QUESTIONS & ANSWER

W50S8626BA003 – REPAIR RANGE PARKING

CAO 10 AUGUST 2026

1. Sheet 4 notes that the 12 inch subbase, CIP may be removed if the existing material meets the MDOT classification for Class II. Does the Government have a geotechnical report, soil boring logs, or prior test results for the north and west parking areas that can be released to bidders? If not, how should bidders treat this item for pricing purposes?

RESPONSE: The government does not have a geotechnical report. Disregard note about Subbase CIP may be removed. It is anticipated that existing subbase material will meet MDOT Class II. See addendum.

2. Sheets 4 and 6 call for riprap, plain over 5 feet and riprap, heavy to be placed "as directed by the Owner at the time of construction," with no quantity shown. As this is a lump sum firm fixed price bid with no unit prices and no additive or deductive items, will the Government provide an estimated quantity or a not to exceed limit for bidding purposes?

RESPONSE: Place Rip Rap heavy not to exceed 300 SYD and place Rip Rap plain not to exceed 450 SYD.

3. Sheet 4 directs that aggregate base be placed to provide positive drainage to proposed HMA, while the written scope in the Statement of Work describes concrete pavement. Please confirm whether any HMA paving is within the scope of this contract.

RESPONSE: There is no HMA included in the scope of this project. Place aggregate base to provide positive drainage to proposed pavement surface.

4. Sheets 3 and 4 show a catch basin at rim 1300.50, invert 1295.50 in addition to the three proposed 36 inch catch basins identified as 1, 2 and 3. Please confirm the total number of new drainage structures.

RESPONSE: There is a total of 3 proposed new drainage structures.

RESPONSE: The project is in section 29 T 29N R02W. 109320 Steel Gate Rd. Frederic Mi.

6. The index of drawings references a wage determination dated 18 May 2026, while Attachment 4 is General Decision MI20260001, Modification 3, dated 25 June 2026. Please confirm which modification governs this contract.

RESPONSE: Paragraph (e) of 252.236-7001 has been updated. The most current wage determination (25 June 26) is applicable.

7. The project number appears as CYTL222043 in some documents and CYTL222403 in others. Please confirm the correct project number.

RESPONSE: Section 2.1 of instructions to bidders has been corrected. This was a typing error. The project number is CYTL 222043.

8. Given that no further site visits will be granted, will the Government release site photographs, and the minutes and question and answer record from the 28 July 2026 pre-bid conference to all prospective bidders?

RESPONSE: The organized site visit was open to all interested parties. The government will not be taking site photographs. The pre-bid conference minutes were posted on 29 July 2026. In the minutes you will see that the government did not take questions at the site visit and required all questions to be posed to the Contracting Officer in writing. This Q&A document is the only one and is now posted.

9. Will this be a drop-off bid, and will it be a public opening?

RESPONSE: Please see the “instructions to offerors” section of the solicitation, as well as the SAM.gov posting for Bid Repository location and Bid Opening time, date, and location.
