119th Wing, North Dakota Air National Guard

STATEMENT OF WORK (SOW)

FOR

Snowmobile Rental Services

BACKGROUND

The 119th Wing, North Dakota Air National Guard (NDANG) Emergency Management (EM) squadron has training requirements that include the ability to mobilize assets in areas without traversable roads during wintertime. When assessing how to do this training with EM Managers around the country, it was determined that when training in arctic environments, the primary mode of transport would be snowmobiles. The focus of combat training is shifting from exclusively desert environments to include a variety of terrains. Recent assessments have identified a need for enhanced training in winter operations. The rental of snowmobiles will provide realistic transport for those operations. The ability to train total force EM personnel in all-weather environments will significantly increase readiness across the Air Force.

SCOPE

The 119th Wing, NDANG EM, requires the rental of four (4) snowmobile machines for a total of 18 days in two different 9-day periods. The contractor shall provide all management, supervision, personnel, equipment, materials, supplies, parts, maintenance, and repair services required to furnish the machines for Government personnel usage for the time periods and location specified. Fuel supply is not included in this contract; machines will be returned with the same fuel level as they were delivered to the Government.

The Period of Performance (POP) shall be two (2) rental time periods: the 1st rental period will be from January 20-28, 2024, and the 2nd rental period will be from February 10-18, 2024.

The 119th Wing will perform the pickup and drop-off of the rented snowmobiles using a government-owned trailer. The rented snowmobiles will be used in Camp Grafton (Devils Lake area), Devils Lake, North Dakota.

The Government will furnish the necessary snowmobile trailer/trailers to haul the rented snowmobiles from the rental contractor to Camp Grafton, Devils Lake, ND, and back to the rental contractor for both rental periods.

The contractor shall provide a quantity of four (4) EA snowmobiles for each rental time period indicated above, and each snowmobile shall be in excellent operating condition and equipped with the following specifications/features/accessories:

• QTY (4 EA): 600cc or higher 2-stroke engine size for each snowmobile – expedition/touring style (like Ski-doo Expedition, Polaris Adventure, Yamaha Sidewander/Transporter or Arctic Cat Touring/Pantera).

• Utility/Trail: These will be used for riding trails within Camp Grafton, ND.

• Two-up seating: Provides seating/riding capacity for two (2) adults on each snowmobile.

• Windshield: High windshield required.

• Front skid plate: For protection from debris while riding.

• Storage Rack: Extra cargo space to provide immediate access to extra cold weather gear and supplies.

• Towing: Ability to tow a sled behind with equipment weighing approximately 30 lbs.

• Toolkits specific to snowmobile: Consistent with standard commercial practice, provides operators with basic essential tools necessary to solve simple, common issues in an austere environment.

• Helmets: Require rental of eight (8) snowmobile helmets in assorted sizes ranging from Medium (M) to Double Extra Large (XXL).

• Insurance: The contractor must provide 100% full coverage/replacement insurance without deductible for each snowmobile and helmet rented during the time periods listed above. This cost must be incorporated into the rental prices for the snowmobiles.

• Cancellation Policy: The 119th Wing, NDANG EM personnel have the right to cancel snowmobile rentals or change the dates for rental up to 48 hours prior to the start of each period. The change must be able to be made without any cost to the Government.

Rental Location/Contractor: The contractor shall be located within a 150-mile radius of Fargo, ND.

The snowmobile rentals will be taken to Camp Grafton, Devils Lake, ND. These snowmobiles will be ridden on trails located in Camp Grafton, ND (Government property), so ND Trail Stickers will not be needed.

Safety and Maintenance: The contractor shall be aware of all local legal and safety requirements to ensure that all reasonable efforts are made to protect all persons from harm and U.S. Government property from damage. Equipment shall be free of excess soil, rust, and damage. Each vehicle shall meet all local ND state safety requirements and have, as a minimum, the following safety features: Brake lights, headlights, and horns.

• Preventative Maintenance: the contractor shall perform all preventative maintenance in accordance with the equipment manufacturer standards as required to ensure continuous operability throughout the POP. The contractor shall identify and complete any necessary maintenance and repairs.

• Equipment Damage: The U.S. Government is only responsible for excessive damage to rented equipment resulting from improper usage (excluding normal wear and tear consistent with the equipment's intended purpose). The contractor shall bear full responsibility for any damage not caused by fault or negligence of Government personnel.

Contract Manager: The contractor shall provide a main and alternate Point of Contact (POC) who will be responsible for the performance and delivery of the equipment on site. The contactors’ POCs shall be designated in writing to the Contracting Officer and Equipment Acceptor. The contractor POCs shall have full authority to act on behalf of the contractor on all contract matters relating to the daily operation of this contract. The contractor POCs must be available to answer the phone between the hours of 6 am and 6 pm during the entirety of both rental periods.
