About this file
This document contains questions and answers regarding a solicitation for the construction of a C-130J flight simulator facility. The solicitation seeks a firm fixed-price contract to provide all labor, materials, equipment, and supervision necessary to construct an approximately 11,225 square foot facility at Channel Islands Air National Guard Station in Ventura County, California. The facility is to include a simulator hangar, general purpose shops, administrative spaces, and mechanical, electrical, fire protection, and telecommunications rooms. Funds are anticipated to become available by 30 September 2020 and the construction period is 400 calendar days from notice to proceed. The solicitation is reserved for small businesses only and classified under NAICS code 236220 with a size standard of $39.5 million. A pre-bid conference and site visit was scheduled for 26 July 2022 but one bidder was unable to attend due to not being escorted as expected. The document addresses uploading site visit materials by 1 August and the possibility of an additional site visit.

Construct C-130J Flight Simulator Facility Questions and Answers
No. Question Response
I received confirmation from Mr. Van Otten on Monday, July 25th that our team members would be escorted to the meeting location on July 26th for the C-130J Flight Simulator Facility Project W50S7522B0001 site visit. <Name Redacted> and <Name Redacted> were at the meeting location stated in the “Instructions to Bidders” at 9:00 am on July 26th. Mr. Ochs and Mr. Van Otten both confirmed that someone was being sent to the gate to assist with escorting them, but no one showed. Due to this, we could not attend the site visit and would like to request the list of attendees and information from the meeting (i.e., Recorded Minutes, Video of Meeting, Site Photos, etc.). In the bid documents, it states that they will be uploaded to SAM. Can you advise on when you expect these to be uploaded?
Also, is it acceptable that we are approved to come look at the site ourselves a week before the bid date at the latest, if possible? In addition, we are very concerned and disappointed and do not want this situation to happen on the date of the bid. How can we ensure access ahead of time?
Thank you for your time and understanding. We look forward to hearing from you.
With respect to the site visit documents, a number of these are manual and will need to be transcribed before uploading. We anticipate being able to post these documents no later than Monday.
It is unfortunate that your personnel were unable to attend the site walk; however, I have conferred with onsite personnel (146 Security Forces Squadron, 146 Civil Engineer Squadron, and Mrs. Jackson-Garcia) regarding contractor personnel being held at the gate pending an escort. All of them have confirmed that your personnel did not check-in with Security Forces at the gate and there were zero privately-owned vehicles waiting at the installation gate prior at the scheduled start of the pre-bid conference. In light of your concern on the day of the site walk, the start of the conference was delayed by ~20 minutes while we made additional trips to the gate and patrolled the parking lot to look for individuals waiting in their vehicles. Again, there were no vehicles at the gate; there was nobody waiting in their vehicles.
In considering the 20 or so other attendees that were able to attend, I can only conclude the Government's instructions were clear and unambiguous.
Additionally, the Government went above-and-beyond to ensure anyone who wanted to attend could attend (i.e., the additional trips to the gate and patrolling the parking lot). There is only one entrance to Channel Islands ANGS--is it possible that they ended up at the Navy base next door?
For ensuring that this does not happen again at the bid opening, I would suggest ensuring your personnel are familiar with where they will need to clear security ahead of time. This security checkpoint, coincidentally, is also the location of the bid dropbox where your bid will need to be submitted prior to the public bid opening.
With respect to an additional site visit, I will need to determine the Civil Engineer's availability and, if we purse an additional site visit, we would only consider a second, public site walk. Notice of this site walk would need to be posted with enough time for any other potential bidder to see the post and make appropriate arrangements. Soonest we will have an answer for this would be early next week as well.
