Q1: What is the anticipated start date for this contract?
A1: Anticipated award date is within three weeks after solicitation close. Anticipated start date will be worked out with awarded Contractor.
Q2: We understand that the hours vary and we assume there will be drill weekends and more night flying in the summer. What hours will OHWS contractors work?
A2: This solicitation is not for a position but a service. Performance will be judged based on accommodating pilot need and by tracking pilot progression.
The response to the solicitation is advised to address your plans for covering traditional pilots (the “traditional” status is those who are on orders 2 days a month and 2 weeks a year). The government suspects that the best way to fulfill traditional needs while traditional pilots are in a duty status will be to provide coverage during drill periods. Pilots must be on a duty status during services.
The response to the solicitation is advised to also address your plans for covering the night flying alternative schedule.
Q3: Will there be CONUS or OCONUS travel?
A3: This solicitation does not include a travel CLIN. If government personnel travel will likely cause contract degradation, the vendor will not be at fault. The government may opt to modify the contract to cover these circumstances if future unknown needs arise.
Q4; Can you provide the equipment list of common access workout room?
A4: The primary use equipment should be located in the primary provided space. That equipment will be Contractor-owned.
The common access workout room is a room which allows general access to any of the base populace. This room is not meant to hold regular sessions, but provide a place for overflow government owned equipment that could support this requirement. The solicitation is written in such a way that the contractor should be telling the government what equipment they require in order to best fulfill the contract which will not fit in the allotted primary space. The government will separately evaluate that portion of the quote to determine what basket of goods will be bought and if that basket should be bought on this solicitation or a new solicitation. Quotes should not be generated based on equipment the government currently owns. This portion of the solicitation is optional for vendors to quote, meaning full service could conceivably be able to be performed absent of this line item. This line item should be treated as a list of items which are not primary use but will enhance contract performance.
Reinforcing Note: the equipment to be hosted in primary provided space will be Contractor-owned and maintained, but common access equipment will be Government-owned and maintained.
