QUESTIONS AND ANSWERS
# Question Answer
1. The contract performance period of 365, coupled with a bid guarantee period of 150 days = 515 days. The construction industry is experiencing market volatility never seen before. Asking bidders to hold bid pricing for the entire contract performance period let alone the 150 days of bid guarantee period presents significant issues since no one can account for manufacturer price increases over that period of time. Furthermore, the extensive precon submittal process will prevent the successful contractor from ordering material immediately upon award.
It is in the government’s best interest to allow provisions for material cost escalation in order to receive the most competitive pricing and level the bidding playing field.
Can the government provide such a provision for this solicitation?
Since the solicitation is an IFB, an economic price adjustment clause is not applicable.
The Government cannot include any provisions for this solicitation.
2. Please specify working hours for the project and if working hours can be expanded to accommodate concrete pouring/other work activities that may begin 5:30 to 6:00 a.m. and carry on until late afternoon early evening?

3. Could DEANG provide drawings of the existing refueler station and newly installed canopy?
Yes. This file will be handed over to the KO for upload.
4. Does DEANG have any other drawings showing existing underground utilities?
Photos of POL canopy footings, Demolition drawings for Building 2818 attached for reference.
5 Will Trimble GPS system be allowed on base? Yes.
6 How will the vetting process work for delivery drivers, especially concrete deliveries?
Refer to Specification 01 14 00.
BASE ACCESS: The contractor shall provide a list of names and their job or trade, to the PM, prior to the start of work.
Additionally, each person must sign-in and pick-up a security badge, at the beginning of the work day and any time they leave and come back on base. Each person must wear the badge in a prominent location. The badge must be returned anytime departing the base. Access to the Base is limited to travel from the Main Gate to the Civil Engineering Office, Bldg. 2803. All other areas are off limits. All Contractor personnel must be escorted on the aircraft-parking apron, and vehicles on Base must have proof of Insurance and operator must have a valid driver’s license. Violations of these security requirements will revoke any or all passes.
The Government reserves the right to deny access to any person, with no consequence to the contract.
7 Division 28 Safety and Security requires expansion of the existing security system. No work is shown on the plans for safety and security. Please advise.
There is no existing security system at his location. Please install independent system as specified in the drawings and specifications.
8 Can you provide the name of the company that the Pre-engineered Metal Canopy specifications are based upon?

9 Please clarify Clear Height of Building to be 18’-4” from the top of Pier?
Yes. The eave of the metal canopy should be 18’-4” above the concrete piers.
10 Roof Panel is a Vertical Rib Panel, please confirm gauge and profile
Refer to Specifications Section 13 34 19, Item 2.4, as per question 22, 24 gauge will be acceptable.
11 Please clarify profile and gauge of the soffit panel? Refer to Specifications Section 13 34 19, Item 2.4.2, as per question 22, 24 gauge will be acceptable.
12 Verify the collateral load is to be 15psf Refer to Specifications Section 13 34 19, Item 1.2.1.6.
13 Please confirm PEMB to supply Sealed Drawings for Structure only, sealed architectural drawings are not required.
Yes.
14 Are we correct to assume that once final reactions are provided by the PEMB fabricator, footings will be redesigned if need be by the Engineer of Record (EOR) and that any changes in the contract scope will be compensable?

15 Please clarify if the proposed soffit is to be installed under the frames as shown or can it be attached to the underside of the purlins? If it goes under the frames additional supplemental support is required to attach the soffit that is not indicated in the plans. Please advise.

16 Regarding catch basins SD CB 1 and 2, we are having great difficulty finding a local fabricator offering a 30" CB. Would it be possible to change the CB to 36" which is more common locally?
Provide 24” CB for all five CBs for standardization.
17 Please clarify if there is any known condition of contaminated soils requiring remediation as a part of this project. If contamination is suspected but unknown, please advise how the general contractor should proceed for pricing purposes.
The attached soil report from 2009 did not indicate the presence of any contamination exceeding the DNREC Unrestricted Use Criteria set forth in the Remediation Standards Guidance Under the Delaware HSCA (December 1999).
18 We are working with a pre-engineered building company with a proprietary building system, and they have asked if the following canopy deviations would be acceptable:
a) The first is to use PBR 26 g steel roof panels with our exclusive screws in lieu of standing seam panels which install with clips. We offer a 45 year paint warranty on these panels, and they will never leak because of the screws which are placed in the hi-rib of the panels. A diagram of the screw and the installation is attached.
b) Is it acceptable to deviate from the specified building size to make the column spacing wider and to reduce the size of the overhangs? Our buildings are completely galvanized steel, so there is never any rusting, so it's really not necessary to use large overhangs. It will also give the trucks a little more room to navigate between the columns.
a) Not allowed. Provide standing seam panels as indicated in drawings and specifications.
b) Refer to S-001, PEMB Note 1.
19 Can you provide us a copy of the site visit sign in sheets? Yes, they were posted along with Amendment 02.
20 In Section 31.00.00 of the specification Sub-section 1.3 references a subsoil investigation report by Advantage Engineering. Can we be provided a copy of this report?

21 The actual existing conditions on the south side of the project where the new storm drainage tie into the existing storm drainage appear to be different than the existing conditions shown on the plans. Is a newer plan that reflect those conditions?
Concur. Photos and plans of new POL canopy on south side of project will be provided. Due to existing conditions, the government will accept an alternative tie-in method to existing concrete retention structure. The Govt recommends a section of the existing concrete retention structure be removed, the liner cut for the new drain pipe;
a boot installed around the new drain pipe;
the boot “welded” back to the liner; and the concrete protective covering replaced. This would be acceptable in lieu of trenching through the footings for the existing canopy.
The new drain pipe is not mandated to tie into the existing basin but will need to terminate within the concrete retention structure as grade permits. The government does not have any as-builds of the existing concrete retention structure.
22 Spec calls for .040 Aluminum roof panels – PEMB standard are 24 ga Galvalume sheet- Kynar painted. PEMB manufacturers cannot warrant panels made by others.
24 ga panel acceptable.
23 Soffit panels are specified as 20 ga. The standard heaviest is 24 ga.
– again outside of PEMB normal warranty range. Nonstandard after-market panel would be needed /beyond warranty by PEMB.

24 Soffit panels are shown at bottom of rafters, additional framing will be required to carry this plane under the purlins in bays.
Typically panels are applied to underside of purlins.

25 If under purlin attachment is allowed – will rafters and other beams be required to be encapsulated?

26 In reference Section 28 10 05 Electronic Security System, this section is for the gate controlled access equipment, I do not see any other security system required per the drawing. Please confirm.

27 The gate controlled access equipment operate independently and are not interconnected to any other existing security system. Please confirm
