About this file
This document contains questions and answers regarding a federal contract opportunity for linen services. The key details are:
The contract is for an Indefinite Delivery, Indefinite Quantity (IDIQ) linen service, with a base year and up to two option years, plus a potential 6-month extension. The required services include pickup of soiled/dirty linen, laundering, and delivery of cleaned linen. The linen items include sheets, pillowcases, mattress pads, blankets/quilts, towels, bathmats, and tablecloths. Pickup/delivery frequency will vary from 1 every 2 weeks to up to 12 per week depending on operational needs. No HLAC certification is required, but the contractor must follow industry standards and guidelines. This is not a new contract, but there is no incumbent provider identified. Subcontracting is allowed, but the prime contractor is responsible for performance.

Bidder Ques ons Linen Service IDIQ contract:
1. What is the frequency of pick‐up / delivery (turnaround me: daily, once per week, biweekly, etc...)? This will change depending on the base opera onal tempo and the size of the transport vehicle. It will range from 1 pick‐up/drop‐off every two weeks to 1‐2 pick‐ ups/drop‐off a week. It is not likely it will exceed than 2 pick‐ups/drop offs in one week. The turn around me should be no more than 1 week for 1 pick‐up.
2. Is HLAC cer fica on required for the contractor's facility, or is experience in managing medical linens sufficient? HLAC Cer fica on is not required. No. The Contractor is expected to follow prac ces/guidelines established by the Associa on for Linen Management (ALM), and accepted industry standards. h ps://www.almnet.org/
As for the facility – it should follow sanitary condi ons as specified by the Joint Commission
(JC). h ps://www.jointcommission.org/standards/about‐our‐standards/ The Laundry Plant layout/design should incorporate a “design for asepsis” whereby clean linen neither encounters soiled linens nor shares the same physical space, thus avoiding cross‐ contamina on and/or reintroduc on of bacteria once processed.
3. My first ques on is if this is a one and done deal? No this is an IDIQ contract.
4. Also if so what dates are the services needed to be provided? See the CLIN period of performance on solicita on page 27.
5. Do you have a minimum of 4 PAR for all the materials? If so, how much backup/PAR do you have?
We have 3 PAR for all items. 1 backup.
6. Could you please provide linen ID for each item that needs service? (They need to know the manufacturer, thread counts, and etc. to determine whether they can accept or not) There is a linen exchange in process. The manufacturer will change during this contract. Equivalent size/weight items will be replaced.

7. Can you describe what the entrance to the facility is like? This company I'm in talk with did a job there previously in between 2020‐2021, and it took them typically an hour to even 2 hours to go through the clearance process to enter the facility. I'm thinking it is because of Covid then, but what me frame can we expect to enter the facility? The bidder should know that pick‐up/drop‐off is on a military installa on. Upon arrival at the gate, the vehicle will be searched. If the gate is busy searching other vehicles, there could be a wait. The Contractor will be expected to have unescorted creden als for base access. If they do not have the creden als, or if a new driver or new helper shows up, then the Contractors will have to be escorted on base by Housekeeping staff which could cause a delay. Typically, it takes no more than 20 minutes to gain base access. If it takes longer than that, it’s usually because there’s other vehicles in line or the Contractor’s drivers have changed.
From the gate, the Contractor will drive to the main pick‐up facility which is 1 less than mile from the gate.
8. And who is your current laundry service provider? I'm asking because it seems like there is only one that can fulfill the amount of requirements in Savannah. Are you willing to renego ate with the same vendor under what condi on? Services are provided by different local vendors on a smaller scale then what the Contract is reques ng.
9. Are we able to have pickup and delivery occur outside the gate? If not, how can we ensure mely processing of drivers during these mes? Delivery and Pick‐up will occur on base at a specified facility. Drivers and passengers are expected to a ain unescorted base access to enter base without escort. Vehicle must have current registra on. Vehicles will be searched up arrival. The length of the process will depend on how busy the gate is. We cannot ensure a me length on how long it will take to get through the gate.
