About this file
This is a Statement of Work (SOW) for a pavement maintenance and marking project at Alpena Combat Readiness Training Center (CRTC). The project, numbered TDVG212651, involves preventative maintenance and pavement marking application on base roads and parking lots, with a 365-day completion timeline from contract award. The project engineer is Captain Cade MacArthur, BCE, and the project inspector is Jacob Heltsley.
The contractor must provide all personnel, equipment, tools, materials, supervision, and quality control for the work. Key requirements include performing phased operations to maintain continuous base traffic access, maintaining Foreign Object Debris (FOD) awareness due to proximity to active airfield zones, and submitting a detailed Schedule of Operations, Material Data Sheets, and Safety Plan for government approval prior to work commencement. Site preparation involves cleaning cracks and joints, power brooming pavements, and treating surfaces using either crack seal (hot-applied sealant along cracks) or double fog seal (two-step light asphalt emulsion application) methods, as directed by the Contracting Officer Representative. All pavement markings must be completely reestablished using paint conforming to federal specification TT-P-1952F (Type I or Type II) and glass beads conforming to TT-B-1325D (Type I, Gradation A). The contractor bears full responsibility for quality control and surface testing, with government inspection and approval required for all work. Upon completion, the contractor must remove all equipment, materials, and debris, and legally dispose of all waste without using government-owned containers. Performance must conform to applicable Department of Defense standards, Alpena CRTC Design Standards (2017), OSHA regulations, and specifications from MDOT, UFC, and UFGS guidelines.

Project Inspector: Jacob Heltsley
1.0 GENERAL INSTALLATION REQUIREMENTS
1.1. Scope: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform preventaƟve maintenance and apply pavement markings to base roads and parking lots. All work shall be performed in accordance with this Statement of Work, the Engineer's Plan set, and all other standards specified in the contract.
1.2. Background: Pavement surfaces and markings on base roads and parking lots exhibit significant cracking, surface oxidaƟon, and deterioraƟon due to age and usage. This project will restore these assets to extend their service life and improve base-wide safety.
1.3. Period of Performance: Services shall be completed within 365 days of the contract award.
2.0 REQUIREMENTS
2.1. GENERAL
5.1.1. The Contractor shall perform all work in coordinated phases to ensure conƟnuous access for daily base traffic.
5.1.2. Foreign Object Debris (FOD): The Contractor is required to keep the work area free of FOD at all Ɵmes. FOD is defined as any object, animate or inanimate, that, when located in an inappropriate area within an airport environment, poses a risk of injury to personnel or damage to aircraŌ. While this project is not on airfield pavements, it is frequently adjacent to acƟve airfield zones.
2.2. SUBMITTALS
2.2.1. Schedule of OperaƟons: Before commencing work, the Contractor must submit a detailed schedule of operaƟons to the ContracƟng Officer for approval. This schedule shall outline the proposed work sequence, execuƟon dates, and esƟmated compleƟon Ɵme for each phase. Any proposed deviaƟons from the approved schedule must be submiƩed in wriƟng to the
ContracƟng Officer for approval.
2.2.2. Material Data Sheets: The Contractor shall submit manufacturer's technical data sheets, cerƟficaƟons, and specificaƟons for all materials to be used, including paint, glass beads, and crack/fog/chip seal emulsions, for approval prior to delivery to the site.
2.2.3. Safety Plan: The Contractor shall submit a project-specific Safety Plan detailing procedures to protect personnel and property in accordance with all applicable federal, state, and local regulaƟons.
2.3. SAFETY AND HEALTH
The Contractor shall comply with all applicable OccupaƟonal Safety and Health AdministraƟon
(OSHA) regulaƟons and any addiƟonal safety requirements imposed by the Alpena CRTC. The safety of all government and contractor personnel in the project area is the responsibility of the
Contractor.
2.4. SITE PREPARATION & PROTECTION
2.4.1. Pavement PreparaƟon: The Contractor shall clean cracks and joints to remove all foreign material, vegetaƟon, and debris. Surfaces must be cleaned and dried using compressed air or other approved tools to ensure they are free of loose material and vegetaƟon prior to treatment.
2.4.2. The Contractor shall clean pavements requiring treatment with a motorized power broom to remove all loose material.
2.4.3 The Contractor shall prepare all affected pavement surfaces and surrounding areas using the two methods specified below, as directed by the ContracƟng Officer RepresentaƟve (COR).
Treatment
Method
DescripƟon
Crack Seal Placement of hot-applied sealant or tar along all cracks to prevent water infiltraƟon.
Fog Seal (Double) A two- step applicaƟon of a light asphalt emulsion to seal minor cracks and slow binder degradaƟon.
2.4.4. The Contractor shall complete crack seal operaƟons, as required, before fog seal applicaƟons can be completed.
2.4.5. The Contractor shall apply a Double Fog Seal, as defined in SecƟon 5.4.3, to all designated base roads and parking lots.
2.4.6. ProtecƟon of ExisƟng Items: The Contractor shall take all necessary precauƟons to protect all exisƟng lights, informaƟonal signs, fire hydrants, electrical components, and other sensiƟve features from overspray.
