Number Question

1 Does this solicitation fall under the provisions of the Davis Bacon Act?

Answer Yes. As a construction project over $2,000, the Davis Bacon Act will apply.

2 Will submission of certified payroll be a requirement?

Answer Yes.

3 Is there policy or guidance for BAS graphics Trends, Alarms, and Point Naming? If not, we would use either a meeting of you and your stakeholders flesh these out, or use industry standards or GSA Standards if none provided.

Answer There is currently no established policy or guidance for BAS graphics, trends, alarms, and point naming; however, the recent upgrade to Tridium Niagara has provided a standardized platform.

Do you have policy or guidelines for Eglin AFB for cyber security as it relates to the BAS and its connected to ethernet switches, server, cyber hardening for hardware and network, VLAN and MAC address requirements, user account management, etc? This one is difficult to apply Industry standards or GSA standards to, since we do not control your IT department or infrastructure. Since we do not control your IT architecture we would need guidance, we can assist if this does not exist or needs fleshing out.

Answer The Air Force's cyber security requirements for the BAS system are addressed through AFCEC's COINV2 program, which provides the necessary monitoring and security measures. The DDC system is further protected by being completely isolated from other networks, with no outgoing connections or access to the internet, in accordance with strict cyber security protocols.

5 Need clarification regarding HVAC sensors, relays, actuators, valves, etc. These are only to be replaced if deficient, correct?

Answer Yes.

6 We noticed your Niagara Supervisor's SMA (software maintenance agreement) is out of date. We are assuming this should be included in the cost of the project.

Answer Yes.

7 We are assuming you are aware the JACE8000 EOL (end of life) end date for sale is 12-31-2026 and EOL for service is July 2028. Essentially if JACE8000s are used, they would need to be replaced in 2028. We will price the project out to include JACE9000s unless otherwise directed.

Answer Per Solicitation Amendment 0001, dated 29 July 2025, the Simplified Acquisition procedures in Federal Acquisition Regulation Part 13 will be used to determine which quote represents the best value to the Government. As such, it is recommended that potential contractors consider best value to the Government when selecting products to fulfill the requirements of the soliciation.

8 Are there existing and accurate architectural plans that will be available in order to develop the floor plans?

Answer Yes.
