PERFORMANCE WORK STATEMENT (PWS)
FOR
REPAIR Planter Beds Various Locations
VDYD262015
SCOTT AIR FORCE BASE, ILLINOIS
03 September 2026
1. REQUIREMENT:
a. BACKGROUND: There are numerous planter areas on the 126 ARW’s property alongside entrances to Wing buildings and along walking paths. These planters have a typical design of a weed barrier laid over subgrade. Decorative rock fill of rocks between
1” to 4” in diameter is placed on top of the weed barrier to an averaged depth of 3”.
Bordering the decorative rock fill is a 1/8” thick X 8” high metal barrier. The metal barrier is installed only where the planter areas border grassed areas. The weed barriers in the planters have not been replaced since their installation and grass, weeds, trees, and other plants are growing from the rock beds where they were not planted or planned to grow.
Because of this, a significant amount of time and resources are spent manually removing the wild plants from the landscaped beds and trimming them. The metal barriers lining the planter beds are rusted in various locations presenting hazardous jagged lengths of metal which could trip and cut working crew members near them.
b. OBJECTIVES: The objective of this project is to restore the planter beds to their original condition free of tears, weeds, grass, and other unplanned plants growing through the underlying weed barrier as well as replacing the deteriorated metal lining with new functioning liners. The existing landscaped plants, including shrubs, flowers, trees, bushes, etc. shall be retained, worked around and beneath, and protected from damage during the scope of this project. Key objectives include:
i. Remove approximately 1664 LF of metal lining from the borders of the planter beds.
ii. Remove approximately 14511 SF of decorative rock and underlying weed barrier from the various planter beds on the 126 ARW property.
iii. Where existing shrubs and plants are to be retained the existing decorative rock and weed barrier shall be removed in a manner to prevent the damage to the existing root system.
iv. Install new weed barrier on top of subgrade.
v. Install new bed liners replacing the removed metal lining.
vi. Place decorative rock to provide an average depth of 3”. In areas where plants are retained, the rock depth may be feathered out as necessary as it approaches the trunk/stem of the plant.
c. PROJECT LOCATION: All work will be at the 126th Air Refueling Wing, Scott AFB, Illinois.
2. PROJECT ADMINISTRATION:
a. SITE VISIT: Contractor is responsible for verifying all measurements and conditions pre-bid. The Government intends to only hold one official site visit. Requests for additional site access must go through the 126th Contracting Squadron (126 CONS) point of contact (POC) listed in the Request for Proposal (RFP) letter. Any additional site access will be made available to all Contractors solicited for this project.
b. MEETINGS
i. Kick-Off Meeting/Project Schedule – Kick-off meeting to occur within one week of NTP. Overall project schedule with milestone markers and 2-week look-ahead to be completed at kick-off meeting.
ii. Contractor shall coordinate with the 126th Contracting Squadron (126 CONS) on bi-weekly meetings once the construction phase begins.
