SOLICITATION/RFQ # W50S7U-25-B-A002/CES Repair Vehicle Barriers

REQUEST FOR INFORMATION (RFI) #1 02 September 2025

Q1. Please advise on the proposed flow of traffic. Will the contractor be able to work on both lanes simultaneously or will the contractor's operation be limited to a single lane such that traffic can flow through non-working lane?

A1. Contractor will be able to perform vehicle barrier work on both lanes simultaneously.

ALL traffic will shift to alternate access route (IL 29 / J. David Jones Parkway Alternate Gate).

Reference Wing Base Map PDF provided with alternate gate access.

Q2. Are new traffic lights to be installed for these units?

A2. Yes, traffic warning lights are required to be provided at all active vehicle barriers (2) for this project. When the active vehicle barrier is in the closed position (stopping vehicle flow), a red stoplight should be used. At all other times a yellow flashing light should be used when vehicle barrier is in open position (allowing vehicle flow). These traffic lights can be mounted to the existing fence in front of the active vehicle barriers or provide stand-alone post support in front of fence. Traffic warning lights installation and sequencing to follow requirements in UFC

4-022-01.

Q3. Are touchscreens or push buttons preferred for control?

A3. Push button controls are required. One (1) New Barrier Master Control Panel to be located inside B-50 Gatehouse at old barrier control panel location. Provide and install two (2)

ECOs Push Button Switches for Emergency Close Operations. Push Button ECOs should be protected from inadvertent use by a shield or cover. One ECO button to be located at existing interior EFO button location inside door to B-50 and then one ECO button to be located at existing exterior EFO button location outside of door at B-50. Sequencing of operations for controls to be per requirements in UFC 4-022-01. Reference images IMG_7151, IMG_7152, IMG_7153, and IMG_7154.

Q4. Will event recording be required to record all actions and have a log of events?

A4. No, event recording is not required.

Q5. Will the entire gate be shut down during this activity?

A5. Yes, please see response A1.

Q6. Per discussion with manufacturer, the Model 773E is no longer available. At this point we are in discussions with alternate manufacturer for an electronic M30 vehicle barrier, but it doesn’t look like an alternate is available. Would a Hydraulic system be acceptable or is an

Electronic system required?

A6. Model 773E is no longer available and manufacturer B&B Roadway Security Systems has been bought out by Ameristar / Assa Abloy. Electronic M30/P1 vehicle barrier acceptable is

M530 Barrier Arms. Drop Arm style barriers are required to be electric and barriers shall meet

ASTM F2656-15 M30-P1 (15,000 lbs @ 30 mph). Additionally, they have to be listed on the

DOD Anti-Ram Vehicle Barrier List dated September 2024. See attached DOD Anti-Ram

Vehicle Barrier List PDF.

Q7. Please identify location of Building 50.

A7. Building 50 is the Gatehouse at the worksite.

Q8. Contract Documents, Entry Control Facilities Design Guide, 4 I, Paragraph 2, “The system should include traffic control features to deter inbound vehicles from using outbound lanes…..or at least to keep them from reaching high speeds in outbound lanes”

Please advise what additional traffic control features will be needed besides the (2) new drop arm barriers? i.e. signs?

A8. Traffic warning lights are required to be provided at all active vehicle barriers (2) for this project. See specifics to traffic warning lights in response A2 previously. As for signage, provide two (2) caution signs at each traffic warning light location stating “Barrier Activated

When Red”. Provide one (1) caution sign at front main entrance, inbound lane side, showing vehicle barrier symbol with car vehicle and stating “XXX FT”. Traffic warning lights installation and sequencing to follow requirements in UFC 4-022-01. Signs to comply with UFC

3-120-01 Air Force Sign Standards.

Q9. Is there an existing operable fence gate at the location of the wedge barriers?

A9. No. Existing fence has no operable gates at the wedge barriers. Fence has existing openings that remain for both inbound and outbound vehicular traffic.

Q10. Is there more than one (1) HPU (Hydraulic Power Unit) for the current wedge barrier near the barrier location?

A10. No, only one (1) existing HPU exists that is to be removed near current wedge barriers. It is located near outbound lane. There is no existing HPU located on inbound lane. Reference images IMG_7149, and IMG_7150.

Q11. What is the new location of the Crash Rated Drop Arm?

A11. Reference Wing Base Map PDF provided with Barrier Work Locations shown and the alternate gate access.

Q12. Are controls for the new Crash Rated Drop Arm being installed in Building 50 and is this the only location for controls?

A12. Yes, see response A3.

Q13. Please confirm the Crash Rated Drop Arms are to be M30P1 crash rating?

A13. Yes, the two new crash rated drop arm style barrier systems shall meet ASTM F2656-15

M30-P1 (15,000 lbs. @ 30 mph).

Q14. What is the approximate start date for this project?

A14. The approximate start date for this project is dependent on the bid opening date (09 Sep

25), date of award, and the acknowledgment of the Notice to Proceed.

Q15. Will it be required to install bollards where needed?

A15. Yes, new barrier arms should span full width of inbound and outbound lanes providing full vehicular clearance at existing curb to curb dimensions across lanes. Provide and install bollards as required to facilitate mitigating threats per requirements in Entry Control Facilities

Design Guide and UFC’s.

Q16. Are any signs and signals required for this project?

A16. Yes both signs and traffic warning lights are required. See previous responses to A2 and

A8.

Q17. Is there a safety scheme for this project?

A17. Ensure that vehicle barriers are planned and constructed in accordance with UFC 4-022-

01 and UFC 4-022-02 including all necessary safety measures and sequencing of controls. The design and operation of entry control facility (ECF) should include provisions to protect innocent users of the ECF from operation of the final denial barriers whether deployment is accidental, during a test, or during an actual response to a threat. Incorporate appropriate delay times into barrier control sequence to allow sequencing of traffic signals and lights at the final denial barrier to allow vehicles approaching the barriers to either clear it or stop safely in front of it before it deploys. Automatic detection loops will be utilized and embedded in the pavement around the active vehicle barriers systems to avoid deployment of the vehicle barriers when an authorized vehicle is within the loop detection zone and the barrier is activated. During emergency barrier activation, the barriers will be activated after reaching maximum delay time even if the detection loops indicates a vehicle is in the presence zone. Provide active barrier systems with normal operating mode that moves the barrier between open and closed positions at a relatively slow pace. In addition the barrier should have an emergency activation or

Emergency Close Operation (ECOs), which will deploy the barrier at an accelerated, shortened time in event of an attack or threat.

Q18. Please clarify the scope of the demo of the existing Delta Scientific wedge barriers. We recommend removing the chains and cylinders inside the pit. Then removing the barrier plate/hinges. Then backfilling with new concrete to grade. Please confirm this will complete the demo scope of work for removal of the existing wedge barriers.

A18. Removal of entire concrete foundation beneath existing wedge barriers is not required but is still optional to contractor. Non-removal of existing foundations of each barrier pertains to following requirements: Remove steel lid and all barrier contents within perimeter frame and also access control panel area outside of frame. The steel housing and ring can remain. Remove residual film or liquids within and legally dispose of. Fill housing and access control panel area with quantity of compacted aggregate material base, leaving minimum of 8” high left of space for concrete. Weld #4 rebar dowels around interior of perimeter steel frame remaining at 12”

O.C. to prevent frost/heave on new concrete when poured. Furnish and install 4500 psi 8” thick finished concrete flush with steel perimeter frame to remain. Paint exposed steel frame with minimum two coats of high industrial exterior paint, gray cement color. Drainage can be capped at limits of demolition and left in place by contractor at both existing barriers regardless.

Contractor needs to remove one (1) existing HPU with its mechanical pad as part of demolition of existing Delta wedge barriers and place new qauzite security type in ground electrical box to feed low voltage and electrical lines that will remain/be used for future extensions to new barriers installed. Contractor will be required to patch all areas of asphalt, curb, concrete, gravel, or grass as required for demo and install of new barriers. Reference images of existing barriers and existing HPU to be removed, IMG_0951, IMG_0952, IMG_7149, and IMG_7150.

Q19. Please confirm that the incoming power that is supplying the barriers is 208V / 3-Phase.

A19. Yes, electrical power is 208V / 3-Phase. Existing barriers and HPU were fed from A2 electrical panel located in B50. Reference images IMG_7155, IMG_7156, IMG_7157, IMG_7158, IMG_7159, and IMG_7160.

Q20. Please confirm that one of the two (2) access lanes requiring removal of an existing Delta

501 Wedge Barrier needs to stay open while demo is taking place.

A20. Yes, please see Response A1.

Q21. Will the main gate be shut down for the duration of the project so both barriers can be worked at the same time or will project need to be phased in order to keep one side open at all times?

A21. Yes, please see Response A1.

Q22. Drop Arm Barrier Subcontractors are asking for more time. Any chance the bid date could be extended?

A22. Yes, bid date will be extended to 09 September 2025.

Q23. Exactly how much demo of the underground items is required? Can the drainage system be capped and left in place?

A23. See Response A18.

Q24. Can we remove the wedge barrier, leave the steel frame and fill pit with concrete or do the wedge barrier foundations need to be removed in their entirety?

A24. See Response A18.

Q25. Optional equipment includes:

• Various control panel options (touch screens, multiple panels, remote mounting)

• Integrated LED lights to increase arm’s visibility

• Cold weather package (includes stanchion heaters)

• Electromagnetic Lock

• Battery Back-Up System

• Custom Painted Finish

• In-ground loop detector (called out in SOW)

• Pole mounted traffic lights

• IR Beams

• Safety Edge Strips

Please clarify what options should be included in base bid.

A25.

• One Master Control Panel in Building 50… No other remote master panels required.

Two (2) ECO push buttons to go along with master control panel at Building 50.

• Integrated LED lights to increase arm’s visibility and arm with reflective striping.

• Cold weather package (includes stanchion heaters) - No. not required.

• Electromagnetic Lock Not required since normal position of vehicle barrier arms is vertical and up when they are not being used. During operation or emergency, then drop arms go down and they go down only in event of emergency so electronic locks not necessary.

• Battery Back-Up System Not req’d, new barriers will be on a generator circuit panel A2 just like removed existing wedge barriers were. No backup battery requirement.

• Custom Painted Finish - Standard finishes are acceptable. Black bases/pedestals preferred.

• In-ground loop detector (called out in SOW) - Provide three (3) loop detectors at each vehicle barrier system (loop leading side, loop at arm itself, and loop trailing side).

• Integrated Traffic Lights Required – Refer to Response A2.

• IR Beams - Not required, unless they have to be installed for entire system to function or operate properly.

• Safety Edge Strips. Yes, assume these are on arm itself to alleviate any issues during non-emergency situation. During emergency activation these would be overrode just like loop detectors with sequence of ops.
