About this file

This document outlines Additional Security Requirements for contractor and personnel access to the 147th Attack Wing, a secure federal military installation.

All personnel requiring physical access, including laborers, delivery personnel, contractors, and subcontractors, must submit applications to the contract Point of Contact (POC) at least three working days in advance of arrival. Individuals with valid, active Department of Defense Identification cards (CAC, Military Dependent ID, or Retiree ID) may be exempt, subject to Contracting Officer verification. Personnel are subject to identity proofing, vetting, and fitness determination. Access will be denied for individuals unable to verify U.S. citizenship or legal immigration status, those without valid REAL ID-compliant identification or U.S./foreign passport, those with previous barring from military or federal facilities, and those with outstanding warrants or pending criminal trials. Additional disqualifying offenses include violent crimes (homicide, kidnapping, armed assault, robbery, felony assault/battery), national security violations (espionage, terrorism, gang membership), weapons/explosives convictions, sexual offenses, human trafficking, drug offenses with intent to distribute, property crimes (theft, burglary, identity theft, fraud), and adjudged confinement of twelve or more months within three years.

The installation enforces an absolute firearm prohibition superseding all state carry licenses and constitutional carry authorizations. Firearms, ammunition, and dangerous weapons are strictly prohibited on the installation, whether carried on an individual's person, stored in privately owned vehicles, or concealed in work vehicles, governed by 18 U.S.C. § 930, 50 U.S.C. § 797, DoD Directive 5200.08, DoD Directive 5210.56, and Air Force Instruction 31-101. All contractor personnel must remain escorted by an authorized sponsor or manager at all times and adhere to behavioral standards and Force Protection Condition directives. Vehicle operators must present valid REAL ID-compliant driver's licenses, current vehicle registration, and proof of insurance at the entry control point; all vehicles are subject to search. Non-compliance results in immediate denial or revocation of base access, and any resulting contract delays shall not constitute excusable delays. The prime contractor remains solely responsible for ensuring all assigned personnel and subcontractors meet all access requirements without impacting contract performance.

State carry privileges are strictly superseded by federal law on Department of Defense property.

• Absolute Prohibition on Persons and Vehicles: Firearms, ammunition, and dangerous weapons of any type are strictly prohibited on the installation.

Firearms may not be carried on an individual’s person, stored inside privately owned vehicles (POVs), concealed within commercial delivery/work vehicles, or brought onto base grounds under any circumstance, regardless of glove compartment, trunk, or lockbox storage.

• Governing Federal Authorities & Statutes:

• Title 18, United States Code, Section 930 (18 U.S.C. § 930): Prohibits the knowing possession or causing to be present of firearms and other dangerous weapons in federal facilities and DoD installations; violations constitute federal criminal offenses punishable by fines and/or imprisonment.

• Title 50, United States Code, Section 797 (50 U.S.C. § 797) & DoD Directive 5200.08: Authorizes the Installation Commander to promulgate security and defense regulations for the protection of property and personnel, including complete weapon bans.

• Air Force Instruction (DAFI) 31-101 (Integrated Defense): Regulates installation access and strictly bans unauthorized firearms, weapons, and ammunition.

4. On-Base Conduct & Operational Security All contractor personnel granted access must strictly adhere to the following operational security guidelines while present on the installation:

1. Mandatory Escort & Sponsor Presence: Contractor personnel must remain in the direct physical presence of their assigned on-base sponsor, worksite manager, or authorized escort at all times while on the installation. Unescorted wandering or entering unauthorized areas is strictly prohibited.

2. Behavioral Standards: Base access may be refused, denied, or immediately revoked at any time based on disruptive, suspicious, non-compliant, or unprofessional behavior.

3. Security Posture & Force Protection Conditions (FPCON): Personnel are required to follow all directives issued by base security forces. Depending on real-time threats, security posture changes, exercises, or elevated FPCON levels, personnel may be directed to shelter in place, remain confined to designated base areas, or immediately evacuate and exit the installation.

5. Vehicle Access Controls Upon arrival at the designated installation entry control point (ECP), all vehicle operators must present the following documents to security forces:

• Valid REAL ID-compliant driver's license (or valid commercial driver's license where applicable).

• Current, valid vehicle registration.

• Valid proof of vehicle insurance covering the operated vehicle.

All vehicles and contents entering the installation are subject to search at any time by military and civilian security personnel. Any discovery of undeclared or unauthorized firearms or weapons will result in immediate apprehension, vehicle impoundment, installation barment, and referral to federal law enforcement authorities.

6. Contractual Impacts & Non-Compliance

• Mandatory Denial of Entry: Strict compliance with all security, vetting, firearm prohibitions, documentation, and conduct requirements is mandatory. Failure to meet any standard will result in the immediate denial or revocation of base access for the non-compliant individual.

• Non-Excusable Delay: If base access denial or revocation causes a disruption, stoppage, or delay in the performance of the contract due to contractor or subcontractor failure to adhere to these security requirements, such delay shall not be considered an excusable delay under the terms of the contract.

• Contractor Liability: The prime contractor remains solely responsible for ensuring all assigned personnel and subcontractors satisfy all access conditions without impact to contract milestones, schedules, or deliverables.
