About this file
This Statement of Work (SOW) details the replacement of gates and security infrastructure at the Maryland Air National Guard Base located at Martin State Airport in Middle River, Maryland. The project involves removing and replacing two manual swing gates, six in-ground anti-vehicle bollards, and approximately 9 linear feet of perimeter fencing at the Highway 43 Entry Control Point. Key requirements include upgrading the gate system to meet current Unified Facilities Criteria (UFC) standards for security, installing new bollards with an M30/P1 rating capable of stopping a 15,000 lb vehicle traveling at 30 mph, adding three-strand barbed wire outriggers, and ensuring proper electrical grounding and bonding of metallic components.
The project requires comprehensive documentation, including product submittals, bollard and ground resistance certifications, traffic control and site security plans, and operation and maintenance manuals. Contractors must comply with strict security protocols, including background checks, antiterrorism training, and base access procedures. The work must be performed between 0630-1700 hours Tuesday through Friday, with potential for off-hour work by special approval. Optional scope includes demolition and replacement of an existing pedestrian turnstile gate. The contractor will be responsible for site restoration, including topsoil replacement, reseeding, and restoring disturbed asphalt and concrete surfaces.
