Bid Opening Date has been changed to Tuesday, 2 July 2024 @ 1400 CDT

1. Sheet C 6.1 detail C 6 shows stairs and there are no stairs shown on the site plan.

This detail is not used.

2. Sheet C 6.1 detail C 8 shows Bollards and there is none shown on the site plan.

See sheets A1.1A and A1.1B for locations of bollards. See 4/A7.0 for detail.

3. Sheet C 6.2 detail C 13 shows a detail of a retaining wall and there is no retaining wall shown on the site plans.

This detail is not used.

4. Sheet C 6.3 shows fence details and no new fence is shown on the site plans.

See fence extent on C3.0.

5. Sheet AS1.0, it shows a detail for metal panel storage enclosure wall and the detail of the footing and wall for it, and I cannot seem to locate it on the plans.

See C3.0 for new storage yard extents to the east, see C1.0 for extent of sawcut needed for new storage yard. See C0.1 for gate foundation details.

6. Please confirm there will be no hazardous material abatement. Demolition Sheets – General Note 2 states, “HAZARDOUS MATERIALS ABATEMENT SHALL BE COMPLETE PRIOR TO GENERAL DEMOLITION.”. No abatement specifications are provided nor have any quantities been provided.

Owner confirmed that no abatement will be needed.

7. Reference Sheets A1.1A, A6.0 and A11.0. Sheets A1.1A and A6.0 floor plans for the bathrooms indicate six (6) lockers in the Men’s 112 and three (3) lockers in the Women’s 113. Sheet A11.0 elevations indicate five (5) and two (2), respectively. Please advise which quantity is correct.

Follow quantities indicated on A1.1A and A6.0. Also see revised A11.0 in Addendum #1.

8. Reference Demolition Note 43 regarding the existing shelves, bollards, and floor-mounted guards. Does the government have a storage facility located on the base we can use or are we to provide temporary storage?

See specification 01 50 00 Section 1.13A: “The Contractor and subcontractor shall be responsible for supplying storage sheds and or containers with the appropriate environment for the materials stored.” Additionally, after discussion with Owner, there is no available storage facility that could be offered.

9. WE ARE UNABLE TO FIND A DETAIL OF THE ASHPALT THAT IS CALLED. CAN YOU PROVIDE A

DETAIL FOR THE ASPHALT?

See new sheet C6.5 in Addendum 01 for asphalt details.

10. Please provide a detailed cut for the new asphalt paving system. There is not one provided in the drawings.

See answer to RFI #9 above.

11. Per General Construction note 6 on drawing C0.1, it states that the contractor may have to excavate and replace unsuitable soils if encountered during the site work activities. We will need a Geotech report stating where these soils might be so we can determine how much import and depth we will have to excavate per the geotech report recommendations. Otherwise, this will have to be done with a Mod to the contract after award since we cannot determine these conditions without a geotechnical survey and report.

See added Specification Section 02 30 00 with attached Geotechnical Report.

12. Will the contractor be required to perform a geotechnical survey and report for this project?

See RFI #11.

13. Are we to assume there will not be any hazardous material removal on this project since this is not mentioned and there is not an existing hazardous material survey in the RFP documents?

See RFI #6.

14. Will the onsite superintendent also be able to dual hat as the SSHO? And will the contractor be required to have a separate QC manager onsite during the construction phase of the project?

Per Owner there is only one onsite person required for this project.

15. Per drawings A0.2A and A0.2B, it shows that the contractor is providing a new concrete slab at various locations. However, it doesn’t state that we are to demo these areas in the demolition drawings. Is the contractor going to remove the existing concrete in the areas for new concrete or will this be areas where we are providing a concrete topping? For the concrete integrity, we recommend removing and replacing the concrete in these areas so we can reinforce and dowel into the existing SOG. Please provide guidance for this scope of work. We also need reference detail cuts that refer to a detail drawing for each area that is receiving new concrete flooring.

See revised A0.2A and A0.2B legend, revised D0.0 legend, and D0.0 keyed note 9 in Addendum #1.

16. Per drawing A0.2A, it shows several small concrete patch areas where the new bathrooms are going. We recommend that these areas have larger areas to be removed and patched for reinforcement purposes and finish floor systems to be installed. Please confirm if this is acceptable for bidding purposes.

On revised sheets A0.2A and A0.2B in Addendum #1, adjacent areas have been combined.

Slab cut areas can be increased at Contractor’s option for no additional cost to the Owner.

Also see response to RFI #15 above.

17. Please provide a detail for the new concrete floor system that is to be constructed in the new Vault per drawing A0.2A.

Please see S201 and S202. See also revised sheet A0.2A in Addendum #1.

18. Per drawing C6.2 detail C13, there is a detail for a concrete retaining wall. Please provide the location for this construction. It is not clearly shown in the civil drawings.

This detail is not used.

19. Is there an existing lightning protection system on the existing roof? If so, what is the contractor to do with this system for the replacement of the existing roof? There is only a small detail shown on drawing A9.1 and not sure if a new system is required or if we are to remove and reinstall the existing. We will also need more details shown in the drawings for coverage of the roof and a specification for the lightning protection system and if we are to reinstall and or provide new per UL code requirements.

A new lightning protection system is to be installed on the new roof. See attached electrical specification Section 264100 in Addendum 01.

20. Please provide the manufacturer of the existing shelving system we are to remove, store, and reinstall. We will need this for certified installers to provide this scope of work.

Shelves are stamped as “UNARCO”.

21. Will the contractor be required to provide onsite storage for the existing systems we are to remove, store, and reinstall or is there a facility on base that we will use for the storing of these materials?

See RFI #8.

22. Per drawing C3.0, it shows shaded area for new sod near the new asphalt areas. However, to the east of the existing facility, it states “Sodded Area Typ.”. Are we to also include cost to resod these areas also?

See revised C3.0 in Addendum 01 for clarification.

23. Per drawing C3.0, please provide details for the new curb and gutters.

See new sheet C6.5 in Addendum 01 for details.

24. Per drawing C3.0, please provide details for the new “above grade staging area” concrete paving area.

See structural S101.

25. Per drawing C3.0, please provide length of concrete mechanical screen wall on the NW corner. It states to see architectural drawings, but this is not shown anywhere to be constructed.

See updated C3.0 in Addendum 01. There is only one mechanical screen wall. See A1.1A, AS1.0, and 2/A3.0 for extent.

26. Please extend the RFI due date and bid date accordingly, for the need of the 2nd site visit.

Additional Site Visit scheduled for 11 July 2024 @ 1000 CDT. See Section 00100 of the Solicitation for access request instructions.

27. Is a Signage Schedule available for the identified Signage Types detailed on A14.0?

28. 101400-2.04-A Tactile Signage Media references Etched Metal Panels. Is there any additional detail or information for this and locations required?

Specification section 101400-2.04-A Tactile Signage Media is not applicable.

29. The existing curved metal canopy is called out to be Repaired per A1.3A by the Hatched marking. Note 2/A5.0 references Prepare & Paint the existing canopy. What will be the extent of Repair work since no visible damage could be seen.

Please see revised legend on A1.3A and A1.3B in Addendum #1.

30. The Div 01 documents speak about submitting hard copies of submittals, reports and pay requests. Will electronic (email or otherwise) submissions be allowed?

Yes, electronic submission will be acceptable.

31. Spec Section 01 30 00, Paragraph 3.06 Coordination Drawings calls for BIM Modelling. Please confirm BIM Modelling is required per this section.

See revised Specification Section 01 30 00, Paragraph 3.06 in Addendum #1.

32. Spec Section 01 35 53, paragraph 1.05, says to “provide identification badge to each person authorized to enter premises.” Will the Air National Guard installation issue badges based on a contractor list the GC provides, or does the GC need to produce their own ID badges for the project?

Once a contractor is cleared background checks, Security Forces will issue a badge for access.

Contractors will need to have this badge displayed on their person throughout their time on the installation.

33. Can the person filling the role of site superintendent also, simultaneously fill the roles of QC and site safety officer, or is this project a two or three hat job?

See RFI response #14.

34. Spec section 01 81 13, Sustainable Design Requirements, talks about LEED documentation. Is this a LEED project and if so, to what extent is the Contractor responsible?

Specification section 01 81 13 has been removed from the Bid Documents per Addendum 01.

35. Spec section 10 14 00, Signage, Drawing page A14.0. We were unable to locate the location or quantity of signage. Will the gov provide a preliminary schedule for signage?

See #27.

36. The plans and specs for the overhead doors indicate rolling steel doors, but detail 2 on drawing A4.0 depicts use of vertical guides which are not part of rolling steel. Please verify that rolling steel doors are required and that the depiction of vertical guides is an error.

Disregard depiction of door operation on A4.0.

37. Door schedule shows 4-14x14 overhead doors but 9 were observed on back side of building.

Please confirm the number of overhead doors.

See floor plans (A1.1A and A1.1B) and door schedule. There are multiple new overhead door sizes as described in door schedule.

38. From the floor, current motors appear to be 115v/1p for electrical. Door Specs state 230v/3p on

2.02 Coiling doors >11. The confirm the electrical requirements for the motorized overhead doors.

See attached revised sheets E0.5 and E2.1 in Addendum 01. Door circuitry has been changed to 208V/3P from 208V/1P.

39. Is the intend to replace overhead rolling steel with rolling steel and sectional with sectional?

All overhead doors are coiling doors per 08 33 23. Disregard depiction of door operation on A4.0.

40. New Asphalt Pavement Thickness and Type See #9.

41. Please check to see if there is a detail showing the thickness of the new asphalt pavement as well as a description of the type(s) of asphalt to be used.

See #9.

42. Typically, a light duty asphalt pavement spec for this area would be 4” of BB-1 Type 6 for the asphalt base, and 2” SC-1 Type 8 for the final asphalt surface. If heavy duty asphalt is required, usually the asphalt base is thickened two inches for a total of six inches.

See #9.

43. Will the MSANG consider allowing the sealed bid to be submitted via overnight? If so, can you please provide the address and contact information? --Or will you consider allowing submission via DoD SAFE as opposed to hand delivery?
