RFI # Question/Clarification Response

What is the manufacturer and version of the existing Building Automation System (BAS/DDC)?

The manufacturer for the Building Automation System is Automated Logic (Version Web CTRL 9.0).

Is this system proprietary, and are there any specific authorized controls contractors or integrators required for programming and system integration?

The system is not propretary or requires a specific brand name or contractor. Must ensure installation of backup chiller is compatible with current HVAC system including Building Automation System.

The plans do not specify any triple-duty valves or circuit setters installed for the pumps. Without a flow measuring station installed, we have two options:

a. We can calculate the pump's head pressure to determine the GPM flow..

b. Alternatively, utilize an ultrasonic meter to measure flow directly from the pipe at an additional cost. This would require removing insulation from a section of the pipe for access.

Proceed with option A if no capabilities exist under the current setup.

Are we (contractor) Furnishing and installing the protective Bollards?

Yes, the Contractor is to furnish 3 x protective bollards as described in the Government provided drawings (Attachment 1).

Please confirm on Drawings AE 102 and MP 101 The red square is the location we will be putting the backup chiller.

Yes, the red square shown on sheets AE102 and MP101 is the approximate location for the backup chiller. The Contractor must ensure proper/final placement and spacing based on field verified measurements to include spacing around existing components, and manufacturer recommendations.

Please confirm on Drawing M-601 and M-804 The red square is the only Piping, Equipment, and other accessories we will be furnishing.

It appears that the CH-2 will have more Capacity, Flow, and a bit larger in size.

Drawings show recommended requirements. It is the Contractor's responsibility to determine/confirm all piping, equipment, and accessories required to ensure a complete and useable backup chiller for the facilitiy.

Nothing could find in the Description of services about any type of Chemical Introduction will there be. Please advise on that.

Could you please mark on the drawings where the power will be coming from? (Related to Electrical RFIs)

The Contractor is to provide a recommended power connection based on existing power sources and infrastructure. Note: the intent of the backup chiller is to provide a backup chiller source when the primary chiller is non-operational. It is assumed the power will continue to be functioning.

See attached pictures for existing manhole/junction box and spare conduit adjacent to electrical room for potential electrical tie-in. Connection into electrical room may require a new/separate wall penetration.

Existing Conduit and Feeder Verification: There is an existing manhole/junction box located next to the current chiller (marked in the attached photo).

See response to RFI #10.

Can you please confirm whether there is an existing conduit and feeder (3#1/0, 1#6 E.G., 1 1/2" C rated for 150A, 480V) originating from the electrical room to this junction box, which is intended to serve the new chiller (Chiller #2)? Or should we plan to run a new feeder all the way from the electrical room to the new chiller location?

Trenching and Feeder Routing Plan (If New Feeder is Required): See response to RFI #12.

If there is no existing 150A feeder in the manhole/junction box, is there a drawing or plan indicating the intended underground routing for power from the electrical room to the new chiller? Specifically, do you have a trenching plan showing the proposed conduit path for coordination and installation?

There is no existing plan/drawing for underground routing of power. The Contractor is to provide a minimally invasive solution to connect power to the backup chiller (CH-2) to the facility power.

Will remote access to the existing BAS/DDC system be provided to the controls subcontractor? Please confirm access procedures and any applicable restrictions.

Please coordinate BAS/DDC access with Base Civil Engineering.

Section 23 08 00 of the specifications states that commissioning is required for this project. Will the commissioning for CH-2 be provided by the government or a third-party agent designated by the base?

Commissioning will be provided by the Contractor in accordance with the contract specifications.

If so, can the government provide the name of the commissioning firm that performed work on CH-1?

The commissioning agent for CH-1 was "Above Green".

the automatic control valve for the existing chiller is in the main chilled water supply line prior to the manual shut off valve and T -fitting, when it should be in the branch line after the T-fitting and shut off valve for proper auto change over operation. In the drawing provided Attachment 1- drawings provided pages M-601 and M-804, it shows the DDC control valves to be in the branch lines to each chiller, not the main line before the branches(see below).

In order to function as per the drawing provided and have auto change over capability, the existing control valve would need to be relocated and the new control valve installed in the branch line for the new chiller. Please confirm relocating the existing control valve and installing a new control valve on the new chiller will be a requirement.

With any modifications to the existing chiller, the Contractor must ensure the existing chiller continues to operate as designed and per manufacturer specifications. When the backup chiller is installed as part of this contract, the Contractor must ensure the existing chiller continues to operate as the primary chiller for the facility and if it becomes inoperable, the new backup chiller must automatically activate to operate in-place of the inoperable primary (existing) chiller.

In order to achieve this design/setup intent, the Contractor may be required to relocate existing components and install new components to include valves. Also note the following from the original facility designer of record: The two chillers need to have the isolation and control valves AFTER the tee (along with the sensors & other accessories per the drawings).

This current scope (one air-cooled chiller, pad and bollards, mechanical/electrical tie-ins, controls integration, and commissioning) is much smaller. Would it be acceptable to assign one qualified individual to serve as Superintendent/QCM/SSHO (triple-hat) instead of three separate positions, provided they hold the required CQCM, OSHA-30, and EM 385-1-1 certifications
