About this file

This document is a Questions and Answers file for a federal contract opportunity for Old Gate Replacement at Martin State Airport Maryland Air National Guard Base. The solicitation (W50S8225RA005) requires replacing existing gates, six anti-vehicle bollards, approximately nine linear feet of decorative anti-personnel fencing, and installing temporary security fencing. Key requirements include UFC-compliant manual swing gates, removable bollard caps, electrical grounding testing, and CAD drawings submission. Contractors are permitted to subcontract and must submit their proposal through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module, with a 72-hour delivery notice requirement.

The project involves specific technical specifications, including replacing gates that do not meet current UFC criteria, installing bollards meeting ASTM F2656 M30/P1 standards, and ensuring structural and aesthetic equivalence with existing infrastructure. Contractors must provide their own power generators and portable restrooms, and ensure continuous temporary security fencing that maintains vehicle access. The government emphasizes that the construction schedule is an evaluation factor, with shorter, realistic timelines potentially viewed more favorably. Subcontractor past performance must be consolidated into the prime contractor's submission, and all personnel access and foreign national employee details are outlined in Section 00 73 00 of the solicitation.

No cut sheet exists for the current gate, and the current gate does not meet UFC criteria. The Contractor is to replace the current gate with a UFC-compliant gate solution.

For the gates, is there a specific gauge and requirements for the metal used to make the gates?

See Section 3 of the Scope of Work. The contractor's gate solution must meet minimum UFC requirements, which include, but are not limited to UFC 4-022-01, 4-022-02, and 4-022-03.

Are there specifications for the alloy composition? For example, mild steel, SS304, SS316?

See Section 3 of the Scope of Work. The contractor's gate solution must meet minimum UFC requirements, which include, but are not limited to UFC 4-022-01, 4-022-02, and 4-022-03.

Are there any drawings for the exact size and dimensions of the existing gates that can be provided?

No drawings of the existing gate exist, and the current gate does not meet UFC criteria. The Contractor is to replace the current gate with a UFC-compliant gate solution.

Are the gates sliding or swing?

According to Section 3.1 of the Scope of work, existing gates are to be replaced with "equivalent manual swing gates…"

Are the gates manual or automatic?

According to Section 3.1 of the Scope of work, existing gates are to be replaced with "equivalent manual swing gates…"

The Statement of Work (Section 3.3) specifies that approximately nine linear feet of decorative anti-personnel fencing shall be replaced to match adjacent fencing aesthetics and structural design.

However, no manufacturer, product model, or material specification is listed in the solicitation or drawings provided.

Please confirm the existing fence manufacturer, style, or any reference standard used to guide material sourcing.

Attached is a cut sheet which we believe is the equivalent to what's in place now. Contractors are reminded that the Government is looking for a structurally and aesthetically-equivalent fence, not necessarily the same brand/model of the existing fence.

Could you please provide the manufacturer name and model number of the decorative fence to ensure material compatibility?

Attached is a cut sheet which we believe is the equivalent to what's in place now. Contractors are reminded that the Government is looking for a structurally and aesthetically-equivalent fence, not necessarily the same brand/model of the existing fence.

Section 3.4.4 of the Statement of Work requires the contractor to submit clamp-on electrical resistance test results showing less than 25 Ohms for grounding of the gate assemblies. Please confirm if a specific test device, protocol, or grounding configuration is required for compliance beyond UFC 4-022-03 guidance.

See UFC 4-022-03, section 2-10 and the references contained there within, as well at the Scope of Work for the requirement. The Contractor shall demonstrate that their compliance with these documents, as stated in section 5.1 of the SOW, but no specific protocol is required if the contractor can demonstrate their compliance with these documents.

Section 3.2 specifies the replacement of six anti-vehicle bollards meeting ASTM F2656 M30/P1 standards. It also mentions removable caps where applicable. Please clarify whether the bollards must be removable, and if cap design is required for all units. Should the contractor assume embedded bollards with removable tops, or are fixed systems acceptable?

Removable caps are required for all bollards locations. Bollards must be removable by a single person without the aid of equipment.

Is a new gate/fence design required to be submitted for client review and approval, or should we proceed with the existing design and dimensions?

According to Section 5.1 of the SOW, the contractor is required to submit their gate solution for Government approval.

Given the diverse scope of work—including gate replacement, bollard installation, fencing, grounding, paving, and landscaping—we would like to confirm whether it is permissible to engage multiple vendors to perform these tasks under a single bid, either through subcontracting or a teaming arrangement.

Contractors may sub-contract as needed to meet all requirements of the

SOW.

Please let us know if there is a preferred General Contractor you would like us to send the quote to, or if it should be sent directly to you. Additionally, could you please send us the drawing when it becomes available?

There is no designated general contractor for this requirement. Please submit your proposal in accordance with the instructions outlined in the solicitation. There are no drawings of the gate, but a cut sheet is now available as an attachment to the solicitation.

The solicitation states the performance period is mandatory negotiable." Could you please clarify the exact duration for performance (calendar days) and if there is any flexibility in this period?"

The solicitation does not state that the performance period is “mandatory negotiable.” Rather, it indicates that the performance period is negotiable.

Please keep in mind that the construction schedule is an evaluation factor. A shorter delivery timeline may be viewed more favorably during the evaluation process, provided it is realistic and achievable.

Are Performance and Payment Bonds required for this contract? If so, what is the exact number of calendar days after award within which these bonds must be furnished?

Please review the Solicitation/SF1442. It states the answer to this question.

Is an offer guarantee required for this solicitation?

Please review the Solicitation/SF1442. It states the answer to this question.

Could you please confirm the exact location (Item 8) where the sealed offers are to be submitted?

We're not asking for sealed offers. The solicitation clearly states how to submit your proposal.

What is the minimum number of calendar days required for Government acceptance after the offers are due?

Please review the Solicitation/SF1442. It states the answer to this question.

For subcontractors, should they submit their own Past Performance Questionnaire directly, or should their past performance be included within the prime contractor's submission? If the latter, what is the preferred format for including subcontractor past performance?

No. Subcontractors do not send their Past Performance Questionnaires (PPQs) straight to the Government. All PPQs—prime and subcontractor—are consolidated into the prime contractor’s Volume 3 submission under the instructions in Section 2.5.3.

The SOW mentions Old Gate Replacement." Could you provide more specific details on the type of gates their dimensions and any specific material requirements or site-specific challenges not explicitly detailed in the SOW?"

All requirements are presented in the SOW. The two site visits provided for this project served as an opportunity for contractors to assess any additional site challenges not stated in the SOW.

For personnel requiring access to the base, what is the typical lead time for processing the Installation Access Application (WF_113)? Are there any specific requirements or restrictions for foreign national employees of a potential subcontractor?

This information is now in the solicitation. Section 00 73 00.

Are CAD drawings for the final gate required? Per Section 5.2.4 of the SOW, CAD drawings are required.

For deliveries, how much notice is needed? 72-hours

Is there access to power/outlets near the work site, or will generators need to be brought on-site?

There is 100v 20A power located in the adjacent Guard House, but if additional power is required, the contractor will need to provide their own power via generator.

Is there on-site bathrooms, or will portable bathrooms need to be brought in?

Contractor will need to provide their own portable restrooms.

For the temporary security fence, will gates be needed along the entry and exit sides of the roadway where the gates are located?

The contractor must install a continuous temporary security fence that connects to the permanent fencing at both ends of the project site. Since this gate serves as the installation’s backup exit, the contractor must be able to make at least one lane accessible for vehicles within four hours of government notification. This temporary access will remain in place until the Main Gate is back to normal operation.

Can the government provide a copy of the sign-in sheet from the site visit?

Attached.
