Summary of Questions and Answers for Fire Extinguisher Services

This document is a Questions and Answers compilation for solicitation W50S7T26QA006, Fire Extinguisher Services, issued by the 182d Airlift Wing with answers valid through June 8, 2026. The Government is establishing a Blanket Purchase Agreement (BPA) with a maximum capacity of $100,000 across the five-year ordering period to provide inspection, maintenance, and servicing of approximately 437 fire extinguishers distributed across multiple buildings on the installation. Fire extinguishers will be delivered and picked up by end users at Building 541 for staging and servicing. The contractor is not responsible for hydrostatic testing or replacement of units requiring 12-year service; those units will be removed from service and taken out of the contractor's responsibility. Similarly, the contractor is not responsible for Halon recovery or recharging, as the Department of the Air Force maintains control of Halon supply and use.

Key operational details include the following: most extinguishers are currently overdue for annual inspection, and the Government estimates approximately three business days for completion of inspections. BPA calls will be issued on a fixed annual schedule, though the Government cannot confirm the $100,000 ceiling is sufficient for all anticipated services. The applicable NAICS code is 811310 (per Amendment 0001), and the Government does not require specific fire extinguisher technician certification or state licensing. Offerors should quote 6-year maintenance pricing based on the eight extinguisher types specified in the Performance Work Statement Technical Exhibit 3. Proposers may submit technical and price proposals in a single file with clearly labeled sections, though emails exceeding 150 MB may not be successfully received. The Government will not provide loaner extinguishers during servicing periods.

Question Answer

1 Location PWS (§1.4.1) references Building 541 as the place of performance. Are all 437 fire extinguishers located within Building 541, or are extinguishers distributed across multiple buildings/hangars on the installation? If multiple locations, can the Government provide a building-by-building inventory?

Extinguishers are distributed across the installation. End users will deliver extinguishers within their areas of responsibility and pick up units once maintenance is complete. Contractor will use Building 541 and their staging and operation location.

2 Scope Are any extinguishers currently out of service, overdue for inspection, or already past their 6-year or 12-year interval? If so, will the contractor be expected to address these on the initial service visit, and will this be reflected in the first BPA call?

Most of the inventory is overdue for annual inspection and there may be a limited quantitiy of units due for 6-year. 12-year units will be taken out of service and will not be a responsibility of the contractor to replace.

3 Scope Is a pre-proposal site visit available? Given that the quantities are estimates only (per Technical Exhibit 3) and extinguisher locations are unspecified, a site visit would allow offerors to verify the inventory and assess access requirements for accurate pricing.

Quanties provided are approximate but accurate. Please provide pricing on Sizes and types provided.

4 Scope PWS §5.5.2 requires Halon removal using a listed closed recovery system. Is the contractor also expected to recharge Halon extinguishers if needed? If so, is the Government aware that Halon 1211/1301 is a regulated substance with limited commercial availability, and will the Government supply the Halon agent or is the contractor responsible for sourcing it?

Contractor is not responsible for halon recovery or recharge halon units.

The Department of the Air Force has item managers that regulate the use and supply of Halon.

5 Location For extinguishers located in controlled or restricted areas (per PWS §1.4.5.4), will government escorts be provided, or must the contractor independently obtain unescorted access authorization? If unescorted access is required, what is the expected lead time for the security clearance/access process?

All extinguishers for service will be delivered and picked up by end users at building 541.

6 Location On average, how long did it take the previous companies to complete the inspections?

Approximately 3 business days.

7 Scope PWS §1.4.7 references NFPA 10 para 7.1.2 and 7.1.2.1.5 for required certifications. Does the Government require any specific certification body (e.g., NAFED, manufacturer-issued, or state of Illinois fire extinguisher technician license)? Please confirm whether an Illinois state contractor license is required to perform this work.

The government does not require specific certification, however certificates or certification for conducting testing for the services requested shall be provided to the COR prior to the servicing of extinguishers.

8 Scope Will BPA calls be issued on a fixed annual schedule, or on an as-needed/ad hoc basis? What is the expected minimum notice provided to the contractor before a BPA call requires performance?

Fixed annual schedule.

Question Answer

9 Terms & Cond PWS §5.6 states that extinguishers requiring 12-year hydrostatic testing will be taken out of service and the COR notified. Is hydrostatic testing and any required replacement expected to be priced within the per-unit CLIN pricing, or will it be issued as a separate BPA call? Should offerors include a separate line item for hydrostatic testing in their price proposal?

We do not intend to hydrostatically test units due for 12-year inspecitons. Units requiring a replacement will not be a responsibility of the contractor.

10 Terms & Cond The synopsis lists NAICS code 811310, while the SF-1449 face page appears to list 339999. Can the Government confirm the correct NAICS code applicable to this acquisition?

Per Ammendment 0001, the NAICS code was modified to 811310

11 Scope The solicitation states the maximum BPA capacity is $100,000. Is this a total ceiling across all five ordering years, or is it a per-year cap? If it is a total five-year ceiling, can the Government confirm this is sufficient to cover all anticipated annual and periodic (6-year/12-year) services for the full inventory?

The Government cannot confirm the sufficiency of the ceiling, as the total value of services required during the five-year period is not guaranteed. The BPA will be funded by individual calls, and the total value of those calls will not exceed the $100,000 ceiling over the life of the agreement.

12 Terms & Cond Should the technical proposal and price proposal be submitted as separate documents or combined in a single file? Is there a page limit for the technical proposal?

You may submit them in a single file. However, for clarity and to ensure proper evaluation, it is highly recommended to clearly label the sections for "Technical Proposal" and "Price Proposal" within your submission.

Emails submitted with data in excess of 150 MB may not successfully be received.

13 Scope Two additional items that have been challenging for us to price are the 12-Year Hydrostatic Testing and the 6-Year Internal Examination, as price may vary from one unit to another. Therefore, we are unable to provide an accurate cost estimate without knowing exactly which units require these services. Please advise on how you would like us to proceed.

12 year inspections and reservicing will not be needed. Those requiring that service will be removed from use. Please quote the 6-year price for the 8 types of extinguishers provided in the PWS, Technical Exhibit 3.

14 Terms & Cond if any extinguishers require 6-year maintenance or 12-year hydrostatic testing, would you like us to leave loaner extinguishers on site while we bring the units back to our facility for testing and then return them upon completion?

No.
