Questions and Answers
Solicitation W50S88-24-Q-0109
Snowmobile Rental
29DEC2023
Below are questions received in response to solicitation W50S8824Q0109 with answers provided by the
Contracting Officer in blue text.
Question #1: Is the government able to pick up and drop off the snowmobiles from Minneapolis, as that is the location of the snowmobiles?
Answer #1: Minneapolis, MN is outside of the 150-mile radius as required in the solicitation
(approximately 230 miles) and is not an acceptable pick up/drop off location.
Question #2: If the government is not able to pick up the snowmobiles in Minneapolis, is there a pick-up point that we can meet you with the trailers within the 150 miles radius?
Answer #2: Sauk Centre, MN or St. Cloud, MN would be acceptable pick up/drop off locations as they are both located approximately within the required 150-mile radius.
Question #3: Could you provide an estimated amount of space you will need for cargo in the snowmobiles?
Answer #3: 1.5 cubic feet of cargo space would be ideal to allow for a small backpack/equipment bag with additional cold weather gear and/or supplies.
Question #4: If there is a situation where the cargo space in the snowmobiles wouldn't be enough, would it be okay with having being towed behind in the sled?
Answer #4: Yes, in situations where adequate storage is not available on the snowmobile, the 119th
Wing owns sleds that can be pulled behind the snowmobiles that will possess adequate storage space.
Question #5: Could you let me know the height requirement of the windshields?
Answer #5: Although there are no minimum/maximum height specifications other than “High windshield required” in the solicitation, the windshield should be high enough to provide a moderate amount of safety/protection to riders. Standard windshields installed by the manufacturer of the snowmobile are sufficient.

Question #6: For clarification regarding the SOW for the snowmobile rental, will the snowmobiles need to be transported from the contractor to the site and back or will that be handled on your end?
Answer #6: The contractor will have no responsibility for transporting the snowmobiles as long as the location of the snowmobiles to be rented is within 150 miles of Fargo, ND. Our customer will drive to the contractor’s location (with a government-owned trailer for transporting) to pick them up at the beginning of each rental period, and then transport the snowmobiles back to the contractor’s location at the conclusion of each of the two rental periods identified in the solicitation.
Question #7: I noticed in the original search (Sources Sought notice) for vendors that it stated 20" wide track but does not specify that as a requirement now in the solicitation. Can you clarify?
Answer #7: The 20” wide track specification that was identified in the Sources Sought notice is no longer a requirement.
Question #8: Is a horn required for the snowmobiles?
Answer #8: Upon clarification received from the customer, this requirement was included in the solicitation erroneously. A horn is not required for any of the snowmobiles.
Question #9: Can the two different time periods identified in the solicitation be bid separately? In other words, can a vendor submit a quote for only one of the two time periods specified in the solicitation?
Answer #9: Regarding the possibility of bidding on the two rental periods separately or just one of them, unfortunately, we require bids to cover both periods. We cannot accept bids for only one of the two time frames identified in the solicitation.
Question #10: Is this the first snowmobile rental for the agency? If not, are you able to confirm the previous award amount?
Answer #10: We have not issued any previous awards for snowmobile rentals. This is our first requirement for snowmobile rentals.
Question #11: The solicitation states that “The contractor shall provide a main and alternate Point of
Contact (POC) who will be responsible for the performance and delivery of the equipment on site” - Is the POC required to be physically present at the time of pickup or drop off or only required to be available by phone?
Answer #11: Regarding the presence of the POC during pickup or drop-off, it’s not necessary for the
POC to be physically on-site. Nevertheless, it is essential that an authorized individual is present at the time of drop-off/pickup to handle the release of the snowmobiles and address any conditions or related issues.
