About this file

This file is a Questions and Answers (Q&A) document containing 21 responses to inquiries submitted by potential offerors regarding the NOS WSR - Data Center Infrastructure solicitation (W50S7X-26-Q-A003) at McConnell Air Force Base, Kansas.

The Government clarifies that the contractor must furnish and install 38 server/network racks and 2 cold aisle containment systems meeting specifications outlined in the Performance Work Statement, with no requirement for data cabling, fiber optics, ladder rack, or patch panels. The facility's Room 281 has a 10-foot ceiling height with 208V L6-30R receptacles, and the Government will provide a designated staging area for equipment delivery. The mandatory 14-calendar-day on-site installation window is firm and non-negotiable, currently scheduled for July 8-21, 2026, with work hours normally 0730-1630 CST Monday-Friday but with authorization for extended hours including nights, weekends, and federal holidays as needed to meet the completion deadline. The Government will issue a formal Authorization to Proceed at least 30 days before the confirmed start date. The proposed environmental monitoring system must be listed on the DoDIN Approved Products List with current or pending Authority to Connect at time of submission. This procurement will be evaluated as Lowest Price under FAR Part 12, with no past performance requirements. The Government confirmed that "or equal" products are acceptable for racks, containment systems, and PDUs if they meet or exceed specifications, and voluntary site visits to the installation location are available upon request.

#QuestionAnswer
1Is a voluntary site visit or walkthrough available, if need be, for Building 54, Room 281 prior to proposal submission?Yes, but not required. Currently the room is bare. Email 184WG.MSG.CONTRACTING@us.af.mil if you would like to schedule your site visit.
2Can the Government provide ceiling height and clearance details for the installation space? The ceiling height in Room 281 is 10 feet from the finished floor to the suspended ceiling grid. There are no significant obstructions below the grid in the designated rack area.
3Are higher-resolution versions of Appendix A layout drawings available?Yes. A higher-resolution PDF of the layout drawings will be requested from USACE.
4Can the Government confirm whether the L6-30R receptacles referenced are 208V or 240V?The Government confirms the L6-30R receptacles are 208V.
5Are there any limitations on total electrical load capacity within the room? While there are no specific limitations for the offeror to engineer, the room's power distribution has been designed to support the full load of the specified PDUs. Offerors should base their proposals on the PWS requirement to connect to the provided L6-30R receptacles.
6For the environmental monitoring system, must proposed solutions be listed on the DoDIN Approved Products List (APL) with Authority to Connect (ATC) at time of submission? The proposed solution must be on the DoDIN APL at the time of submission. The offeror must provide evidence that the proposed system has a current or pending Authority to Connect (ATC) that will be active by the time of installation.
7Are “or equal” products acceptable for racks, containment systems, and PDUs if they meet or exceed specifications?Yes
8Will the Government provide a designated staging area for equipment delivery and installation?Yes. The Government will provide a designated and secure staging area within for equipment storage prior to and during the installation window. The location will be coordinated with the awarded contractor.
9Are there any restrictions on work hours during the installation period?PWS section 2.3.2. states “Hours of Operation: The contractor shall normally perform all on-site work between the hours of 0730-1630 CST Monday-Friday, excluding federal holidays. However, due to the compressed on-site schedule required by this PWS, extended work hours, including nights, weekends, and federal holidays, are authorized and should be anticipated by the contractor to meet the required completion date. All extended work hours must be coordinated in advance with the COR.”
10Is the July 8–21 installation window firm, or is there flexibility? The 14-calendar-day duration for on-site installation is firm and non-negotiable. The currently planned window is 08 July – 21 July 2026, and offerors shall base their proposals on this target. However, as stated in the PWS, the final start date is dependent on the completion of prior construction phases. The Government reserves the right to adjust this start date. To manage this, the Government will provide the awarded contractor with a formal, written Authorization to Proceed (ATP) no less than thirty (30) calendar days prior to the confirmed start date. The mandatory 14-day completion timeline will begin on the start date specified in that official ATP notice.
11Will this procurement be evaluated as Lowest Price Technically Acceptable (LPTA)?The lowest price that meets the evaluation criteria set forth in the solicitation is being used to evaluate the quotes under FAR Part 12.
12Are there any past performance requirements that must be submitted with the quote? Not required and submissions will not be evaluated
131) Please confirm the total number of data drops / CAT6 cables required under this project.None. This project is for data center infrastructure outfitting (racks, power, containment) only. There is no requirement for the contractor to furnish or install any low-voltage data cabling (e.g., CAT6, fiber optic) under this PWS.
141) Please identify each location requiring data cabling and the number of cables required at each location. Not Applicable. Data cabling is not part of this requirement.

161) Please confirm whether racks, cabinets, ladder rack, cable tray, backboards, patch panels, and similar pathway/support components are Government-furnished or contractor-furnished. If contractor-furnished, please identify the required types, sizes, and quantities.Per the Performance Work Statement (PWS), the contractor is required to furnish and install the following: thirty-eight (38) server/network racks and two (2) cold aisle containment systems.
