RFI #RFIANSWER
1Will the Project Superintendent be allowed to perform trade work, i.e. carpentry work?Yes, if qualifications are submitted to reflect experience and are approved by the KO/COR.
2Will the Project Superintendent be allowed to act as the CQC manager and Health/Safety Officer?Yes, based on the size of the project it is allowed. Also the person must have qualifications to perform both roles.
3Are there liquidated damages defined for this project if so what is the daily rate?Liquidated Damages are not included on this project.
4Identify locations and types of Furniture, fixtures and equipment that the contractor will be responsible to relocate and put back in placeTables, desks, chairs, lockers, stools, benches. The entire footprint of the in scope area has an odd assortment of items that were either left in place or cleaned to be reused by the occupants when the scope of this effort is completed. If any of the mentioned items are within the area of work it will be the contractor's responsibility to move the items and put them back when completed.
5Will contractor personnel be allowed to use the restroom 16ANo. Since the facility is partially occupied the restroom cleaning and stocking of materials is the burden of the government. Contractors should plan to make arrangements for their own lavatory facilities.
6Confirm that the only finish schedule for this project shown on drawing A-101The finish schedule was included in the project documents on SAM.gov.
7Will doors / frames that are at egress openings to be painted on the outdoor exterior side and will interior doors/frames leading into non work areas be painted on non work side of the door/frame?No. Exterior painting is not required. Only and all in scope interior finishes.
8Provide Square Foot (SF) area of room 40 E+DSqft can be referenced off of the ceiling tile numbers from the plans. 40E= 268sqft 40D=122sqft
9Provide SF area of metal stud and drywall to be removed and replaced in room #32For bidding purposes only plan on 100lf of stud wall fabrication at 9ft.
10In room #33 , will the VCT floor mastic need to be removed after the VCT has been removed?As long as it doesn't interfere with carpet installation, it does not need to be removed.
11Room #31; Provide specification of desired floor leveling material and also provide SF area of deteriorated epoxy flooring to be removedFor bidding purposes only plan on 120sqft. Leveler should be of a type to be used on a concrete slab foundation. In preparation for carpet adhesive and subsequent carpet tile installation.
12Room #27; Are the electrical drops in the S.O.W for this project ?There are no planned additional drops required. The electrical drops in this room are functional.
13Will the work area be required to have negative air while performing work?No. There is no requirement for the area to be in a negative pressure state.
14Has the existing ductwork in the work area been properly cleaned under the recently completed demolition work phase?Yes. A full duct cleaning and encapsulation effort was conducted.
15Please provide sign in sheet from the 3/5/25 site visitThis has been posted to SAM.Gov
16Provide material list of electrical devices that are to be reinstalled at each roomThis information is not available in definitive numbers. Each room should be assumed to have electrical outlets, data drops, and switches spaced at regular intervals around the perimeter and near doorways/entrances. Each room has fire alarm notification (strobe horn sensing) devices as well.
17Confirm if all stock piled electrical devices are stored in separate boxes and labeled by room number?The stock pile is only for fire alarm components. The items are limited. If a part is available it can be provided. The items are individually boxed. At present there are no known issues.
18Will the government pay an equitable adjustment for any fire alarm device or component found to be missing , non functioning or otherwise required by AHJ?Per 5.2.4 SOW provide a list of deficiencies to the COR.
19What gauge will be required for metal stud replacement?Typically 20 to 25 gauge depending on the application is acceptable for 5/8 drywall.
20Will cove base be required to provide pre formed corner units?The requirement is to provide a neat and professional appearance, however the SOW does not stipulate the application of preformed corners. The COR will make the determination if the installation is substandard.
21Will carpet colors be selected from the standard color selection group?Refer to SOW 5.1.12 Samples of carpet meeting the specifications will be provided to the COR for selection.
22Confirm paint on existing surfaces are to receive one finish coat and new surfaces to receive a prime and two finish coatsConfirmed.
23Identify the quantity of light troffers that will have to be moved or rehungThis information is not available in definitive numbers without distributing the lighting plans for the whole facility, which is controlled until award. The lights are all hung/suspended they will need to be integrated back into the ceiling grid once that is repaired or replaced.
24Have all existing walls received fire stopping of any MEP penetrationsThere may be penetrations Newly installed drywall will have to have MEP penetrations sealed.
25Is the existing HVAC system in the work area currently operational ?Yes.
26Plan A-103 calls for installation of cement board and ceramic wall tile in bathroom 16A in select areas. Room Finish Schedule has a note to "discard any remaining tiles, tiles were left in place for privacy". We saw the existing tile at the site visit. Some uncertainty as to what is needed, will all wall tile be replaced? Or only repairing sections of wall tile indicated on A-103?Wall tiles are to be replaced. The "tiles" that were left for privacy were ceiling tiles, not wall tiles. Ceiling tiles over the men's room toilet stalls were left in place for privacy reasons/concerns with the adjoining ladies room.
27Identify an allowance quantity of metal studs that will need to replaced at the gypsum wallboard locations that all bidders should carry in their price proposalFor bidding purposes only, contractor can assume no more than 100 linear feet of stud wall fabrication.
28Will gypsum wallboard partitions be installed to the underside of the floor deck ?Areas where drywall is required to go to the full roof deck are identified in the plans.
29Identify an allowance quantity of pipe/conduit wall penetrations that require fire stopping that all bidders should carry in their price proposalContractors should carry 100 through wall penetrations in their bid.
30Provide thickness of the new cement board to be used at tile wallsContractor to verify but for bidding purposes assume 5/8"
31Will new wall tile be full height?No match existing.
32Will slab moisture readings be required at new carpet locations if so provide quantityNo.
33Confirm room 40C,D,&E do not receive new carpetPlans will be amended to carpet the following: 40C- 270sqft, 40D - 122sqft, 40E - 268sqft
34Provide locations of new door thresholds to be provided under this contractEvery room that receives carpet that transitions to a non carpeted area will receive a transition. Refer to the plans.
35Will the government pay an equitable adjustment to the contract for material escalation after the bid date of this solicitation?An amendment to the solicitation will be posted which will include add an Economic Price Adjustment to the contract. See the solicitation for specifics.
36Will existing cove base be removed prior to the NTP by the government at locations that call for new cove base at existing walls?Any existing cove base will not be removed prior to NTP. Any room being carpeted or recarpeted will require cove base removal (if present) and replacement with new as per the SOW.
37Provide manufacturer name and model number for new acoustic ceiling panelsCeiling tiles just need to meet the specifications of the SOW. There is no requirement for a certain manufacturer.
38Confirm which one of the 2 quantities provided for new cove is correct, 1200lf or 3500lf3500lf is the correct figure.
39Confirm if new cove base is only required at new carpet areasCovebase is required in new carpeted locations and where new drywall is installed.
40There are several discrepancies between the 2 finish schedules, which one will take precedence ?Specific examples brought forth in the RFI process will be resolved before award.
41Provide quantity and location of all ceiling registers/grilles/diffusers to be installedContractor to verify.
42Confirm quantity of ceiling registers/grilles/diffusers that will be provided by the government and how many of these units will need to be provided by the contractor?Contractor to verify.
43Can flexible duct work be used to reconnect the ceiling registers/grilles/diffusers ?Only within 10ft is the requirement, however most of not all of the connections are at the appropriate length they only need to be reattached.
44Provide quantity and location for thermostats to be reinstalledContractor to verify.
45Will the HVAC system be required to have testing and balancing performed under this contract along with a clean air report ?No.
46Will a contractor provided commissioning agent be required to perform the commissioning of the MEP infrastructure under this contractNo.
47How do you want the electrical aspect of this project to be priced? There are no electrical plans, just a note about making the electrical system work by code. How many switched and outlets are affected. Where is the electrical panel and are there any open spaces on the panel to add additional breakers if needed. How many lights are affected?Electrical Plans have been uploaded to SAM.gov. The addition of breakers and switches is not required. Outlets and switches are existing but might have suffered damage due to the recent demolition. The gov't anticipates extremely limited non functional devices. Per the SOW the contractor is to provide a list of inoperative items. There are mostly broken or missing cover plates.
48How many thermostats are effected and do they all need to be re-wired to the HVAC system at ADA wall height?Contractor to verify quantity, there is no requirement to install thermostats to an ADA height in this effort.
49Can you provide a comprehensive list on what you want priced or issue a blanket T&M not to exceed for everyone to carry in their bid?The gov't does not have the resources to provide this information. This is a Firm Fixed Priced contract.
50paragraph 5.2.4, “Contractor to identify any damaged or non-functional electrical outlets, switches, or light bulbs and provide a comprehensive list of non-functioning devices to the COR.” . What is the contractual intent for the correction of existing non-functioning devices once identified? Will the replacement of any identified existing non-functioning devices and fixtures be treated as a change order to the contract?The intent is to provide the Gov't with a list of non functional items. Since the demolition and renovation were two separate efforts the Gov't simply lacks the resources to test, identify, and catalogue every item in every room. A list of difficiencies and an estimate to repair can be provided to the KO as a change order for review.
51is it intended for the contractor to provide and install new electrical receptacles and switches or reuse existing devices as part of removal and reinstallation process for new drywall installation?Reuse and reinstall. Unless damaged or non functioning.
52are there any hazardous materials present?No. The entirety of the in scope work area was cleaned and there is no known hazardous material present.
53in the rooms which are to receive new carpet tiles over the existing epoxy flooring, is it intended for the contractor to demo the existing integral epoxy wall base in these rooms for the installation of the new carpet tile and vinyl cove base?No. The integral epoxy floor wall base should remain. When inspected by the gov't the top of the epoxy wall base could be cleaned flush and a channel for the drywall to seat into could be installed to create a neat and professional finished product.
54please identify all rooms within the scope of work that have existing 9/16” thin line ceiling grid assemblies.Contractor to verify. The gov't lacks the resources to provide this information.
55the existing ceiling grids vary in type, 9/16” wide, 15/16” wide, 2x2 and 2x4 ceiling grid assemblies. Please specify the manufacturer and model/style of ceiling tiles to be used in the different sized grid assemblies.The sizes of ceiling tiles and sqft amounts have been identified and the information on ceiling tile size was provided to the contracting office on a finish schedule. The size of the ceiling grid assemblies was not catalogued
56"is a faulty fire alarm device is found the contractor will be provided a replacement device by the COR” will the installation of the supplied device and associated wiring will be treated as a change order?No. The stock of devices is limited. Currently there are no faulty fire alarm devices in the facility. This will not be treated as a change order.
57is it the intent for the contractor to remove and replace all existing cove base in the rooms scheduled for carpet installation?yes. See and or reference RFI #39
58please provide the name of the entity that services and programs the Fire Alarm system in Building 254.The gov't contracts service and repair from companies that are certified on the Monaco Enterprises Inc. Spokane, WA. The gov't cannot endorse any contractor or sub to perform maintenance or repair.
59please provide information on the Fire Alarm system.Monaco Enterprises Inc.
60Please identify the location of the fire alarm panel.There are several throughout the facility. The main panel is located in rm 43C.
61are there currently any trouble codes present in the fire alarm panel?No. Per SOW the contractor and COR will conduct a pre construction walk thru to identify pre-existing faults or troubles.
62please identify the locations and quantity of horn strobes, smoke detectors, heat detectors, and pull stations that will need to be reinstalled as part of the renovation.Contractor to verify.
63Can you give a basis of design product for the carpet? Vendors are requesting more information since going by face weight alone may leave a wide range of variation between products.Mohawk - 2OCR-T: DATUM 7559 is a carpet that meets the standard.
64the drawings state Monaco is the fire alarm vendor, do you have a Monaco rep locally or POC to share? Monaco office in Washington has been unresponsive. Is there any idea how many troubles are currently listed on the FACP?The gov't cannot endorse any contractor or sub. There are vendors in the area that are certified to work on Monaco Systems.
65Can we use a contingency allowance for power and data install to keep bidding even?Contingency allowences will not be included in this contract.
66Are the Electricians going to be held to bringing the entire circuits up to code?No.
67are all communication data drops to be reinstalled in conduit?No. Some data drops are encased in wire mold, some in stalled in conduit and are surface mounted. If the existing infrastructure is reusable it can be reinstalled.
68Will the contractor be responsible for all lights and end devices that are non working? In the event they were damaged by Demo crew?No. Per SOW the contractor shall supply the gov't with a list of non working devices.
69Please confirm if taxes should be carried in proposals?Proposals should include all applicable taxes
70Please confirm if any state, local, and/or Federal permits will be required on this project?Yes. Permits shall be required.
71Please confirm if there are any known hazardous materials that are required to be removed as a part of this project?None.
72For fair and accurate pricing between contractors, please provide how many square feet of self leveling is required and how thick?For bidding purposes only the total amount can be assumed to be 200sqft at a thickness of 1/4 inch.
73Will the awarded contractor be able to use the governments power and water at the project location?Yes. The government has water and power available. Per SOW any power requirements that are outside of what is readily available will need to be coordinated through the COR.
74After the site walk it was found that contractors could not confirm the mechanical, plumbing, electrical, communication and fire alarm scope of work. The scopes of work in the specifications are very vague and open ended. For fair and accurate pricing between prime contractors, can the government provide scopes of work for each of these task?No. The documents posted to SAM.gov unless modified are the tasks required.
75Section 1.2 mentions the facility is primarily unoccupied and will be for the project. Please confirm all final cleaning and demo work can be done in one sequence with no phasing?The majority of the facility is unnocupied. The only stipulation the gov't will have in regard to phasing is an ongoing effort to re-roof the facility. Once the roof is water tight there should be no reason to phase any part of this effort outside of normal best practices with curing and set times for various materials.
76Section 5.0 mentions limited carpet and VCT removal – room schedule on drawing A-101 notes Room 14 remove existing carpet and Room 33 remove VCT. Please confirm these are the only 2 area that still have flooring required to be removed/disposed?Confirmed.
77Floor prep is also mentioned in 5.0 – it is known that flooring was removed during the remediation phase but want to clarify how much area still needs to be grinded. Please confirm grinding is only needed in rooms 14 and 33?There is a substantial amount of glue left behind after the previous mold remediation contract. If glue interfers with carpet installation preparation techniques should be used. Grinding of epoxy may need to take place in other areas (Rooms 31, 27C, 27B) to prepare the floor for leveling.
78Related to 5.0 and also 22.2 where there is still flooring to be removed, and 22.2 notes ACM may be encountered. Can an ACM report of the building be provided to verify locations of potential ACM?As it relates to this contract effort 5.0 there are no known ACM in the project scope of this effort. Previous remediation efforts and sampling have been conducted with notes stipulating No ACM Detected. These reports are/ and can be made available. In reference to 22.2 this is a base standard set of verbiage that is included with all 157th Construction Project SOW documents.
79Please confirm flooring in Room 14 and 33 is non-ACM.Confirmed.
80Please confirm if items are going to be removed from the wall in the hallways and rooms?The gov't will remove items from the hallway. Some items were left in place due to size and storage restrictions.
81Please confirm if the murals and stripping are going to be painted over?Confirmed. Paint over them.
82Please confirm if the government is going to repair the ceiling leaks before the work is to be done (ACT, walls and flooring)?The notice to proceed will coincide with a water tight roof which is an ongoing construction project.
83Please advise as to which prevailing wage line item currently provided, or can be provided, to reflect a general laborer rate? There doesn't appear to be a laborer rate that is below many of the skilled worker rates.For general laborer rate use the LABORER: Mason Tender - Brick rate on page 3.
84is carpet tile color to the discretion of the contractor? If not, what color requested?Per the SOW provide samples to the COR for selection.
85is there a schematic that shows which rooms require 2x2 verses 2x4 ceiling tile? If not, can one be provided?This information is available in th eB254 Renovation Plan Set on SAM.gov.
86based on notes we are only painting walls, doors and frames, correct?Correct. There is no floor or ceiling painting required.
87in the hallways will we be painting the stripe that is on the walls? The notes say to paint all walls Shoji, so there is only 1 color for the walls.Paint over the stripping.
88please advise what the extent of the electrical work is. Are we only to include what is on the building 254 room finish schedule?The extent of the electrical work is to reinstall the unmounted components that were previously installed through the drywall. Any infrastructure that needs to be disconnected as part of the renovation effort will need to have the appropriately licensed tradesperson conduct any
89if electrical outlets need to be moved, how many are there per room?There is no known requirement to move any outlets, just reinstall them.
90Please provide electrical and mechanical as-builts.The as-builts have been uploaded to SAM.gov
91how many HVAC supply/returns are there per room?HVAC Supply/return devices will need minimal movement/adjustment in order to be reinstalled in the grid. If required for planning purposes as-builts can be provided post award.
92how many network drops need to be reinstalled per room?Contractor to verify
93how many fire alarm sensing/notification devices need to be reinstalled per room?Contractor to verify.
94which devices will be surface mounted and through wall?Contractor to verify.
95how many motion sensors are there per room?Contractor to verify as some rooms have them some don't.
96is paint spraying allowed for this project?Yes, as long as the HVAC systems are shut down during spraying operations and all safety and health measures as they relate to the application of spraying paint inside a closed area are followed.
97does the fire rated caulking need to be third party inspected?No. The COR and Base Fire Health & Safety are the inspection authority.
98does the fire rate caulking need to applied by a certified installer?No. There is no current requirement for certification in regard to the installation of firestopping materials.
99Please confirm all wall penetrations need to be fire proofed.Contractor to verify, the fire ratings apply to industrial areas and walls that abut the hangar bay.
100For bidding purposes, can an estimate of how many unserviceable studs be provided?For bidding purposes only, contractor can assume no more than 100 linear feet of stud wall fabrication.
