About this file
This document is a Request for Information (RFI) #1 related to the federal contract opportunity for the 183 CES Seal Masonry P46 and P48 project. The RFI provides responses to questions from potential offerors on various aspects of the project, including site access, security, water usage, waste disposal, and pricing requirements. The related federal contract opportunity is for Solicitation # W50S7U-24-Q-0002, with a description of the project to seal the masonry on Buildings 46 and 48. The solicitation is being issued by the Department of the Army National Guard. The RFI indicates that the project will require oversight from the government, but on-site supervision is the responsibility of the contractor. It also clarifies that the 4.5% goal for minority and female workers is not mandatory, and provides details on access to water, waste disposal, and the use of government bathrooms. Finally, the RFI addresses questions related to pricing requirements and confirms that the masonry sealing project is separate from a tower foundation project.

PROJECT DCFT212002
SOLICITATION/IFB # W50S7U-24-Q-0001/RFI 1 CES Seal Masonry Building 46 & 48
REQUEST FOR INFORMATION (RFI) #1 27 June 2024
Q1. Will there be supervisor from one of your guys always present? And will our workers need a badge to enter every time and do they have to go through a security check every time?
A1. Our Engineers will provide oversight, but do not supervise. On-site supervision is the responsibility of the Contractor. Workers can get a work badge through our Security Forces.
Permanently badged workers may be subject to searches, but it is random in nature. Unbadged workers sill have to be checked at security every time they enter the Base.
Q2. Is the 4.5% goal for Minority and Female workers Mandatory?
A2. It is a goal in accordance with Federal Acquisition Regulation (FAR) provision 52.222-
23. Please refer to the FAR provision for specifics.
Q3. How will we have access to water for cleaning, and how can we take care of the waste water, can we use your sewers?
A3. Access to water will be provided by government via hose bibbs exterior of buildings where project is located. Water can drain on-site but contractor is responsible for pollution control and prevention and proper waste disposal per local and federal regulations.
Q4. Do we need to bring a portable restroom, or are we allowed to the ones in the buildings?
A4. Contractors are responsible for providing their own portable restrooms. Use of our bathrooms is prohibited. See Statement of Work (SOW) paragraph 4.5.
Q5. Because of being in a military base are we allowed to bring our own large sized waste containers?
A5. Yes.
Q6. Do we have to include a list schedule of Prices for every item?
A6. Only the overall Unit Price for 183 CES Masonry Sealing will need to be provided. A breakdown is not required.
Q7. Page 6 of 77 that mentions CES Construct Tower Foundation on the Masonry Cleaning &
Sealing project spec. Is that a mistake? I believe the Foundation work is a completely separate project, but please confirm, A7. CES Construct Tower Foundation and CES Seal Masonry Building 46 & 48 are two separate projects. This is a clerical error.

SOLICITATION/IFB # W50S7U-24-Q-0001/RFI 1 CES Seal Masonry Building 46 & 48

Q8. How much time does it take each day for the workers to get into the facility once they have cleared the initial back ground checks?
A8. Workers can get badged which decreases the amount of time it takes to enter the Base.
Unbadged workers that have completed the background checks are subject to search every time the enter the Base. The time is dependent on the length of the line. Some contractors park at the at the airport and walk in to save time and only bring in the work vehicle with tools/materials and or job trailer.
Q9. Finally, how long is the site specific Air Guard training they need to do?
A10. Security forces can provide the training as a group to save time. If completed online, it takes around 15-20 minutes.
Q11. Please confirm contractor is not replacing all EJ’s, only the ones shown.
A11. Correct, the EJ’s shown in plans attached for bidding purposes are accurate depictions of locations of work. Also, estimated approximate quantities provided in statement of work cover areas of project locations.
