About this file

This is a Questions and Answers document for federal contract solicitation W50S8626QA005, current as of 23 June 2026. The document addresses clarifications regarding a 100% small business set-aside requirement for the procurement of 2 Each Can-Am Defender MAX Limited HD11 all-weather, all-terrain Utility Task Vehicles (UTVs).

Key clarifications provided include: the correction of accessory descriptions from "Cargo bed extension carrier" to "Foldable Tailgate Extension" and clarification that "Tailgate panel kit" refers to the standard tailgate box; confirmation that the requirement is for 2 UTVs, not 4; removal of FAR 52.219-33 (Nonmanufacturer Rule) as it was included in error, with the SBA class waiver applying to this requirement and the dollar amount estimated below the Small Aggregate Threshold; quote submission procedures are detailed in the solicitation Addendum to 52.212-1; quotation eligibility requirements are addressed in the solicitation terms and conditions; commercial delivery to the destination address is acceptable but must be coordinated with the end user post-award during business hours, with access requirements to be determined during that coordination; and UTVs must be delivered with all standard documentation in accordance with commercial procedures and any documentation listed in the Description of Requirement (DOR).

QUESTIONS & ANSWERS

W50S8626QA005

CURRENT AS OF (CAO) 23 JUNE 2026

Question 1 (Q1). The DOR has an accessory called a “Cargo bed extension carrier” but it is unclear as to what this is referring to.

Government Response 1 (R1). This was an incorrect description. The solicitation and DOR have been updated to remove “Cargo bed extension carrier” and replace it with “Foldable Tailgate Extension” which is what the DOR was referring to.

Q2. It is unclear what the DOR is referring to for the “Tailgate panel kit.”

R2. The Tailgate panel kit is the standard tailgate box that comes on the item. The DOR has been updated to reflect this standard accessory.

Q3. Since this requirement is set aside 100% for Small Business, please confirm whether our company can submit a quote directly.

R3. See solicitation Addendum to 52.212-1 for quote submission instructions.

Q4. Can quotations only be submitted by a U.S. Registered small business in SAM.

R4. See solicitation terms and conditions for registration and foreign entity requirements.

Q5. Could you please advise whether quotations should be submitted directly via email and, if so, to which email address and what documents are required with the submission?

R5. See solicitation Addendum to 52.212-1 for quote submission instructions.

Q6. The solicitation posting states “CLIN 0001: (2 Each) Can-Am Defender MAX Limited HD11, all-weather, all terrain Utility Task Vehicle (UTV) IAW Description of Requirement (DOR) – 2 EACH. Is the request for 2 or 4 UTVs?

R6. The requirement is for 2 Each. See the SF1449 for detailed CLIN Structure.

Q7. Because this solicitation is a 100% small business set-aside and includes FAR 52.219-33, could you please confirm whether the SBA Nonmanufacturer Rule class waiver for NAICS 336999 — ATV, wheeled or tracked manufacturing — applies to this requirement?

R7. The inclusion of the clause at 52.219-33 was an error. The SBA has a class waiver that applies to this requirement, and it is estimated to be below the SAT. Nonmanufacturer rule does not apply. Solicitation has been amended to remove the clause.

Q8. Would standard commercial delivery by a dealer or third-party transport carrier to the listed destination address be acceptable, or are any special delivery arrangements required, such as advance appointment scheduling, base access credentials, escort requirements, specific delivery hours, unloading requirements, or a designated receiving point?

R8. Commercial delivery is acceptable, but must be coordinated with the end user, after award is made, to arrange delivery during business hours. Access requirements will be addressed during that coordination.

Q9. For vehicle documentation, should the UTVs be delivered with Manufacturer’s Statement/Certificate of Origin only, or does the Government require title, registration, plates, temporary tags, or any state-specific documentation at delivery?

R9. The UTVs should be delivered with all standard documentation IAW commercial procedures and anything listed in the DOR.
