Vendor Questions
Q1: Description mentions the need for a DVR that is compatible with the 40 cameras, and needs to be connected with Ethernet cable. Question: This is an NVR not a DVR right ? (DVR is for coaxial NVR is Ethernet Cable) A1: Yes, NVR is more appropriate since the cameras would be connected via copper cabling to various switches all connected via fiber backbone back to the main NVR.
Q2: Resolution 1920 x 1080 (2MP)is a minimum right ? will a higher resolution of 2688 x 1520 be acceptable(4MP)?
A2: Yes, a higher resolution is completely acceptable.
Q3: Installing NVR (DVR) means all Ethernet cables have been installed already right?
A3: All ethernet cables have not been installed as of yet, but our infrastructure personnel would handle all of that since all of the switches the cameras are being connected to are housed within the same room. Each run would only need to be an average of 30’ long.
Q4: Installing NVR (Will the Contractor be allowed to install the Camera System according to manufacture specifications?
A4: Yes
Q5: Will the Contracting Office or the technical staff be providing a camera layout, network design, or locations grid to help identify if any addition equip will be required for installation? (Such as Switches, Fiber Converters, or Antennas with Poe extenders.)
A5: Can provide if needed. We’ll be using an Avaya/Extreme network backbone to bridge the cameras back to the NVR. Shouldn’t require the use of fiber converters, antennas, or PoE extenders. All the locations requiring a camera have a switch in them already.
Q6: Is there an estimated start and completion date for this project?
A6: No specific time frame required.
Q7: Will the Contractor be allowed to make recommendations to the technical staff?
A7: Yes
Q8: Will all 40 Cameras be installed over the same network?
A8: Yes
Q9: Is the network for the Camera System a Stand-alone Network or must be on the military network?
A9: We will be creating a VLAN specifically for the camera network over the NIPR-net with the intent to move it to a stand-alone network in the future with it on VLAN.
Q10: Are the Cameras and System required to be NDAA Compliant?
A10: Yes.
Q11: Is there existing network switching available, or will additional cabling be required?
A11: Existing switches and routers for the backbone are already in place. Additional cabling to each camera will be required but will be installed by our own infrastructure personnel.
Q12: Could you please confirm the specific address in Duluth for the installation?
A12: The NVR will be installed in 4611 Phantom Dr. Duluth, MN 55811
Q13: Assuming network connectivity, is there one unit of rack space that is available to install the NVR? I need to clarify if a rack mounter server or standalone NVR is required.
A13: Yes, we have rack space available for an NVR or rack mounted server.
Q14: Who will be responsible for installing the equipment?
A14: Our personnel will be installing the cameras. It is requested the contractor install the NVR only.
Q15: So the requirement of the camera angles being no greater than 60 degrees – Would privacy masks suffice to artificially adjust the viewing angle to 60 degrees or do the cameras have to have the angle of 60 degrees or lower on their own?
A15: Cameras can be greater than 60 degrees if the image is suitable for the application, this was based off recommended viewing angle for our specific application. Privacy masks are not needed.
Q16: Our company is SAM registered - while SAM registration is specifically for federal contracts, are their any specific state or local requirements that we have to meet as we are based in a different state?
A16: No.
Q17: Are they going to do time lapse and motion or what type do you have in mind?
A17: Time lapse with motion notifications.
Q18: Will we need to provide Camera Licenses? What level? Some VMS systems have levels of Software. (Standard, Professional, Enterprise) A18: If camera licenses are required to operate the system/software then we will need licenses for the devices. A Standard level of software will be sufficient.
Q19: Will the NVR require any RAID Configuration? (RAID 6 or 5 are Common) A19: RAID 5 is a minimum preference.
Q20: In order the size the recorder, what are Specs? FPS? Compression? Full Resolution? Motion or Full Recording?
A20: Ability to record up to a minimum of 96hrs with full resolution of 1920 x 1080 with low light/night vision capability at a min. of 30fps.
Q21: Please confirm no install for the (40) cameras? what about mounts? dome? bullet?
A21: Local comm personnel will be providing labor to install the cameras. We will require whatever wall/ceiling hardware is required for the cameras that are chosen for the application. No preference as to a dome or bullet.
Q22: Will we need to program the Cameras? (IP Addressing and Setup) A22: IP addressing and setup is preferable, or we can have our personnel complete with some form of training.
Q23: Will we need to program Cameras into NVR and Setup NVR Recording?
A23: Programming and NVR setup is recommended by vendor.
Q24: Will we need to provide training on the VMS system?
A24: VMS training is requested.
