About this file

This is a Performance Work Statement (PWS) for the 299th Network Operations Squadron at McConnell Air Force Base for Phase 2 of a data center infrastructure outfitting project. The contractor must engineer, design, procure, install, ground, and bond a complete data center solution including 38 server/network racks (32 at 28" wide and 6 at 32" wide), cold aisle containment systems for two designated pods, 76 metered Power Distribution Units (2 per rack), and an environmental monitoring system with sensors for temperature, humidity, water/leak detection, airflow, smoke, and door contacts. All equipment must comply with future SCIF accreditation standards, including a critical requirement that all permanently installed electronic equipment be free of RF-transmitting capabilities (Wi-Fi, Bluetooth, cellular modems) by design, with hardware-level disabling if removal is infeasible. The contractor must provide manufacturer documentation certifying compliance with this non-transmitting requirement.

The contract award is subject to a total period of performance of 180 calendar days, with on-site installation work compressed into a mandatory 14-day window (currently planned for July 8-21, 2026) following formal Authorization to Proceed notice. Key milestones include project kick-off within 5 days, detailed project schedule within 10 days, and full technical submittals within 30 days of award. The contractor must deliver all materials prior to the installation window, complete all on-site work and closeout activities within the 14-day restricted access period, provide one-year warranty on labor and register manufacturer warranties, deliver a spare parts kit, conduct four-hour training for eight personnel, and provide comprehensive final documentation including as-installed drawings, compliance documentation, and test plans. The contract price is all-inclusive with the Government providing only physical site access, energized L6-30R power receptacles, and active NIPRNET connections; contractor employees performing IA/IT functions must hold DoD 8570.01-M certifications, and all contractor personnel require security clearances, background checks, antiterrorism training, and compliance with OPSEC and cybersecurity requirements.

PROJECT: 299 NOS Weapon System Relocation: Data Center Infrastructure Outfitting

REVISION: 5, 11 FEBRUARY 2026

1.0 DESCRIPTION OF SERVICES

1.1. Introduction. This is a non-personal services contract to procure, install, and configure data center infrastructure for the 299th Network Operations Squadron. The Government will not supervise contractor employees or control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services.

1.2. Scope. The contractor shall engineer, design, procure, and install a complete and functional data center solution focused on racks/cabinets, an aisle containment solution, Power Distribution Units (PDUs), and an environmental monitoring system.

1.3. Equipment and Design Requirements for Future SCIF Accreditation

1.3.1. The facility where this work is being performed is designated for future accreditation as a Sensitive Compartmented Information Facility (SCIF). All permanently installed equipment and materials provided under this contract must be compliant with the standards necessary to achieve this future accreditation.

1.3.2. Prohibited Features: All permanently installed electronic equipment must be free of RF-transmitting capabilities by design. This includes, but is not limited to, integrated Wi-Fi, Bluetooth, cellular modems, or any other form of wireless communication technology. If a device has such a feature, it must be physically removed or demonstrably disabled at the hardware level, not merely disabled via software.

1.3.3. Contractor Verification: The contractor shall provide manufacturer documentation, specification sheets, or a formal statement of volatility for all installed electronic equipment to certify that it meets the "non-transmitting" requirement outlined in section 1.3.2. This documentation is required for final project acceptance.

1.4. Project Background and Dependencies

1.4.1. This PWS defines the "Phase 2" effort of a larger, multi-phase program to establish an operational data center. The work herein is critically dependent on the completion of "Phase 1" (base building construction) and is a direct prerequisite for "Phase 3" (telecommunications cabling installation).

1.4.2. The contractor's on-site work cannot begin until the Phase 1 contractor has completed the data center space and turned it over to the Government. The scheduling requirements in Section 2.0 are designed to align with this master program schedule.

1.5. Workmanship. All work shall be performed in a professional, first-class manner. All materials shall be installed per manufacturer's instructions and be plumb, level, and true.

The completed work shall be free of any defects, such as scratches, dents, or blemishes.

All cabling shall be neatly dressed and managed. The site shall be kept clean at all times.

1.6. Government-Furnished Items. The Government will provide the following in support of this contract:

1.6.1. Physical access to the worksite as defined in Section 2.3.

1.6.2. Energized L6-30R power receptacles for each PDU pair.

1.6.3. Active NIPRNET network connections for the environmental monitoring system.
