II. SCOPE
GENERAL: The Contractor shall provide all engineering, supervision, labor, parts, equipment, tools, supplies and all incidentals required to B2051, B2370, 2350, 2039, 2030, 2081, and 2036 at Robins, AFB GA. This will include all associated site preparation, site verification and improvements necessary in accordance with this Scope of Work (SOW).
A. PERIOD OF PERFORMANCE: Complete all work for this project within 300 calendar days of notice to proceed. Changes and/or modifications must have prior approval from the Contracting Officer (KO). If the contract is longer than the established Period of Performance (PoP), unless determined not to be the contractors fault, the government will assess liquidated damages. Contractor shall provide any necessary evidence that pertains to reasons for not following the PoP.
B. TOUR OF JOB SITE: Site visit will be offered. Bidders shall verify all dimensions; determine all quantities of materials and devices necessary to accomplish the work in accordance with the intent of this statement of work.
Submittal of bid will serve as prima facie evidence that the bidder has taken into account site conditions.
C. CONTRACTOR REQUIREMENTS: The Contractor performing the work shall be qualified and experienced in general construction. The Contractor awarded this project shall have a supervisor and/or foreman on site at all times to oversee and supervise qualified experienced technicians in all phases of work. A licensed Professional Engineer is required to supervise and review all designs requiring structural, mechanical, civil, or electrical calculations prior to submission to the KO.
All calculations and final drawings must be signed and stamped by the Professional Engineer.
1. The Contractor shall report ALL contractor Labor Hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (Or ENTER THE USPFO for (State/Territory) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

a) Reporting inputs will be for the labor executed during the period of performance during each Government Fiscal Year (FY) which runs from October 1 thru September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 2. Contractor Base Access: The Contractor is responsible for ensuring proper documentation is received for personnel badges and vehicle passes in time to avoid any delay in project start of performance. This includes will require at least a 5-day advance notification to the 116 CES representative, Staff Sergeant Noah Merrow (478-201-1434) for badging and escort support.

3. AT LEVEL 1 TRAINING: All contractor employees, to include subcontractor employees, requiring access Government Installations, Facilities and Controlled Access areas shall complete AT Level 1 awareness training with 10 calendar days after contract start date.
4. Pre-construction Meeting: The Contractor shall be required to coordinate construction by meeting with the KO, 116 Civil Engineering representatives, and other members as required prior to the commencement of any work. Topics of discussion will include: work hours, lay-down and storage areas, work area limits, safety compliance, emergency and routine evacuation of the work area and any other topics deemed necessary by the KO or CE representatives.
5. Exterior/Interior Site Measurements: The Contractor shall perform a physical survey of the actual site to verify locations of existing buildings, mechanical systems, fences, power cables, communication cables, and water and sanitary sewer line conditions prior to the start of construction. All utility outage requests must be accomplished two weeks in advance of the start date. This is accomplished by providing a utility outage request to 116 CES, TSgt Noah Merrow (478-201-1434). The 78 ABW requires a dig permit for subsurface construction on the exterior of facilities two weeks in advance of the start date. This will be accomplished by providing an AF Form 103 to the 116 CES, TSgt Noah Merrow (478-201-1434). Utilities that are shown in any attachments or plans are approximate locations; contractor shall verify locations prior to construction. Contractor shall perform a physical survey of the interior of facilities to be modified, repaired, or renovated to verify dimensions, wall locations, wall composition, floor composition, subfloor and exterior subsoil conditions. Electrical, Mechanical, and Plumbing surveys may be required. The buildings have been modified frequently over the years, and most likely will not have accurate as-built drawings available. Also, the Contractor shall submit a list of items that will need to be moved to accommodate the construction work to the CE Rep and KO for review.
6. Schedule: Normal work hours will be 0730 to 1630 Monday through Friday excluding Federal Holidays. Any deviations must be coordinated at least 24 hours in advance with the exception of emergencies.
7. Material & Equipment Storage: The Contractor shall stockpile and place materials and equipment only in areas specifically approved by 116 CES Representatives. All materials stored on base are at the risk of the Contractor and not the responsibility of the Government.
8. Safety: The Contractor personnel shall work in a safe manner in accordance with Government standards. Determination of what constitutes unsafe practices is at the discretion of Government personnel. Failure of the site supervisor to ensure Contractor personnel work safely and with the proper gear may require a stoppage of work and/or removal of the workers at no cost or delay charged to the Government. All Contractor personnel shall have appropriate clothing and Personal Protective Equipment (PPE) worn at all times. At a minimum, this includes wearing work pants and shirts, work boots and if outdoors, yellow or orange bright reflective safety vests. Loose fitting clothing and open toed shoes are not allowed on the work site. Additionally, some tasks require additional protection: i.e., safety glasses, hearing protection, masks, etc.. Safety harnesses shall be required for workers performing work two (2) meters or more above ground or floor level.
9. Accident Prevention: The Contractor shall comply with the following safety requirements while performing work under this contract:
a) Use diligent care not to damage the facility or government assets in the project while in performance of this contract. Damage caused by Contractor negligence will be repaired to pre-existing condition and no additional cost to the Government.
b) Traffic Control Devices: The Contractor will be responsible for signal lighting and barricading the immediate work area as determined by the KO or
BCE.
c) All vehicles operated by the Contactor will obey all traffic signs and laws while operating on Robins Air Force Base.
d) Electrical extension cords may be used on a temporary basis to provide power to tools and equipment. Do not overload extension cords. Any frayed or spliced extension cords are prohibited.
e) Fire Prevention: The prevention of fire is imperative during construction projects. The Contractor is responsible for enforcing fire safety in his work area.
The Contractor shall have serviceable fire extinguishers readily available at all times. Extinguishers shall be supplied by the Contractor.
f) Smoking is prohibited inside buildings and within 15 meters (50 feet) of flammable and combustible liquids. Smoking is permitted only in designated areas.
g) The Contractor shall report all fires to the 78th Alarm room at 478-497- 8519 or dial 911. Upon discovery of a fire, yell “Fire, Fire, Fire”, call 911 and evacuate the area.
D. ENVIRONMENTAL CONSIDERATIONS:
1. Protection of Human Health and the Environment: It is intended that land resources within the project boundaries be preserved or restored to a condition that appears natural and is protective of human health and the environment. To meet that goal the contractor is responsible for conforming to the procedures listed below.
2. In the event the Contractor brings any hazardous material on to Robins Air Force Base, the contractor shall notify the KO of the approximate quantities of the material to be used on the project and will supply a Material Safety Data Sheet (MSDS) of those materials in English.
3. The Contractor shall be responsible for maintaining the work site to prevent the spread of contamination, provide for the safety of all individuals in the vicinity of the work site areas, and prevent the release of any contaminants to the environment.
Any tanks or drum containers used by the Contractor on Robins Air Force Base to store hazardous materials including petroleum products will be stored within secondary containment structures capable of holding a volume of 110% of the largest container.
4. The Contractor shall comply with all applicable U.S. Air Force, Federal, and State environmental statutes and regulations.
5. All mud, dirt, debris, foreign objects, trash, or spills (including Sub- Contractors and suppliers) on a street or parking lot, used as access to the wok site or staging area shall be cleaned off the same day.
6. The Contractor shall immediately report to the KO to discuss any issues or incidents which may indicate potential imminent risk to contracted, federal, or local personnel, the public at large or the environment. Following the notification the Contractor shall be available to the KO for instructions regarding remediation of the release. Contractor should be aware of “you spill, you dig” policies related to working on Robins Air Force Base and be prepared to respond to a release caused by the Contractor’s personnel.
7. To report a release or spill, contact 116 CES at 478-201-1422 as soon as possible. Report the following:
a) Your name, location, organization and telephone number
b) Name and address of the party responsible for the incident
c) Date and time of the incident
d) Location of the incident
e) Sources and cause of the release or spill
f) Types of material(s) released or spilled
g) Quantity of material(s) released or spilled
h) Danger or threat posed by the release or spill
i) Number and types of injuries (if any)
E. DESCRIPTION OF WORK: The following outline of the principle features of work does not in any way limit the responsibility of the contractor to perform all work and furnish all materials to do a complete job within the intent and scope of the specifications, drawings, and contract. The contractor shall be responsible for field-verifying existing site conditions and measurements prior to bidding. The contractor shall provide all materials and labor to complete the job as intended. All work must be in accordance with all applicable codes and OSHA standards. The contractor shall:
1. B2051 -
Contractor shall remove and install two (2) 2,000 mbtu natural gas fed boilers on the northwest corner of north building. Installation shall include necessary valves and actuators on supply and return, flow switches, pressure switches and regulators, as well as the two pumps and other accessories needed for proper operation.
Contractor shall ensure that Metasys controls are integrated into the new boilers.
Verification of these controls will take place at the pre-final/final inspection with 116th CES present.
2. B2370 -
Contractor shall remove and install one (1) 7.5 ton split heat pump. Installation shall include new condenser, disconnect, air handler, heat strips, replacement of thermostat, line set, and duct connections. Heat pump must be 200/230 volts, 3 phase. Contractor shall ensure that Metasys controls are integrated into the new heat pump. Verification of these controls will take place at the pre-final/final inspection with 116th CES present.
3. B2350 -
Contractor shall remove and replace one (1) 30 ton packaged gas heat and air conditioning unit. New unit must be 460 volts/3 phase. Installation shall include necessary duct connections, thermostat and other accessories. Contractor shall ensure that Metasys controls are integrated into the new package unit. Verification of these controls will take place at the pre-final/final inspection with 116th CES present. Integrate into Metasys.
4. B2039 -
Contractor shall provide lockable disconnect and repair loose wiring as well as provide code compliant combustion air for the room. Contractor shall install an E-stop and co2 detector in boiler room. Contractor shall ensure that Boiler is placed into the GA state database. Contractor shall complete Boiler inspection in accordance with Georgia office of Insurance and Safety Fire Commissioner standards.
5. B2030 -
Contractor shall inspect two (2) Boilers for B2030. Inspections shall comply with Georgia office of Insurance and Safety Fire Commissioner standards and be reviewed and accepted by 116th CES before project closeout.
Inspections to include:
a) Opening the boiler for internal inspection (includes dismantling gas piping and control wiring)
Contractor shall provide code compliant drains for both boilers. In addition, vent lines on gas regulators and low/high gas pressure switches shall be re-piped to meet code. Contractor shall relocate vent and bleed lines 10 feet away from any air intakes and turn down 90 degrees. Bug screens shall also be provided. Contractor shall complete Boiler inspection in accordance with Georgia office of Insurance and Safety Fire Commissioner standards.
6. B2081 -
Contractor shall remove and replace (one) 1- 20 ton packaged heat pump, including thermostat, duct connections, and other accessories. New unit must be 460 volts/3 phase. Contractor shall ensure that Metasys controls are integrated into the building.
7. B2036 -
Contractor shall provide lockable disconnect and install an E- stop and co2 detector in boiler room. Contractor shall ensure that Boiler is placed into the GA state database. Contractor shall install new 120 gallon water heater. Contractor shall complete Boiler inspection in accordance with Georgia office of Insurance and Safety Fire Commissioner standards.
8. Contractor shall be responsible for providing construction dumpsters (or roll off containers); contractor shall not use Robins Air Force Base construction or office containers/dumpsters.
9. Contractor shall be responsible for removing all material and debris from Robins Air Force Base to an approved site only; Contractor shall provide a dump ticket upon the request of contracting officer or contracting office representative (refer to clean-up for additional guidance).
10. The Contractor shall provide a portable Toilet facility leased from a company regularly engaged in leasing portable toilets. Servicing shall be done in accordance with State Regulations.
F. SPECIAL CONSIDERATIONS:
1. Special considerations should be taken to eliminate discomfort to all building occupants during construction. Contractor shall coordinate demo/installation of equipment with 116th CES and the KO.
2. Temporary heating or cooling shall be provided by the contractor if the scheduled work impedes on the standard building occupant comfort temperatures.
G. SUBMITALS:
1. In general, for each facet of construction, the Contractor shall submit material samples and related calculations to the KO for approval a minimum of five calendar days prior to procurement and placement of that particular material and construction respectively. Upon review by the Government, the submittal along with any comments will be returned to the Contractor within five calendar days. Upon final approval the Contractor shall commence with the procurement and construction activity accordingly.
2. All material and articles requiring approval shall be submitted by the Contractor using the AF Form 3000, or automated equivalent. Any material used without or before Government approval is subject to removal at no cost if directed by the KO.
3. The Contractor will submit a Plan/Schedule that includes minimal milestones detailing various stages of construction and phasing, lead time of new materials and installation to the Government for review prior to performing the associated work.
Weekly updates shall be provided to the 116 CES Representatives and KO.
4. The contractor will submit a line item cost proposal to include each item of work listed in the SOW. The cost proposal shall also have individual line items for overhead, profit, insurance, mobilization, and other associated fees (such as electrical surveys).
5. The Contractor shall submit, before final payment, a complete set of as-built drawings including but not limited to: site layout and construction details, civil, mechanical, electrical and architectural drawings. The Contractor shall provide one
(1) compact disc containing as-built drawings in AutoCAD (.dwg) format when applicable. The Contractor shall include any operation and maintenance manuals and information for any specific system that require further maintenance beyond the one (1) year warranty period.
6. DD Form 1354: For all new construction, demolition, and any construction on an existing facility that adds new parts, items, or systems that are not maintenance or repair; e.g. replacement of windows, replacement of roofs, replacement of an exterior utility, adding an AC system, adding exterior lighting, the DOR shall prepare DD Form 1354 TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY, see Part 6 Attachments. Submit form for Government approval a minimum of 30 calendar days prior to final acceptance of work.
H. MILESTONE INSPECTIONS
1. The Contractor shall abide by the following schedule of inspections conducted by a 116 CES construction inspector and KO. The Contractor shall be responsible for notifying the inspector and KO when work is ready to be inspected at each milestone noted below. Inspections by the Government do not in any way absolve the Contractor from his obligation to provide materials and construction free from defects and in accordance with the required specifications.
2. Ductwork construction inspection: To be accomplished during the construction of ductwork to inspect fabrication.
3. Start-up/Commissioning inspection: To be accomplished DURING the start-up/commissioning process. The KO or his/her designee shall be present to witness the commissioning of the system.
4. Pre-Final Inspection: To be performed when the Contractor has completed/installed all civil, electrical/HVAC/plumbing, etc. Any electrical outlets and switches shall NOT be mounted to the walls to allow inspection of wiring. Panels shall be left open for inspection and drop ceiling tiles shall NOT be installed for the pre-final inspection if they were moved during construction.
5. Final Inspection: To be performed after the Contractor has resolved all punch list items identified during the pre-final inspection.
III. CLEAN UP
1. Contractor shall protect government property from dust and debris during the completion of the project.
2. Do not dispose of rubbish and debris into any waste receptacle on Robins AFB.
Clean up daily.
3. Do not allow accumulations of rubbish or debris in parking lots or on planted materials or grass.
4. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer.
5. Comply with federal, state, and local hauling and disposal regulations. The contractor shall haul all waste from the Robins AFB site to an appropriate disposal site (contractor is responsible for dump locations and fees). Turn in dump tickets to
116 CES.
6. The use of burning at the project site for the disposal of refuse and debris will not be permitted.
