RFI # Question/Clarification Response

Is there a specific building sequence of the new systems to be installed or a priority of what buildings will need to be completed first?

There is no Government preference to the sequence of buildings to be worked. However, final scheduling must be coordinated with the Government and may need to be deconflicted pending operations/priorities happening at the base. The D-21 in B901 and B1402 should be completed upfront if possible. Also note that B602 is the Wing Headquarters, B603 is the Wing Operations Building, B802 is the main operational hangar for the installation. Impact to mission operations shall be minimized.

2 How many buildings at a time will the KTR be allowed to work in?

No limit to the number of buildings being worked on concurrently, but contractor must limit and minimize impact to base operations (to include minimizing relocation of personnel and utility outages) and coordinated in advance with the Government. Specification 01 11 00, Section 1.3 mandates that occupied buildings must be protected at all times. Depending on the Base’s operations and flexibility, implementing impairments and workarounds could accelerate demolition if the Base chooses not to limit the number of buildings under construction simultaneously. Additionally, understanding the contractor’s approach to prioritization may be beneficial

Referencing the buildings that will require escorts, how many escorts will be provided for each building?

In general, unescorted base access can be granted to contractors pending completion of a background check with base security. Also depending on contractor needs, the base could potentially grant up to three contractors the privilege to escort other contractors onto base. These processes will be described in detail during the pre-con meeting. This would allow unescorted access to the majority of the facilities, though certain areas will require pre-coordinated and escorted access.

For your situational awareness (FYSA), Drawing G-105 (Fire Alarm and Mass Notification Summary of Work Schedule) notes the areas that require escorts.

Will accurate CAD backgrounds be provided to the successful bidder?

Yes.

5 How many design submittals will be required?

See specification 01 33 00 for submittal requirements and submittal register.

Please provide a report identifying any and all existing discrepancies with all of the existing Monaco receivers.

The base does not have any existing reports. The successful bidder shall upgrade the legacy hardware, firmware, and software of the existing Monaco D-21 receivers in collaboration with Monaco.

Please provide NFPA 72 Testing Reports from the annual inspections for all buildings included in the SOW.

Existing annual NFPA 72 testing reports are not available. Per the Contract Documents, the Contractor shall demolish and replace the existing fire alarm/mass notification system.

There are counts provided in the Justification Review Document.

Please confirm that these counts are accurate and no additional equipment is required.

The contract documents are diagrammatic in nature and may not depict all devices and equipment necessary to achieve the required functionality. As noted in the contract documents, the contractor is responsible for completing the design to deliver a fully functional, code-compliant system. Any device counts derived from the contract drawings are subject to change as the contractor finalizes the design. Accordingly, additional devices may be required.

On page 10 of specification section 28 31 76, paragraph 1.6.1.a references both Class A or B wiring. Please confirm Class B is acceptable for all circuits.

Yes.

Please confirm that the counts for the addressable input modules account for the carbon monoxide detectors shown on the plans.

See response to RFI #8 above.

The conceptual design drawings indicate the new FAMNS control equipment will be located where the existing FA equipment is located. In many cases, there is not enough space in these locations to accommodate the new equipment. Please confirm that alternative locations will be acceptable.

Yes, alternative locations are acceptable with coordination and approval from the Contracting Officer.

12 Is point reporting a hard requirement for the Monaco receivers? Yes.

Requests For Information (RFIs) - W50S7525BA010 Repair Fire Alarms

Is it the intent to utilize the Monaco equipment as a Base-Wide MNS and push voice messages out to the individual buildings?

Currently, there is no Base-Wide WANMS System in place.

However, the design intent is to allow for a future WAMNS system to push MNS messages into each building. The MAAP-X panels shall include all required modules and software options to allow a "future" Line-Level audio input originating from a WAMNS system to be pushed into each building. There is no intent for the Monaco D-21 system to provide WAMNS messages or control.

Several of the buildings appear to have existing Public Address (PA) systems. Will the new FAMNS’s be required to “shunt” the existing PA to shut off down the PA system in the event of the FAMNS activation?

No.

Per the Monaco MAAP-X data sheets, the MAAP-X and MAAP-X sub panels can be unidirectional, meaning can receive incoming information for MNS only, or bi-directional, meaning information can be sent either way. There are secure spaces shown in two of the buildings requiring the MNS panels to be networked together via fiber cabling. Do these systems need to be unidirectional or bidirectional?

Panels/Systems shall be bidirectional.

Can the designs be submitted per building, or will all 13 buildings be required to be submitted/reviewed at once?

Each building will be a separate submittal. It is preferred that the design for one building be submitted and approved before submitting additional buildings, as this will expedite the review process and reduce the number of resubmittals.

Lastly, regarding product data, a single comprehensive submittal encompassing all equipment, devices, wiring, etc., used on the project will be acceptable and preferred over submitting product data for each individual building.

Sheet 802-FA101 shows explosion-proof LED signs in the Maintenance Hangar. Monaco does not currently offer an explosionproof LED sign. Please clarify LED sign explosion-proof requirements.

All devices marked as Explosion Proof ("XP") in Maintenance Hangar Room 101 on Sheet 802-FA101 shall be Weather Proof ("WP") instead of Explosion Proof. Explosion proof devices are not required where installed greater than 18in. AFFF. Any devices and conduit installed below 18in. will remail as explosion proof (NEC Class I Div. 2). All conduit and junction boxes throughout the hangar bay shall be watertight and all wall mounted devices and appliances within the hangar bay shall be NEMA 250 Type 4 with the exception of the LED signs.

Sheet 802-FA101 shows a symbol for an explosion-proof speaker with the letters “HPSA” next to it. This acronym is not found in the symbol legend, please clarify.

HPSA is referenced in NFPA 72 as "High Power Speaker Array".

For definition see NFPA 72 section 24.4.4.4.2

To meet the time of Performance period of this project we will need 3 crews and 3 escorts at any given time. Can you please confirm this number of escorts will be provided to ensure job completion?

See response to RFI #3 above.

Since none of the existing systems are currently functioning, is a fire watch required?

Where existing systems are not currently functioning, a fire watch is not required. The awarded bidder shall coordinate and obtain approval for appropriate mitigating measures on a case-by-case basis per building.

21 Is there a specific manufacturer required for the scrolling LED signs?

No specific manufacturer is required; the provided LED signs shall comply with the Contract Documents.

Is surface mount conduit acceptable at hard lid locations throughout the all of buildings

No, conduit shall be concealed unless the existing hard lid location already has surface-mounted conduit or approval is granted on a case-by-case basis by the Contracting Officer.

Can existing fire alarm devices and conduit be removed at the time of install on systems that are not currently functioning?

Yes, for existing systems that are currently not in service, conduit may be removed at the time of installation on systems.

Is there any buildings where a escort is required Aircraft hangers are class 1 division 2 up to 18" above the floor And within 5' of the aircraft power plant. It is not necessary to have explosion proof fire alarm devices and raceways in the hangers. Is this something the government is requesting?

Drawing G-105 (Fire Alarm and Mass Notification Summary of Work Schedule) notes the areas that require escorts. See response to RFI #17 above as it relates to explosion proof devices.

25 RFI redacted

On page 1 of specification section 01 11 00 Summary of Work, paragraph 1.2.1 states “….the existing Monaco D-21 base-wide fire alarm monitoring system receivers located within Building Nos. 901 and 1402 will have software and firmware upgrades installed to bring the system up to current system standards.”

On page 4 of specification section 28 31 76, paragraph 1.3.1.g states ….contractor shall upgrade hardware, firmware and software as recommended by manufacturer…” Please confirm the existing receivers are to be replaced with new hardware.

New hardware is required. See reponse to RFI #6 above.

On page 1 of specification section 01 11 00 Summary of Work, paragraph 1.2.1 states “Finally the secondary receiver located within Building 1402 will be connected to existing communication infrastructure and returned to service and incidental related work.” This sentence is very vague and needs clarification to what specifically is to be completed by KTR as well as a description of what the existing communication infrastructure consists of.

The intent of Section 01 11 00, "Summary of Work," Paragraph 1.2.1, is to upgrade the existing secondary Monaco monitoring receiver and associated components located in Building 1402.

The goal is to ensure the system allows the user (CE) to have a functional workstation for monitoring the entire system. The incidental work mentioned may include relocating station components or installing a new D21 system that has been tested for connectivity and oversight.

Can additional specs/information please be provided on the Air Sampling Control Units.

No additional specifications are available. See Specification 28 31 76, Section 2.9 for requirements.

Are existing-reflected ceiling plans available for each building?

No, existing reflected ceiling plans are not available for each building. Ceiling types are indicated on the Contract drawings.

30 Can multiple buildings be worked on at the same time? See reponse to RFI #2 above.

For painting, what is the minimum area around each device that must be painted?

See Specification 09 90 00, Paragraph 1.1.1. As it relates to patching and painting outlined in the plans and specifications, the area impacted by the demolition should be painted to ensure a complete and uniform finish, subject to government approval.

Are there existing access points to the area above the drywall ceiling?

The availability of access points to the area above the drywall ceiling should be determined by the contractor based on site conditions and the requirements of the Plans and Specs.

Does the drywall extend up to the roof from the hallways blocking access to the office areas?

The extent of the drywall installation is unknown, but it should be assumed that the drywall extends up to the roof from the hallways.

What kind of ceiling tiles are in Building 603 Room 167 the Heritage Room?

These are tin ceiling tiles that are different from the rest of the base standard. Product data can be discussed with the winning bidder.

Are the ceiling tiles in Building 603 Room 167 the Heritage Room to be replace with like tiles?

Yes, alternatively, the new notification devices could be installed in the same locations as the demolished devices.

During the site walk, it was observed that Building 802 has netting restricting access to the roof. Is it the contractor’s responsibility to remove and reinstall the netting to access the detectors that need to be demolished in that area?

Yes, it is the Contractor's responsibility to access the detectors in a manner that avoids any damage to the netting

Building 603, Room 205, and Building 701, Rooms 158, 158A, and 158B contain SCIF areas that rely on RF filters to enter the space.

The manufacturer advises against using RF filters due to a high probability of ground faults occurring in the system. Additionally, the current design only designates a NAC booster panel in these locations, which will provide power for strobes but will not address the required audio functionality. We recommend that sub-panels be required in these areas to mitigate potential system issues and ensure proper functionality. Utilizing sub-panels will also ensure that audio is transmitted via fiber optics, a non-volatile medium that cannot be used to listen inside the space, unlike other configurations where a speaker could be rewired to function as a listening device.

To ensure a fair and equitable bidding process, can the project documents be updated to specify that all bidders must provide sub-panels in these locations?

EMI RFI filters have been successfully used on similar projects.

There are several manufacturers of these types of filters. Given the size of the room(s) and the number of devices within the room(s), the Contractor shall have the option to install the system as depicted on drawing G-108 or provide a sub-panel if desired.

Do the existing conduit pathways for the buildings need to be removed in their entirety, or can they be abandoned in place?

Refer to General Fire Alarm Demolition Note #9 on Drawing G- 103 for conduit demolition requirements.

Section 28-31-76, 2.3.4.2 of the specifications states, “The system must have the capability of utilizing an LOC with redundant controls of the FMCU.” Monaco offers two LOC models: one with a touchscreen display that mirrors the fire alarm control unit and another with more limited control functionality. Should the LOC in this project match the fire alarm control unit with a full touchscreen display, or is the limited-functionality model acceptable?

The first sentence in Section 28 31 76, paragraph 2.3.4.2 a. shall read as follows: "The system must have the capability of utilizing an LOC (full function type with touchscreen display) with redundant controls of the FMCU."

Drawings do not currently show surge suppression devices for exterior speakers, and UFC requires lightning arrestors for any notification devices connected to a building without lightning protection. Are all buildings in the project equipped with lightning protection, or should surge suppression devices be included in the design?

Surge suppression devices shall be provided where required by the contract documents. For the facilities identified within this project, the only facility with a lightning protection system is B802 (Fuel Cell Hangar).

Drawings indicate notification devices labeled as "HPSA" in Building 802 and Building 1204. However, there is no description of the intended function of these devices compared to standard speakers.

Based on industry-standard applications, high-powered speaker arrays (HPSAs) are typically used for long-range intelligibility in high-noise or large open-area environments. Can clarification be provided on the required performance characteristics for these devices, such as sound pressure level, frequency response, and coverage area, to ensure that the appropriate style of speaker is selected?

The design intent is to meet audibility requirements of UFC 4- 211-01 and Intelligibility requirements of UFC 4-021-01.

Instead of conventional speakers, either High Power Speakers or High Power Speakers Arrays shall be employed. The contractor shall perform modeling to demonstrate a minimum 90 dBA SPL and 0.6 CIS within the hangar bay.

Building 802 drawings indicate that the majority of devices are tagged with "XP" next to their symbols. However, the drawings do not define what the "XP" designation represents. Typically, "XP" denotes explosion-proof devices, but during the site walk, non-explosion-proof devices were observed within the hangar and other areas where the "XP" tag appears on the drawings. Can you confirm whether explosion-proof devices are required for this building? If so, what classification should they meet (e.g., Class I, Division 1 or Class I, Division 2)? Additionally, if explosion-proof requirements apply, should the conduit pathways also adhere to the corresponding hazardous location installation standards?

See reponse to RFI #17 above.

The drawings for Building 802 indicate that textual displays are required and are currently tagged with an "XP" label. However, there are no commercially available scrolling textual displays that conform to Class 1 hazardous location requirements. Can you confirm whether explosion-proof (XP) compliance is required for these textual displays? If so, how should this requirement be addressed given that no compliant products exist on the market?

See reponse to RFI #17 above.

Structural drawings for Building 802 were not included in the provided bid documents. In order to perform accurate audio modeling for the space, we require these drawings to assess building dimensions, materials, and structural features that may impact speaker placement and acoustics. Can the structural drawings for Building 802 be provided?

Yes, structural as-built drawings will be provided to the successful bidder upon request.

Is it acceptable to perform work on multiple buildings simultaneously, or is there a required phasing plan that limits work to one building at a time?

See reponse to RFI #2 above.

Is it a requirement for conduit installation on this project to be concealed, or is exposed conduit acceptable?

A combination is allowed depending on room type, see General Fire Alarm and Mass Notification Notes, along with the General Fire Alarm Demolition Notes on Drawing G-103, for conduit installation requirements.

The specifications of this project requires voice intelligibility modeling, which necessitates detailed building information such as ceiling heights, building materials, finishes, furniture layouts, and furniture materials. This level of detail is critical for ensuring accurate modeling results. Will this information be provided to us, or will it be our responsibility to obtain and document it? If it is our responsibility, please confirm whether existing drawings or reference materials are available to aid in this process, as collecting this data independently would require significant effort and essentially involve recreating building drawings from scratch.

Yes, As-Built drawings will be provided to the successful bidder upon request. Additional industry-standard information will be the responsibility of the Contractor.

Based on the project specifications, this appears to be a Design-Bid- Build contract, where the contractor is responsible for installing the system according to the provided design. However, certain necessary design details may be missing. Additionally, the provided notification device layout may not fully account for the results of the required audio modeling. If the audio modeling determines that additional speakers or notification devices are necessary to meet intelligibility requirements, or if the Quality Control Fire Protection Engineer (QFPE) identifies missing requirements that must be addressed to ensure compliance, will a change order be issued to cover the cost and labor for these additions? Please confirm how discrepancies between the provided design and final system performance requirements will be addressed.

No, per Unified Facilities Criteria, ANGETL, and the project plans and specifications, the successful bidder is required to utilize a QFPE (see Specification 28 31 76, paragraph 1.3.1) to complete the design, ensuring a fully functional, code-compliant system is provided.

Can the radio frequency currently used for the base be provided? No, Monaco Enterprise maintains a database of the frequency currently assigned to the base.

For previous radio-based projects, we have encountered requirements for ordinance compliance and HERO (Hazards of Electromagnetic Radiation to Ordnance) studies to ensure that radio equipment does not interfere with sensitive operations. Will HERO approval and ordinance compliance be required as part of this project? If so, please clarify the approval process and any specific documentation or testing that will be necessary for compliance.

HERO approval is required. Contract awardee will coordinate approval with the base/installation.

During the site walk of Building 802, it was observed that a suppression system is currently installed in the hangar. However, the provided drawings do not indicate any required interface between the fire alarm system and the suppression releasing system. Is it a requirement of this project to interface with the suppression system for activation, monitoring, or shutdown functions? If so, please provide details on the expected integration and control requirements.

Existing fire alarm items associated with the AFFF system, which have been locked out and tagged out per the SunDown Policy, shall be demolished. Last sentence is confusing. Should it read, "Per Drawings, items associated with the existing AFFF system should not be connected to the new fire alarm/mass notification system"?
