About this file
This is a Questions and Answers (Q&A) document for Solicitation W50S6Z26QA004, a federal contract opportunity at Robins Air Force Base for installation of an Intrusion Detection System (IDS) and Access Control System (ACS) in Building 2078, Room 118 and associated sub-rooms (118O, 118Q, 118R).
Funding and Delivery: Funds are not presently available; Government obligation is contingent upon appropriated funding approval from Resource Advisor (RA) and Air Force Ordering Officer (AFO). Delivery will occur within 90 days after award. Facility Specifications: Room 118 comprises approximately 2,789 square feet total, with sub-rooms 118R (~1,217 sf), 118Q (~355 sf), and 118O (~1,217 sf). Access control is required at the primary entry (Room 118R) and emergency exit only (Room 118O). The main entry door is a single-panel assembly, non-STC rated, with existing X-09 primary lock and electric door strike already installed and wired to the access control system; door hardware is not electronic access control compatible, and make/model is unknown. One single-panel emergency exit door exists. System Requirements: The contractor must install Honeywell Vindicator V3 platform only for the IDS and ACS, configure existing SAW 2 software in Room 118Q (half rack location) with VCC 2 software addition, and connect all systems logically and physically from East Campus (116 WG Guard units area) to Base Defense Operations Center (BDOC) with configuration required at local, intermediary, and BDOC switches. Network switches will be contractor-furnished if existing switches lack sufficient open ports; conduit/fiber pathway is already in place. UPS run-time minimum is 4 hours for the ACS/IDS panel and Site Commander/VBM3 workstation, requiring additional batteries. Infrastructure: Electrical distribution panel is approximately 2 feet away; building communications room is approximately 75 feet away. Ceilings are suspended tile throughout. New conduits and pathways must be concealed as much as possible, with surface mounting permitted. Government will not provide furniture for the badge manager workstation. AE VSC Site Commander (Windows 10) requires SAW 2 compatibility.

Q&A #1 - Solicitation W50S6Z26QA004
1. Please confirm that funds are currently available for this requirement, and whether the anticipated award timeline aligns with the delivery date in Block 8 of SF 1449? Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriate funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Delivery will be within 90 days after Award.
Awaiting approval from RA and/or AFO
2. What are the approximate dimensions of Room 118 and the interior sub-rooms 118O, 118Q, and 118R?
Dimensions (only in sq ft):
• 118R – ~1217 sf
• 118Q – ~355 sf
• 118O - ~1217 sf
3. Is independent access control required at each sub-room entry (118O/Q/R), or only at the primary entrance?
Primary ECP Rm 118R and Rm 118O (emergency door only)
4. SOW Section 2.2 references installation "on the main entry door" and separately states "the access control system must provide access control to the interior primary entry door." Please confirm whether the main entry door and the interior primary entry door are the same doorway described twice, or two separate doorways.
There’s the main entry door (no interior primary entry door)
5. For the main entry door: is it a single or double door assembly, is it STC or STC/RF rated, what is the applicable fire rating, and what is the make/model of the existing door hardware (e.g., LKM 10K Type IV) – including whether that hardware is electronic access control compatible?
• Single door assembly
• It is STC rated - No
• Applicable fire rating (see pics below)
Primary Entry Door Frame (R118R) Exit Emergency Door (R118O)
• Door Hardware o Make and Model: Unknown o EAC compatible: No o X-09 as primary lock
Electric door strike is installed in the door frame and wired directly into an access control system
Motion request to exit currently installed
6. For the interior primary entry door: please provide the same information as above
(single/double, STC or STC/RF rating, fire rating, existing hardware make/model, and EAC compatibility).
Same as above
7. How many exit-only doors are there, and are they single-panel or double-panel?
There is one exit-only door (for emergency use); it’s single-panel
8. What is the estimated distance from Room 118 to the nearest electrical distribution panel?
9. Approximately 2 ft; the final configuration depends on how the contractor chooses to wire it.
What is the estimated distance from Room 118 to the building communications room?
Approximately 75 ft; The final configuration depends on how the contractor chooses to wire it.
10. The SOW states the contractor shall "connect all systems logically and physically from the East Campus to the Base Defense Operations Center (BDOC)." Four questions pertaining to this requirement:
(a) Does "East Campus" refer to Bldg 2078/Room 118, or a separate campus/facility on Robins
AFB?
The east campus is the area where the 116 WG Guard units are located on Robins AFB
(b) Is the contractor's scope limited to extending the Room 118 IDS/ACS system's connection to existing BDOC monitoring equipment (i.e., terminating at a demarcation point such as a head-end panel or network switch), or does the contractor have scope to install, configure, or modify equipment inside the BDOC itself?
Yes; configuration will be required at current switches local, intermediary and BDOC
(c) Is the network switch contractor-furnished or Government-furnished equipment?
It’ll be contractor furnished if existing switches do not have enough open ports
(d) Is the conduit/fiber pathway already in place, or will the contractor need to install new infrastructure? If new, what is the approximate run distance?
The conduit/fiber pathway is in place
11. What is the required UPS run-time for the ACS/IDS panel and Site Commander/VBM3 workstation?
A minimum of 4 hours; additional batteries will be required
12. Does the Government want the contractor to provide furniture for the badge manager workstation? NO
13. Does the AE VSC Site Commander (Win 10) specified in Para 2.12 require SAW 2?
Yes
14. Where is the existing SAW 2 physically located (the one referenced in Para 2.13 that will receive the VCC 2 software addition)?
In 118Q in the half rack
15. Is the ceiling in Room 118, and in the hallways leading to the nearest electrical distribution panel and communications room, a suspended tile system or hard lid?
Suspended tile
16. Within Room 118, are new conduits and pathways installed by the contractor required to be surface mounted or concealed?
Concealed as much as possible; surface mount is allowed
17. Requesting design drawing(s) to engineer the solutions. Honeywell Vindicator is required for the IDS, but it’s unclear if the access control system is to be the customary Software House C-CURE platform or a Vindicator add-on.
Vindicator V3 only
