About this file

This is a Questions and Answers document for a federal contract opportunity (W50S8626QA003) addressing the replacement of Onity Trillium locks across a campus facility, current as of July 1, 2026.

The project encompasses 98 buildings, including the newly constructed Hangar Building 445, with 232 exterior doors requiring Onity weather kits as specified components. The scope includes 114 Onity Trillium Lock Panic Push Bar Assemblies, which require replacement of the old Onity lock interface kits while retaining existing push bars. An unknown quantity of doors have cover plates, which the government recommends reusing rather than replacing. A detailed Excel spreadsheet incorporating all items, including those updated in Addendum 1 to the Description of Requirements (DOR), has been posted for vendor reference. While the solicitation specifies Onity Trillium brand locks based on existing infrastructure, vendors may submit alternative brand quotes if the alternative system fits existing door mortise and cylindrical templates without requiring door replacement or modifications. Vendors proposing alternatives bear responsibility for providing technical data demonstrating compatibility with the existing system and ability to meet all government requirements.

R10. In accordance with the newly implemented RFO under 41 USC 1901 and FAR 12.102(b), while this is a Brand Name requirement driven by existing infrastructure, the government will evaluate and consider alternative quotes. If a vendor can quote an alternative system that fits the existing door mortise and cylindrical templates without requiring door replacement or modifications, it will be considered. However, if a vendor submits an alternative brand, it is the responsibility of the vendor to provide the technical data for evaluation, and to demonstrate how the alternative item will work within the existing system and still meet the government’s requirements.
