About this file
This document is a Questions and Answers (Q&A) file for federal contract opportunity W50S7826QA003, a 149 MXS Pressure Washing System procurement. The Government is soliciting a contractor to supply and install a new pressure washing system at an Air Force facility to wash Air Force F-16 aircraft and other items. The system must deliver 3,000 PSI and 3.5 GPM at both wash stations simultaneously, with capabilities for either one large pump system (minimum 7 GPM total capacity) or two smaller 3.5 GPM units running in parallel. The contractor may propose either approach. Key technical specifications include 480V/20 amp/3-phase electrical power, 2 PSIG natural gas supply at the meter, and local control boxes requiring Start/Stop/Heat on/off functionality rated to at least NEMA 4 weatherproof standards. The system will integrate with the facility's existing wastewater collection system and can reuse existing plumbing lines, exhaust venting, and chimney infrastructure if they pass pressure testing; if replacement is necessary, the Government will issue a contract change order rather than requiring the contractor to absorb costs in the base bid.
The installation timeline has been amended to 120 days after receipt of order (ARO), inclusive of base passes, delivery, installation, operational testing, and final acceptance. The Government will provide a secure staging area within Building 962 for equipment storage, disconnect and remove existing equipment, provide forklift support, and allow a second job walk prior to work commencement. Service trucks are permitted to access the work area with FOD checks and an authorized escort. The existing pressure washing unit model is VNG4-3000B (Serial #: P1000-60073). Payment will be submitted via Wide Area Workflow (WAWF) for 100% of CLIN 0001 only after final acceptance is issued. The 149th Civil Engineering will handle all disconnection work, and the 149th will remove and dispose of old equipment with forklift support.

W50S7826QA003, 149 MXS Pressure Washing System RFIs
1. What kind of material and equipment will be washed using this washing system?
Would it be aircraft, land vehicles, etc.?
a. It would be for Air Force F-16’s and those are the capabilities provided from our structural shop. I assume they wash other items in there as well but mainly aircraft; the current system has pressure relief valves that can be adjusted.
2. Just to understand correctly, do you need two units, or one unit that will supply two wash bays?
a. Either option is feasible. One unit that supplies two wash bays or two units.
Currently, there are two units at the existing site.
3. Wastewater System: Will this system have any crossover with the facility's wastewater collection setup?
a. Yes.
4. Is that water filtered at all before it gets fed back into the inlet side of the pressure washer?
a. No.
5. Electrical: Can you confirm the exact electrical power available on-site? I believe 3-phase power was mentioned during the job walk, but I want to double-check.
a. 480v / 20 amp/ 3 phase.
6. Natural Gas: What is the available BTU per hour capacity at the gas hookup point?
We want to verify it can consistently keep up with the heat requirement.
a. 2PSIG at the meter.
7. Existing Plumbing: The solicitation mentions we can use the existing facility plumbing lines if they are safe. If we pressure-test them and they fail or can't handle 3,000 PSI, will the Government issue a contract change order to replace them, or is the contractor expected to absorb that cost in the base bid?
a. Yes, if plumbing lines hold pressure which they should, we would reuse them. If they need to be replaced, then the contractor is not expected to absorb that cost in the base bid.
8. System Design: To hit 3,000 PSI and 3.5 GPM at both stations at the exact same time, are you looking for a single large pump system (at least 7 GPM total capacity), or two smaller 3.5 GPM units running side-by-side?
a. That is up to the vendor on how they would like to propose. The Government can accept as long as both systems can run simultaneously.
9. Remote Controls: Do the local control boxes near the sprayers need full remote start/stop and burner adjustments, or are simple low-voltage on/off switches acceptable? What is the main thing the operator needs to control from that box?
a. Start/Stop/Heat on/off is needed.
10. Control Box Enclosure: Do these local control boxes need to be explosion-proof, NEMA 4X weatherproof, or washdown-rated? They will be right next to the active wash zones and exposed to a lot of moisture.
a. Yes, at least NEMA 4 weatherproof.
11. Timeline: The 60-day ARO installation timeline is weighted heavily for the award.
Does that 60 days include the time it takes to get base passes, security clearances for our crew, and final inspections?
a. We will be amending the solicitation to 120 days ARO. This will include base passes, delivery, installation, operational testing, and final acceptance.
12. Staging Area: Will the Government provide a secure spot or staging area near Building 962 where we can store equipment during the job, or do we need to haul tools and materials on and off the base every day?
a. Yes, the room that the equipment is in is sufficient, but tire FOD checks will be mandatory and tool/material accountability is also expected. The shop in charge of the building has keys to be able to lock and unlock the room daily.
13. Second Job Walk: If we are awarded the project, will we be allowed to do a quick second job walk right before starting work to confirm our final measurements and connection details?
a. Yes
14. Progress Billing: Will progress payments be acceptable as we hit certain milestones (like equipment delivery, plumbing verification, etc.), or will payment only be released after 100% final completion and turnover?
a. Contractor can submit an invoice in Wide Area Workflow (WAWF) for 100% of CLIN 0001 once final acceptance is issued.
15. Demolition: Are we responsible for disconnecting, removing, and disposing of the old, existing pressure washing equipment, or will the base handle that demolition ahead of time? Will a manifest be required?
a. No, 149th Civil Engineering will disconnect everything, and the Government will remove and dispose of old equipment.
16. Chimney Vent: Can we reuse the existing chimney/exhaust vent for the new natural gas burner, or will we need to supply and install a completely new flue system.
a. No, you can reuse the existing chimney/exhaust vent.
17. Can I get if the model and serial number off the unit if possible. And would like to receive Pictures of the unit to see how the duct work is and if needed replaced.
a. Model# of current unit : VNG4-3000B; Serial #: P1000-60073
b. We will not be providing pictures, but the current duct work is in good shape and would not need to be replaced. It is located directly above the current unit’s burner.
18. I would like to know how is the plumbing to the hose reels? is it Hard piped or just runner hoses to the hose reel?
a. Hard piped, then 1ft from hose reel.
19. Both current machines have double-wall piping to vent the exhaust from the natural gas burner. Is it acceptable to use the same exhaust pipe?
a. Yes preferred to use the same burner exhaust vent piping.
20. Removing the existing machines after they’ve been disconnected from the electrical, natural gas, and water supply pipes. Whose responsibility and if it’s contractor's responsibility, does the contractor have to haul off the old units and dispose of them, and does contractor supply the forklift to move them?
a. 149th will remove equipment after CE disconnects it and we will dispose of
it. The 149th will have a forklift with driver.
21. Will the service truck that goes on base to do installation be allowed to pull into the hangar, or will they have to park in the parking lot and carry in the tools necessary to complete the job?
a. We can allow the service truck to drive to the area they will just need to perform
FOD checks on the vehicles and have an escort with flightline driving knowledge let them in and off the aircraft parking ramp.
