hand-delivered methods to the address specified in paragraph 6.3 of division 00 21 00 of the SF1442; electronic submission via the PIEE Solicitation Module is not authorized. The SF24 bid bond and power of attorney documents must accompany the bid submission in hard-copy format and cannot be submitted as scanned or electronic documents. Attendance at the mandatory July 28 site visit does not impact bid eligibility, and the Government clarifies that no discussions or questions material to the requirement were permitted during site visits. The site visit roster was posted on SAM.gov on July 30, 2026. The bid response deadline is August 21, 2026, at 10:00 a.m. Eastern Standard Time, and the performance period remains 120 calendar days following issuance of a Notice to Proceed (NTP). Amendment #03 does not extend the solicitation timeline.

RFI RESPONSES 3 AUG 2026
Q1: The conformed IFB states that electronic bids are accepted only through the PIEE Solicitation Module, while the Amendment 0002 replacement instructions describe only hand-carried and mailed bids and state that the Government will not be responsible for submissions by any other method. Which submission method controls?
A1: The amendment clarifies that the Government will not accept bids through any electronic means. Bids must be either mailed to the address specified in para 6.3 of division 00 21 00 of the SF1442 or hand delivered to the place and at the time of bid opening. This was clarified by deleting the statement "Electronic submission of bids will be accepted only via the PIEE solicitation module" from Para #3 of Division 00 10 00.
Q2: If PIEE submission is authorized, may the SF 24 bid bond and power of attorney be submitted as signed electronic/scanned documents, or is an original hard-copy bond also required?
A2: PIEE submission is not authorized. The SF24 bid bond and power of attorney must be mailed or hand delivered along with the bid. Hard copies of these documents are required.
Q3: Amendment 0002 states the July 28 site visit was highly encouraged. Please confirm attendance was not mandatory for bid eligibility.
A3: Attendance at the site visit was mandatory and does not impact eligibility to submit a bid for this requirement.
Q4: Please confirm that the site-visit record, minutes, and all Government answers will be posted to SAM.gov before the August 4 RFI cutoff or as soon thereafter as practicable.
A4: The site visit roster was posted previously on 30 July 26 and is currently live on SAM.gov.
As the Government does not permit questions or discussions material to the requirement during site visits, there are no further records or minutes to post.
Q5: Please confirm that the response date is August 21, 2026, 10:00 a.m. Eastern bid-opening date and the 120-calendar-day performance period remain controlling.
A5: Amendment #03 does not extend the solicitation, and the response deadline remains August 21, 2026, at 10:00 a.m. (EST). The performance period for the requirement also remains 120 days after issuance of a notice to proceed (NTP).
