About this file

This is a Questions and Answers document for Solicitation W50S7S26Q0035, posted on 16 September 2026, addressing contractor inquiries regarding the repair and restoration of planter beds at Scott Air Force Base, Illinois.

The document clarifies operational and environmental requirements for the project. Contractors have access to water via hose-bib connections on building exteriors (coordinated with Building Managers) or fire hydrants (requiring Active Duty 375th Wing approval). Regarding soil contamination with Chlordane, the CE's Environmental Manager is verifying disposal requirements. Contractors may replace rocks entirely instead of washing them for reuse; however, any soil or rocks being disposed of offsite or relocated on base must be tested and require Environmental office approval before leaving Scott AFB, with all disposal manifests documented. Contractors working in airfield areas must coordinate with an escort (no permit required, but contractor-coordinated scheduling is mandatory). Staging in grass areas around the wing sign, rather than on taxiways, is subject to approval from the Building Manager and Airfield Manager, which the government will verify. This Q&A document supports the broader solicitation for restoring multiple plant beds across the 126 Air Refueling Wing campus to original condition.

Q:Is there water access on base for washing the rocks?
A:Yes. Contractor’s can use hose-bib connections along the exterior walls of buildings coordinating with the Building Manager.
Q:Could we tap into a fire hydrant?
A:Yes. However, approval from the Active Duty 375th Wing is required for this. If the contractor believes tapping hydrants is required to perform the scope with the least expense, they should note that, and we will coordinate with the 375th.
Q:Since there a known soil contamination, what should be done with the contaminated water after washing the rocks?
A:CE’s Environmental Manager is verifying requirements.
Q:What is the soil contaminated with?
A:Chlordane.
Q:Would it be acceptable to replace the rocks completely instead of washing the rocks for re-use?
A:The rocks can be replaced. However, soil/rocks will need to be tested if they’re being disposed of offsite or moved to a new location on base. All soil must remain on site or be sent to an approved landfill or disposal facility. All soil profiles and disposal manifests must be approved by the Environmental office prior to waste leaving Scott AFB.
Q:Do we need to have an escort while in the airfield area? Does the escort requirement need a permit or can we just call for an escort?
A:Yes, an escort is necessary while in the airfield area. No permits are required but the contractor is responsible for coordinating times for escort.
Q:Can we stage in the grass areas around the wing sign, not on the taxiway?
A:Government will communicate with Building Manager and Airfield Manager and verify that this can be approved.
