NAICS code has been changed to 621340

15 Can you provide explanation of the acronym OATA? This appears to be either the Ohio or Oklahoma Athletic Trainers Association. Will the government be using the athletic training licensing process for the state of Idaho?

OATA is a typo should have been National Athletic Trainers' Association (NATA) process for Athletic trainers, PWS has been revised to reflect change

16 Is the master's degree requirement separate from the licensed Athletic Trainer requirement? Current NATA requirements for athletic training licensing require a bachelors OR master's degree from an accredited professional athletic training education program. Any software would have to be vetted before being uploaded on to a govement system.

19 The document states "The resumés should detail each key personnel’s experience performing similar functions as required by the Performance Work Statement both with the company and outside of the company."

Q. Are the proposed key personnel required to be part of the company prior to contract award, or can the vendor submit Letters of Commitment / Intent with the submission?

Key personnel are not required to be part of the company at the time of submission piror to award

20 The requirements for the "Project Equipment and Supplies Plan" states that "The plan shall also demonstrate the capability to provide strength and conditioning for the neck and back."

This appears to be taken from the 124 OHWS solicitation and does not address the specific needs of the 124 ASOS Special Warfare Airmen and Tactical Air Control Party. The equipment needed to support SWA and TACP personnel is differs from the equipment needed to support fighter pilots and aircrew as the latter's requirement is primarily focused on neck and back pain.

Can the Government confirm that the 124 ASOS's primary need is for neck and back strength and conditioning or was the statement above included in error?

Solicitations that recognize the specific needs of ASOS Special Warfare Airmen may be rated higher in this evaluation factor.

No

Can the Government define what requirment is for pricing? Should the pricing be submitted in MS Excel format or is the expectation for the spreadsheets to be saved into PDF or MS Word?

Excel, Word or PDF are all acceptable formats for pricing submissions.

23 Is the expectation for the pricing to be submitted as a separate proposal volume / file? No 24 This section discusses payment terms during periods of base closures. Since this is a FFP contract, what is the intent of the Government?

The intent is to advise that due to security or other emergencies the gates to the installation maybe closed and delay personnel from entry or exit and that contractors are not compensated for these unexpected delays.

25 Is the successful vendor required to have a local office? No

Since the vendor is required to provide a "Project Equipment and Supplies Plan," can the Government provide a listing of the weights and lifiting equipment that will be available for use?

Photos of equipment provided with the solicitation.

The PWS states "General: Except for those items specifically stated to be Government‐Furnished in section 3, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1."

Section 3 in the PWS document is titled "Post Award Conference / Periodic Progress Meetings."

Section 5 details Government Furnished Material, Equipment and Services (GFM/E/S).

This appears to be an error.

This was a typo and has been corrected.

28 What price benchmarks does the government require to use for: " cost analysis of pain pre‐ habilitation sessions, comparative billing of each pre‐habilitation session"? For example, Tricare, military MTF, local civilian clinics, etc.

This can be addressed post award and should not affect priced proposal.

29 Does the required software need to be named in the solicitation response? No

The Past Performance requirements identified in this section only allows or accounts for Past Performance examples that have a CPARs and FAPIIS.
