About this file
This document is a Memorandum for Record detailing a site visit for Solicitation W50S73-25-B-0003 by the Idaho Air National Guard (124th Mission Support Group) for an East Ramp Crack Seal/Markings project at Boise Air Terminal (Gowen Field). The site visit occurred on 20 August 2025, with government representatives and potential contractors present. Key project details include removing existing markings (approximately 400 square feet), repainting certain lines, and addressing joint sealant and concrete surface conditions. Contractors must be registered in SAM.gov and submit all questions in writing to the contract specialist. The project involves removing double yellow lines, repainting a 6" red line, and removing "ICT-1" and "ICT-2" parking spot markings. Environmental considerations require appropriate disposal of construction wastewater, and concrete repair is noted to be beyond the current contract's scope.

RFI 01: Will sealant need to be removed for concrete sprawled areas. See below photos.
https://www.sam.gov/portal/public/SAM/ mailto:treyvlin.jones@us.af.mil
Spalled areas previously filled with sealant, which are not connected to joints or sealed cracks may remain as-is.
RFI 02: Does all excess sealant material need to be removed from around the concrete control joints or just excess material that may cause a FOD issue.
Excess sealant on the surface up to 2” from joint/crack is to be removed. Reference: SOW Tab A Project Description, Section 13 Construction Requirements, paragraph 13.13 Final Cleaning of Joints.
RFI 03: BXRH 252007 East Ramp Airfield Markings scope of work, 3.1 states marking removal will be required.
Do you have a square footage quantity of paint removal required?
Remove double yellow line in areas indicated on attached drawings. There are two areas where existing markings need to be removed: Double yellow lines in front of hangar bay doors needs to be removed, red line to be repainted 6” wide. Two (2) parking spots were mis-marked. “ICT-1” and “ICT-2” lettering to be removed. Approximate total for marking removal will be 400 SF.
RFI 04: If paint removal is required and a hydroblasting truck is used that also vacuums up the the waste water. Does environmental consider this wastewater a bio hazard and will need to be disposed of according to state and federal requirements?
Environmental does not consider the wastewater from construction to be a “biological” hazard. However, the Contractor will be responsible for disposing of it appropriately. Construction wastewater, regardless of its characteristics, is prohibited from being discharged into drains or water ways on Gowen Field. Reference: SOW Tab B General Requirements, Section 4 Environmental, paragraph 4.8 Hazardous Waste.
RFI 05: Please identify and quantify the markings that need to be removed.
RFI 06: Please identify and quantify what is new markings that will be going in and the existing markings to be re-painted.
Refer to attached drawing from 2024 which may be considered an “As-Built” showing what markings were applied last year to the main ramp. Restricted Area Boundary “Red Line,” Ramp Boundary (Double Yellow) lines, and Entry Control Points are existing and will only require touch-up unless otherwise noted. Thermoplastic markings on the Arm/DE-Arm pad, to include ramp boundary (double yellow) line, shall be retained and protected. For approximate quantities of new markings to be applied, Refer to SOW Tab A Project Description, Section 8 Contract Line-Item (CLIN) Structure, paragraph 8.1.
RFI 07: Please address how Joint Spalls should be addressed by the contractor. There are material limitations in the Joint sealing spec and by the sealant manufacturers. Please take into account that over-filling spalls with sealant does not "fix" concrete spalls.
124 CES acknowledges that the concrete ramp surface has deteriorated in many locations. There may be localized areas where once clean and prepared, the sealant reservoir may be wider than the nominal joint width. As each area of deteriorated concrete is unique, the actual fill depth will be coordinated with BCE representative during construction. Our intent is to use a sufficient amount of sealant to seal the joint but not overfill.
RFI 08: At walkthrough was observed approx 15 large concrete spalls at panel corners are this to be cut out and repoured or cleaned and filled with an epoxy concrete spall repair material
Concrete repair is beyond the scope of this Contract and will be addressed in the future.
6. Any amendments that are issued will be posted to the web site. Contractors were advised to check the website frequently.
7. The site visit concluded at 1200 hours.
