QUESTIONS & ANSWERS
W50S6Z22R0008 HVAC Multi-Boiler Renovation and Inspections
Q1 We I don't see any drawings or specifications for this project? Can these be provided? Along with the basis of design for the new updates?
A1 Partial drawings may be provided on request pending availability. Original As-builts are often maintained by the host base (78th CEG) and in some cases may not be available.
Q2 Please provide the controls requirements and any upgrades to those systems that might be needed.
A2 In addition to the safety and operational controls on the newly installed boilers, need to integrate & program into the existing Metasys (Johnson Controls) DDC system. Integration needs to include the same as the original programming of previous boilers, remote monitoring of on/off status, reset schedules, adjustable HW set points for the pumps & boilers.
Q3 The SAM.gov solicitation states that this is 8a Set Aside, please confirm.
A3 This is a competitive 8a Set-Aside.
Q4 Regarding the two (2) 2,000 MBTU Boilers. We took a look at the documents and they were very vague on exactly what they are wanting them replaced with. We did see a small blurb about
Cast Iron Sectional. Is this what they are actually wanting to go back with. An equipment
Schedule would be wonderful along with a spec of some sort. If you look in the description it says cast iron. Need a little more information. I would assume these are hot water for heating. I can provide whatever they are looking for cast iron sectionals to high efficiency condensing.
A4 Yes, these are gas boilers, hot water for heating. Replace with high thermal efficiency, energy efficient, stainless steel commercial boilers.
Q5 Are there any electrical upgrades needed for the new equipment? Please provide existing panel schedules and one line diagrams for confirmation if needed.
A5 Contractor should field verify existing electrical conditions to ensure proposed new equipment can be installed with or without electrical upgrades. In addition, we are requesting high thermal efficiency, energy efficient commercial boilers (see A4) . Minimal to no electrical upgrades should be required for energy efficient devices but contractor should verify prior to purchasing.
Q6 Year current equipment was installed?
A6 Assume current equipment was installed originally with the facility. B2051- 1997; B2370/B2350-
2000; B2039- 1995; B2030-1998; B2081- 1960; B2036-1996
Q7 SCOPE, GENERAL: There is mention that the contractor shall provide all engineering. There should be no engineering required for the scope provided. Can you please revise this statement?

A7 Revision acknowledged. Engineering verbiage will be removed.
Q8 Bldg. 2370 – Will there be entry inside the gate to drive around the building, to the condensing unit that is being replaced? This would alleviate the need of a crane or boom truck.
A8 Yes, entry access to B2370 can be coordinated for contractor entry.
Q9 #2 of Special considerations mentions temporary heating and cooling. Can you please specify which areas will require temp. cooling/heating?
A9 Temporary heating and cooling is only required if the work being performed negatively impacts the comfort of inhabited occupants (i.e. office spaces). Areas that may require temporary heating/cooling would be any admin or office spaces that experience a loss of comfort cooling/heat.
Q10 When submitting the bid, Is the attached to be returned completed or is there other documents required?
A10 Yes, please provide a filled out cost breakdown along with your proposal.
Q11 Is a Bid Bond mandatory to accompany the bid?
A11 Bonds and insurance are required.
A12 Page 8 Deletion: B2036- Contractor shall install new 120 gallon water heater. Water Heater no longer needed as this is a new unit.
