About this file
This is a Questions and Answers document dated 11 August 2026 for solicitation W50S7S26Q0016, addressing contractor inquiries regarding interior renovation work in Building 5000 at Scott Air Force Base for the 126th Air Refueling Wing.
The Q&A clarifies scope and technical requirements across multiple work areas. On the first floor, no additional fire alarm devices are required; contractors must reuse existing data drops pending Communications Flight staff confirmation and feed off existing receptacle circuits without requiring new circuits from panels. The government will remove and relocate existing televisions and wall brackets from offices 138 and 139 rather than having the contractor perform this work. On the second floor, room numbering has been corrected to rooms 210-216 (not 215-219 as originally referenced), with large red outlines on drawings indicating where rooms are combined. For HVAC reconfiguration, the contractor must design a functioning and balanced system; return air grills have been suggested for Room 138's northern section and Room 211, with ductwork dimensions available on attached mechanical plan sheets. Individual rooms do not require thermostats unless the contractor proposes them in their bid. LED lighting will be replaced at a 1:1 ratio with two fixtures per office preferred and one fixture minimum, acknowledging ceiling grid constraints on the first floor. All personnel require a Real ID or U.S. Passport for site access and must be trained per federal and state requirements for their specific tasks; no additional site-specific training is mandated.

W50S7S26Q0016 11 August 2026 Q&A
It was not noted on the Project Scope, but will any Fire Alarm devices need to be added for any of the rooms to be renovated? – No, this project does require any additional Fire Alarm devices.
First Floor:
· There are already existing Data Drops in the rooms after it gets separated. Can we just reuse these or will new drops need to happen? – Need confirmation from Communications Flight staff. Will reply following their direction.
· Can we feed off the existing receptacle circuit in these rooms or will a new circuit need to come from a nearby panel? – Contractor to feed off the existing receptacle circuit.
· If a new circuit is required please advise on the panel we need to run the circuit from and its location. – New Circuit is not required.
· There is an existing TV in office 138 once it is divided Room 138A will not have a TV. Will this be needed or are we to demo the TV& brackets, leaving the outlet in place? If needed, who will provide the TV and Bracket? – NO. The government will remove the TV along with the wall brackets and relocate them.
· There is a TV that is currently mounted in the center of the west wall of Room 139. Is it to be removed or relocated to the north to allow for installation of the new door to Room 138A? – NO. The government will remove the TV along with the wall brackets and relocate them.
Second Floor:
· Most of the room numbers on the 2nd floor drawing are shown as 215, however the scope of work refers to rooms 215-219. Please clarify – Please see the corrected room numbers (210 – 216) shown in the room layout below. The large red outlines indicate where rooms are combined in the proposed configuration:
Q: What are the dimensions needed for new ductwork?
A: Please see the attached screenshots of mechanical plan sheets for the first and second floors of B5000. A return air grill was added in what’s shown as Room 138’s northern part. Another return air grill was added in what’s shown as Room 211. These are suggestions. The objective is for the Contractor to provide a functioning and balanced reconfiguration of the existing HVAC system. If additional information is needed please let us know and we will work with maintenance staff to provide measurements. Note, there are also full-sized sheets of the mechanical layouts of the first and second floor of B5000 and that the building room names have been modified since this release.
Q: Does the subcontractor need to install any thermostats? - Do individual rooms typically have thermostats?
A: Individual rooms do not normally have individual thermostats. PWS is not calling for the addition of any thermostats. If a contractor believes a thermostat is necessary, they can state that in their proposal.
Q: Is there any training required for personnel to gain site access? - Personnel should be fit for duty and trained properly to perform their tasks per federal and state requirements.
A: No training required. All workers require a "Real ID" or US Passport to work on Scott AFB.
Q: Could you provide the number of LED lights needed and specify if you have a preferred manufacturer? - LED lights to be replaced at 1:1. Will provide a count A: As discussed, two fixtures per office is preferred, with a minimum requirement of 1 fixture. The 1st floor office may be tight with the ceiling grid to fit two plus the HVAC supply/return.
