Memorandum for record: Site Visit Notes Background: The 148FW had advertised a site visit for requirement W912LM19Q6015 Preventative Medical Services. The first modification to this solicitation called for a site visit dated 31 March in response to a request from a vendor. At the time of this modification, the country was in relatively stable condition. After a state of emergency was declared, the site visit was postponed indefinitely in modification 3 of the solicitation. On 29 March, Contracting was notified that a vendor had purchased plane tickets and was in route for the 31 March site visit. The base, not being on lockdown, decided the prudent thing to do was to entertain the site visit as an ad hoc site visit IAW the original solicitation. The 148FW is willing to entertain all ad hoc site visits from similar vendors if the base allows general access during the proposed timeframe.

Site Visit:

Site visit was attended by the Base Contracting Officer, SMSgt Christopher Fisher. The Program Manager, Lt Col Christopher Henry, and the vendor. Randy Ziobro of Durohealth. The site visit consisted of visiting the prospective room for hosting the provider and the small workout area within the same building.

During this site visit, it was discovered that the optional space that previously was identified will likely not be available but a similarly sized space might be available next to the primary location. See the solicitation.

The specifics of the solicitation were covered with special emphasis on the evaluation processes and on submitting options or additional quotes to gain better chance of award. The technical portion of the evaluation will be very dependent on submitted documents. Vendors are encouraged to submit staffing plans, possible schedules of work, key personnel profiles, subcontracting plans, and any other piece of information to help the government determine the value of the individual approach.

The Service Contract Act was covered. If all employees fall under the definition of professional employee then option years will not be given wage adjustments. Professional employees are defined as such:

§ 541.300 General rule for professional employees.

(a) The term “employee employed in a bona fide professional capacity” in section 13(a)(1) of the Act shall mean any employee:

(1) Compensated on a salary or fee basis at a rate of not less than $455 per week (or $380 per week, if employed in American Samoa by employers other than the Federal Government), exclusive of board, lodging, or other facilities; and

(2) Whose primary duty is the performance of work:

(i) Requiring knowledge of an advanced type in a field of science or learning customarily acquired by a prolonged course of specialized intellectual instruction; or

(ii) Requiring invention, imagination, originality or talent in a recognized field of artistic or creative endeavor.

(b) The term “salary basis” is defined at §541.602; “fee basis” is defined at §541.605; “board, lodging or other facilities” is defined at §541.606; and “primary duty” is defined at §541.700.

If a vendor is offering professional employees to cover this service, the vendor will have to price inflation adjustments directly into the option year CLINs. Vendors should to indicate if they are using professional employees.

The optional CLIN was discussed. It was emphasized that this CLIN would not be evaluated during initial evaluations. The purpose of this CLIN is to list out potential equipment that the government could choose to buy in support of the overall program. The CLIN will only be evaluated after the awardee is selected, and will be evaluated to determine if the government would like to purchase some, all, or none of the equipment AND if the government would like to purchase that equipment directly from the awardee or from other sources. This equipment is to be owned and maintained by the government and stored in a location that allows general base access.

The equipment the vendor directly needs in support of this requirement will be located in Contractor used space and maintained/owned by the Contractor.

The site visit concluded by emphasizing the evaluation factors, with an emphasis on Physical Therapy and Massage Therapy.
