Micah Kruse Contract Execution Checklist 03 June 2015 The Government requires a minimum of one static advertisement in each of the five major markets listed in the SOO. While placing a billboard near every individual focus area within a market is not strictly mandatory to be responsive, offerors are reminded that Proximity to Focus Areas is the highest-weighted evaluation factor.
There is no strict minimum total number of billboard faces required, other than providing at least one static advertisement in each listed major market. The TXANG seeks to maximize the return on investment (ROI), impressions, and leads generated within the $100,000 firm-fixed-price ceiling. Offerors are encouraged to propose an optimal mix of inventory that provides the best overall value.
No. Sheppard AFB is not intended to be a separate focus area. Its inclusion under the Dallas-Fort Worth focus area is intentional, and both references should be considered part of the same focus area.
The correct highway corridors for the Fort Hood/Killeen area are I-14 and I-35. Please refer to Amendment 0001 to the Statement of Objectives for the updated information.
No. Baylor University is not intended to be treated as a separate focus area. It should be considered part of the Killeen focus area.
Yes, the 8-mile maximum radius restriction applies to all listed focus areas, including universities, military installations, and specified highway corridors. Offerors are advised that proximity is tiered for evaluation: Tier 1 (within 2 miles) is most desirable, followed by Tier 2 (within 4 miles), and Tier 3 (within 8 miles maximum).
For purposes of calculating distance, offerors should use the following coordinates as the reference points in Google Maps:
Fort Hood/Killeen, TX: 31.117438670127527, -97.76515923195421 Sheppard AFB, TX: 33.93861753450021, -98.51923431677567 Offerors should use these coordinates when measuring proximity to the military base and associated highway corridor requirements.
There is no strictly defined minimum display period for individual billboards. However, Duration of Campaign is the second most heavily weighted evaluation factor. Offerors should propose durations that maximize continuous visibility and ROI within the budget constraint.
Yes, offerors may propose multiple four-week or eight-week static flights to cover the required focus areas throughout the campaign period.
Static advertisements of varying standard industry sizes (including posters and smaller formats) may be proposed as supplemental inventory. However, to be considered compliant, all proposed packages must include at least one traditional bulletin-sized billboard in each of the listed major markets. Furthermore, smaller formats are not evaluated as "equal" to bulletins; they will be scored according to the "Estimated Impressions" and visibility factors outlined in Section M.
Yes, the Government will accept a mix of different billboard sizes across different markets, provided that at least one traditional bulletin-sized billboard is included in every one of the listed major markets. Offerors should optimize their overall mix of sizes and locations to maximize estimated impressions and proximity to target locations, as outlined in the Section M evaluation factors.
Offerors should primarily utilize Geopath audience measurement data for estimated impressions. If Geopath ratings are strictly unavailable for a specific proposed location, offerors may submit the most recent state Department of Transportation (TxDOT) traffic counts. In such instances, the proposal must clearly identify the alternative data source and the exact collection date.
Yes. The awardee will be required to submit proof-of-performance photographs (commonly referred to as "installation/pop shots") within five (5) business days of each billboard's installation. Additionally, the contractor must submit monthly performance reports detailing active inventory status and estimated impression metrics.
The Government does not explicitly mandate that inventory be formally placed on hold prior to quote submission. However, the awardee is strictly required to provide the specific advertisements and locations quoted in their proposal, as these exact locations will form the basis of the contract award.
The awardee is required and expected to provide the specific inventory quoted in their accepted submission Offerors should verify the availability of their proposed locations prior to submission. Post-award substitutions are not a guaranteed right and are strongly discouraged; any necessary changes due to unforeseen circumstances would require a formal contract modification and Contracting Officer approval based on a determination of "equal or better" value.
Offerors can anticipate three (3) to five (5) distinct creative messages for purposes of developing printing and production pricing.
Yes. The same physical billboard may be used to display multiple Texas Air National Guard (TXANG) messages during separate campaign flights, provided the placement and messaging requirements outlined in the solicitation are met.
Illuminated inventory is preferred, but not required. Preference for illuminated inventory will be considered for impression generation and evaluation purposes. Offerors are encouraged to propose illuminated locations when available, as they may provide greater visibility and audience reach.
No. There are no additional required age groups or demographic profiles beyond the college student and military-propensity audiences identified in the solicitation. Offerors should focus their proposed solutions on effectively reaching those audiences.
The Government anticipates an estimated campaign start date coinciding with the traditional college Fall semester term of 2026 to align with the target demographic of college students and military-propensity audiences (see SOO paragraph 4.6.1).
However, the specific start dates and the overall campaign schedule are left to the discretion of the offeror to propose. The onus is on the offeror to develop and propose a strategic timeline that maximizes their standing against the Section M evaluation factors. Offerors are highly encouraged to strategically plan their start dates and flights around the target demographic's schedule, bearing in mind that advertising during major college holiday/break periods may yield lower effective impressions.
There is no mandated minimum or maximum number of months per billboard, nor is there a 1-month restriction. The TXANG seeks proposals that maximize the duration, impressions, and overall reach within the budget. Longer campaign durations are viewed more favorably per the evaluation criteria.
The Government requires a minimum of one static advertisement in each of the listed major markets. There is no maximum limit on the number of advertisements per market. Offerors are highly encouraged to propose multiple placements per market if it increases estimated impressions and overall value without exceeding the budget ceiling.
Coverage of all listed markets is mandatory. To be considered responsive and eligible for award, a quote must include at least one static advertisement in each of the listed major markets, which explicitly includes Houston. Quotes omitting any of the listed markets will be considered non-responsive.
The maximum funding ceiling for this contract is $100,000.00. Any quotation or submission that exceeds the absolute ceiling of $100,000.00 will be determined non-responsive, will not be evaluated, and will be excluded from consideration for award. Offerors are encouraged to propose their maximum capabilities to provide the best overall value within this budget constraint.
