About this file
This is a Questions and Answers document for federal contract solicitation W50S77-26-Q-0003, HQ Flooring and Kitchen Remodel, issued by 147 Civil Engineer Squadron (CES). The document addresses 57 clarifying questions from potential offerors regarding the base bid and optional kitchen remodel scope.
Base Bid Scope and Flooring Requirements: The base bid requires installation of 24" x 24" commercial carpet tile in offices and luxury vinyl tile (LVT) in common areas and entrances. No specific manufacturers are mandated; offerors must propose products meeting project requirements, applicable WBDG/UFC/IBC codes, and manufacturer installation standards. All materials require government approval from 147 CES before purchase. The contractor must furnish and install new 4-inch rubber cove base throughout renovated areas and wood baseboards where required, with transitions and reducers to match existing finishes. Subfloor preparation includes moisture testing, crack repair, and leveling per WBDG specifications. The contractor is responsible for furniture relocation, daily debris removal, and phased work coordination with the government facility remaining occupied with no separate swing space provided.
Asbestos Abatement and Optional Kitchen Scope: Bidders must include asbestos abatement costs in the initial base bid assuming asbestos-containing materials are present in tile, mastic, adhesive, and underlayment. The awarded contractor must independently verify presence through accredited laboratory analysis, perform Type II non-friable abatement if confirmed, conduct air monitoring per Texas Administrative Code, and provide final reporting using a government-provided template at the pre-construction meeting. The optional kitchen remodel CLIN 0002 includes demolition, water fountain relocation (note: physical fountain already removed), electrical modifications as needed, cased wall openings, ceiling work, new commercial-grade cabinets with quartz countertops, backsplash tile, painting of disturbed surfaces with low-VOC paint, and reverse osmosis water filtration if required. The contractor must submit all material selections for approval and is responsible for rough plumbing modifications if needed. Additional requirements include certified payroll, builder's risk insurance, background checks for all personnel, and performance/payment bonds if the kitchen option is exercised.

Q&A W50S77-26-Q-0003: HQ Flooring and Kitchen Remodel
1. Flooring material speciications Please conirm whether the Government will provide exact speciications for the carpet tile and LVT, or whether offerors should propose products that meet the project requirements.
Offerors shall propose products that meet the project requirements. Per the SOW, install 24” x 24” commercial carpet tile in ofices and LVT in common areas and entrances. Materials shall meet applicable WBDG/UFC/IBC requirements and manufacturer installation requirements. Contractor shall submit product data and color options to 147 CES for approval before purchase and installation.
2. Asbestos-related scope: The SOW references possible asbestos-related handling and Type II non-friable asbestos remediation requirements. Please conirm whether there is an existing asbestos survey or report available for the affected area and, if so, whether it can be provided to offerors. If no survey is available, please conirm how the Government intends for offerors to price this portion of the work.
No existing survey is being provided for bidding. Bidders shall include asbestos-related work in the initial bid as if ACM is present in the tile, mastic, adhesive, underlayment, and related looring components. The awarded contractor shall independently verify ACM, make required State notiications, perform Type II non-friable abatement if conirmed, and provide inal reporting in accordance with TAC and the SOW.
3. Water fountain and iltration scope:
Please conirm whether the reverse osmosis / iltration system is required as part of the option scope or only if directed later. Also, please conirm whether the water fountain relocation is part of the contractor’s required pricing for the option.
This is part of the Option CLIN. The SOW states the contractor shall demolish the existing water fountain, cap utilities per code, relocate the water fountain to the proposed location, and install reverse osmosis water iltration if required on the new sink/faucet. Price this work within the option.
4. NAICS code clariication:
The solicitation cover identiies NAICS 238330 with a $19 million size standard.
However, the FAR 52.219-1 language later in the solicitation appears to reference NAICS 541350 with an $11,500,000 size standard, and that NAICS is also repeated in the rerepresentation language. I assume NAICS 238330 with a $19 million size standard applies, but please conirm the correct NAICS code and size standard for this requirement. This was an error. The correct NAICS is 238330 and the Combo has been updated to remove 541350.
