About this file

This is a Statement of Objectives (SOO) for the Texas Air National Guard (TXANG) Billboard Advertising and Recruiting Effort, dated 21 May 2026. The contractor shall furnish all labor, materials, equipment, and resources necessary to provide static billboard advertising across five major Texas markets: Dallas-Fort Worth, El Paso, Houston, San Antonio, and Killeen. The primary objective is to maximize return on investment and leads generated for TXANG recruiting efforts by targeting areas with high military propensity, significant traffic, and college student populations.

Specific focus areas within each market include proximity to identified universities (University of North Texas, Texas Christian University, University of Texas at Arlington, University of Texas at El Paso, University of Houston, Texas Southern, University of Texas at San Antonio, Texas State University, and Baylor University) and military installations (Sheppard AFB, Fort Bliss, Ellington Field, Lackland AFB, and Fort Hood). All advertisements must be static in nature (no digital media) and confined to an 8-mile radius of each identified university as measured by Google Maps, with proximity serving as a stated evaluation factor. The contractor must accommodate TXANG's ability to select different images and messages for individual billboards, with all creative designs provided by TXANG. Advertisement locations need not run concurrently, and the contractor is anticipated to complete the campaign within one year of award, with consideration given to scheduling outside extended college breaks and holiday periods to maximize impressions among the target college student audience.
