About this file
This document is a Questions and Answers (Q&A) file for Solicitation W50S7L-25-Q-A004, dated 10 September 2025, related to a pipe lining project on a military base. The solicitation involves lining sewer pipes with cure-in-place pipe (CIPP) technology, with pipes ranging from 4" to 8" PVC and depths between 12' to 25'. The project period of performance (POP) is currently set for 10/1/2025-10/14/2025, though the government is willing to extend the timeline to accommodate material procurement. The contractor will need to provide their own temporary restroom facilities, can work day or night shifts, and must submit all materials for government approval. Key technical requirements include shooting through manholes, cutting the top of the new pipe to match existing manhole channels, and conducting camera inspections before and after installation.
The solicitation allows flexibility in personnel roles, with all positions potentially fulfilled by a single person, and optional line items can be awarded based on available funding. The government currently has funds to award the project and intends to complete it before the end of calendar year 2025. Contractors should be prepared for potential cold weather challenges in November and must ensure mission continuity if working during operational hours, with sewage flow varying significantly depending on base activity levels, particularly when Drill Status Guardsmen are present. No specific pipe lining manufacturer is mandated, but all materials require government approval.

QUESTIONS AND ANSWERS RELATED TO:
SOLICITATION W50S7L-25-Q-A004
As of 10 September 2025
Q1. Is there a map or plan available that shoes the lines scheduled to be lined, and if so could we receive a copy?
A1. Yes, a map will be provided showing the base with options.
Q2. Are there any inspection videos available showing the interior conditions of the pipes that we may review?
A2. No
Q3. Is this project tax exempt?
A3. No
Q4. Are restrooms available for contractor use?
A4. No, Contractor will need to provide temporary restroom facilities for their personnel to use for the duration of the project.
Q5. Current POP reflects 10/1/2025-10/14/2025, with proposals being due mid- September, current lead times 6”-8” lining is showing 3+ weeks which would put us up against the deadline. Will the government work with the awarded contractor to change this POP based on manufacture lead times?
A5. Yes, the POP can be extended for material procurement.
Q6. Confirm that there are no key personnel requirements for this solicitation, i.e. SSHO, superintendent, PM, etc. having to be individual people?
A6. All roles can be fulfilled by a single person.
Q7. Will Option Line Items be awarded?
A7. Optional line items can be awarded throughout the life of the contract and is dependent on available funding.
Q8. Confirm no specific manufacture lining is required for this solicitation.
A8. No specific manufacturer is required, however, any material requesting to be installed must be submitted to the Government for approval.
Q9. Confirm that only a price proposal is required with submission?
A9. See solicitation sections 00 10 00 Notes and 00 21 00 Instructions, Conditions, and Notices to Offerors.
Q10. What are the working hours for the project?
A10. We can accommodate a day or night shift.
Q11. Can we shoot through the man hole?
A11. Yes, the Contractor can shoot through the manholes, however, the top of the new cure in place pipe will need to be cut open to the extents of the existing manhole channel. Liquids need to be able to flow into the channel from the manhole.
Q12. With current non-availability of funds, what is the projected timeline for the work to be completed?
A12. We currently have funds to award this project. Depending on what bids come in at, options for this contract may not be able to be awarded at the time of base bid contract award. If the base bid comes in higher than the funds available, the contract cannot be awarded. Once the project is awarded, it is the government’s intention to start right away with completion before the end of calendar year 2025.
Q13. What is the approximate depth of the manhole(s) and lines?
A13. The approximate depth of the manholes and lines is between 12’ to 25’. Since this is a gravity system, the manhole toward the beginning (near building 25) is shallowest and each manhole gets deeper as you go down the line.
Q14. Confirm there is not likely any groundwater concerns.
A14. We do not anticipate groundwater being an issue.
Q15. Will there be a need to bypass pump?
A15. This will be up to the contractor when they want to accomplish the work. If the Contractor would like to accomplish the work during normal business hours, bypass pumping would likely need to be done. During the night there is very minimal to no activity in these lines.
Q16. Contract period? 30 days would be tight, procurement will be 3-4 weeks on the materials and installation. With 90 days to award, that could put us into November and there could be some freezing/cold weather concerns. May have to store the liner in a heated shop, than heat the manholes on either end..etc..?
A16. The Contractor will need to take the necessary precautions to execute the work if weather is going to be an issue.
Q17. Any camera footage of the line?
A17. We do not have camera footage of the lines. The Contractor is required to camera the lines before and after installing the cure in place pipe.
Q18. Any reinstatements? Any protruding taps or offset joints in the pipe?
These items could require additional work to grind down the pipe and prepare for the liner. If they are severe enough, the curing head may not be able to be inserted into and passed through the line.
A18. Yes there are reinstatements. We are unaware of any protruding taps or offset joints in the pipe. See the picture below for reinstatements.
Q19. Any work hour considerations-Does this have to be done at night, are there any flow rates and times?
A19. The work does not need to be done at night. If the Contractor decides to work during the day while the base is fully operational, it will be their responsibility to ensure the mission is not impacted by sewage backing up and bypass operations.
Flow rates change depending on day to day operations, however, there is almost no flow at night. The sewage volume will go up exponentially on those days with all the Drill Status Guardsman on base.
