About this file

This document is a detailed request for information (RFI) for the 126th HQ Parking Spaces project at Scott Air Force Base, focusing on accessibility improvements and parking modifications. Key requirements include installing new ADA-compliant parking spaces in the circle drive (4 spaces instead of the originally proposed 5), creating new sidewalks and ramps with specific width and handrail specifications, and adding handicap-accessible automatic doors with push buttons at the main entry of building 5000. The project involves precise technical specifications such as using dark bronze hardware, white parking space markings, and ensuring compliance with Scott AFB Installation Facilities Standards and State of Illinois ADA regulations.

The RFI addresses numerous technical details including soil and compaction testing, tree and irrigation system removal, electrical considerations for new doors (hard-wired, 125-175 foot home run to mechanical room), and site-specific constraints such as potential soil contamination in the IRP Site SS025a area. The contractor will be responsible for removing existing structures, managing excavated soil (either on-site or at an approved facility), and ensuring all modifications meet accessibility standards and base aesthetic guidelines. The project appears to be a simplified acquisition solicitation under FAR part 13, with responses to be submitted to the 126th Base Contracting Office.

1) The PWS calls for a new 4’ X 42” sidewalk in the new parking spaces area. The PWS states the sidewalk will have an ADA compliant ramp connecting the sidewalk to the asphalt. A 6’ sidewalk will accommodate for side flares on the ADA ramp. In the state of Illinois, the ramp must have side flares if the area is not protected by handrails or guardrails. Should we make the new sidewalk 6’ wide to match the existing sidewalk and accommodate the ADA ramp?

a. This sidewalk is meant solely for wing leadership vehicles. Eliminate the ADA ramp in this area and curb the sidewalk at its termination point.

2) To accommodate the new ADA ramp with side flares, the new parking spaces will need to be pushed further north than the figure in the PWS shows. In the state of Illinois, you must ensure that the accessible route, including the ramp, remains unobstructed. They recommend starting the new regular parking spaces approximately 20 feet from the ramp.

We recommend starting the new spaces 13’ from the end of the ramp and marking the area next to the ramp and sidewalk between there with hashmarks for no parking. This should provide enough space to avoid any obstruction of the ramp. Also recommend putting 2’ hashmarks at the North end of new parking spaces to accommodate for walking and exiting cars safely so not to have to step on the grass. How would you like us to design this area?

a. Eliminate ADA ramp and design as shown in PWS.

3) The PWS calls for a new 20’ parking curb on the south side of the parking spots. We recommend not putting this curb in, the main reason being, it will be hit by a snowplow and damaged. Do you still want us to pour a new 20’ curb on the south side?

a. Agree with the proposal to eliminate the 20’ parking curb. Replace curb with 4” painted line.

4) To accommodate the recommended amount of space needed for backing up of cars out of the new parking spaces, the new spaces will need to start where the existing curb/gutter are now. Due to the proximity of the work area to the tree’s location, it is likely the tree will be damaged. Who will be responsible for the removal of the tree?

a. Contractor responsible for removal of the tree.

5) The PWS only states to remove the brick wall, not the concrete pad within it. The concrete pad will need to be removed as well to accommodate for the new parking spaces, sidewalk and ADA ramp to comply with State of Illinois standards. Do you want us to also remove the concrete pad along with the brick wall? Who will be responsible for removing the electrical and other wiring encased in the pad? There will also be a concrete foundation under the brick wall. How much of the foundation would you like us to remove? Remove all or just what’s needed to accommodate for parking spaces?

Should non-removed sections be abandoned in place?

a. Intent is to remove the entire structure to include concrete pad, electrical and wiring. The conduit can be capped and sealed below the finished grade.

6) Do you require soil testing on the area we are to demo for the new parking spaces?

a. The project is within IRP Site SS025a and has suspected contamination of chlordane. The area was remediated in 1999/2000 but is still above EPA residential levels. Soil testing is optional and depends on the contractor’s response to 8a below.

7) Do you require compaction testing on the subgrade, base rock and asphalt for the new parking spaces?

a. Yes. PWS 3.a.iii stated to compact the subgrade after excavation as necessary.

PWS 3.a.iv mentions compacting the 8” aggregate base course. Testing shall be conducted to ensure stability of the new parking lot for the subgrade, base rock, and asphalt.

8) Where will the excavated dirt be taken? Will it just be stockpiled or will the contractor be responsible for leveling and grading at another location?

a. This project is within IRP Site SS025a. All soil must remain on site or be sent to an approved landfill or disposal facility. If the option to leave soil on site is chosen, then the contractor is responsible for leveling and grading the soil onto 126th property and within the IRP Site SS025a. See map below for reference.

Final relocation spot is subject to 126th CES approval.

b.

9) Regarding the new ADA spaces within the circle drive. The PWS states to allow for 5

ADA compliant handicap parking spots with van accessibility. State of Illinois regulations state the parking spaces should be located on the shortest accessible route to the accessible entrance, which would be around the inner circle. These spaces must be a minimum of 8’wide with an 8’access aisle or an 11’ wide parking space with a 5’ access aisle. How would you like the new ADA parking spaces to be placed?

a. This layout will also only allow for 4 new ADA compliant spaces, not 5. (2) being on the North side of the circle and (2) on the South side. This will have the signs and posts placed in the inner circle in the front left corner of each parking space. The PWS states the new ADA parking spaces be painted blue. No ADA spaces are painted blue on Scott AFB, would you like us to still paint the new ADA spaces in blue or in white to conform to the rest of Scott AFB?

b. Placement around the inner circle is acceptable. Spacing preference is 8’ wide with a 8’ access aisle.

c. The color shall comply with Scott AFB Installation Facilities Standards (IFS) C03.1.1-5: “All parking shall be marked with white stripes of paint or applied vinyl coatings. Red or yellow markings shall only be used for safety purposes and must be kept to a minimum. All lines shall be four inches (4") wide.”

10) In the front of the building, the PWS calls for a 48” new ADA ramp. Should we make the new ADA ramp 6’ wide to match existing sidewalks?

a. The goal is to meet ADA requirements. Wider than the suggested 48” is acceptable to be uniform with the existing sidewalk.

11) For the signposts for the new ADA parking spaces in the circle drive, should the signposts be 2”X2” square, painted black bean, the standard to match the rest of the posts on base?

a. Sign posts will comply with Scott AFB IFS C08.1.1 and be standardized with the rest of Scott AFB, “Sign posts shall be dark bronze (also Federal Standard Color 30040) anodized aluminum with capped ends in a concrete base.” Color samples will be provided as a material submittal to ensure posts comply with Scott AFB standards and “black bean” can be submitted as an option if it has been used at Scott before.

12) The PWS states to paint the curb, for the new parking spaces to be constructed, blue with white stencils. Should we paint to comply with the PWS request or put up signs to conform to the rest of the base?

a. Scott AFB IFS C08.1-11 states, “Reserved parking signs should be kept to a minimum” and UFC 3-120-01 Section 3-4.5 Reserved and Accessible Parking Signs states, “The use of freestanding and building-mounted signs is discouraged.

Acceptable space identification methods include curb markings, pavement markings, or identifying the entire reserved area with a sign at each entrance” The option to paint the curb from the PWS is still the desired option to comply with the UFC guidance.

13) The PSW states, for the new proposed ADA ramp in front of B5000, handrails shall be installed to extend the full length of the ramp. State of Illinois regulations state that handrails must be installed on both sides of the ramp, even if it is alongside a brick wall (sign). Should we install handrails on both sides of the proposed ADA ramp? Are the handrails painted black bean to conform with existing handrails on Scott AFB?

a. Railings shall conform to ADA requirements for the State of Illinois to include railings on both sides of the ramp. Color shall conform to Scott AFB IFS and will be dark bronze.

14) Under General Conditions, subsection “K”, does this paragraph apply to the Contractor?

Yes, subsection K does apply to the Contractor.

15) Under General Conditions, subsection "L”, does this paragraph apply to the Contractor?

Yes, section L does apply to the Contractor.

16) The PWS states the main entry doors to Headquarters, building 5000, do not have a handicap accessible automatic door with push buttons. These are to be installed. Are you https://stg.wbdg.org/airforce/ifs/scott-afb-ifs referring to the main entry doors on the East side of the building, or the doors on the North side of the building where we are placing the new parking spaces?

a. This is referring to the main entry doors on the East Side of the building.

17) Are you wanting the new handicapped accessible doors to be installed, put on emergency power?

a. Doors must meet Section 404.3.2 of the 2010 Standards that require automatic doors that serve as an accessible means of egress to either provide maneuvering clearance or to have standby power to operate the door in emergencies.

18) There is a military medallion embedded in the sidewalk just above the ramp we are demoing on the North side of the building. What are we doing with this medallion?

a. No concern about the coin being removed and a replacement will not be provided.

19) Who is responsible for removing and reinstalling the irrigation system in the area we are demoing for the new parking spaces?

a. The irrigation system has been abandoned in place. The system can be demoed as required and capped prior to being covered.

20) How far is the home run for 110v access for the new handicap doors? Is there any plans or drawings available for electricity in this building to make a more accurate proposal?

a. The home run to the mechanical room would be around 125-175 feet. Mechanical room is in the Northwest corner of building 5000. Electrical drawings will be provided.

21) Is the hardware for the new handicap doors to be aluminum or dark bronze?

a. Hardware is to be dark bronze to match Scott AFB IFS.

22) Do you want the buttons for the new handicap doors flush mounted or surface mounted?

a. The glass enclosure of building 5000s vestibule prohibits surface mounting.

Buttons will be surface mounted.

23) Do you want the new handicap doors to be hard-wired or wireless? Wireless would allow for more functionality. Please advise.

a. Preference is for hard-wired.
