1. Does the government expect each labor to have one FTE?

Answer: The Government expects the contractor to adequately staff the contract based upon the actual needs of the Government. We will not specify or require a certain number of FTEs, as this is a performance-based contract, not personal services. Each specialty could be staffed by one person, or if one person is certified in multiple specialties, that could fulfill the requirement as well.

2. Does the government require past performance CPARS or PPQs?

Answer: No, contractors can submit any information that details their past performance of same or similar contracts. Contractor should provide enough detail for the Government to adequately evaluate the contractor’s past performance.

3. Is this is a follow‐on requirement or a new contract? If it is a follow on contract could you please provide the incumbent contract number and the awarded price?

Answer: This is a new contract for this location

4. What is the expected manning requirement based on the number of pilots? How many patients are the contractors required to see weekly/monthly/annually?

Answer: This is a performance based requirement, and the contractor is responsible for providing the appropriate number of staff to handle the pre-habilitative needs of the pilots. There are approximately 35 Pilots on our letter of X. Each Day approximately 15-20 pilots will be in the squadron and would possibly seek treatment. Approximate totals for care: 15-20 pilots a day, 60-

80 Weekly, 3120-4160 Annual visits).

5. Are all positions currently staffed?

Answer: No, this is a new requirement and there are no incumbent contractor personnel.

6. NAICS Code: 621340, and the corresponding small business size standard is $8,000,000. In reviewing the PWS, 1.1 it states that Contractor shall adhere to professional standards of the

Accreditation Association for Ambulatory Health Care (AAAHC). Additionally, in reviewing other solicitations such as the Army’s H2F W81K0421R0002 recently posted for the exact services under NAICS Code 621999. Would the NAICS code 621999 be better suited for this solicitation?

Answer: At this time, the Government has no intention of changing the NAICS Code. We have successfully solicited this requirement under the same NAICS and received adequate competition.

7. How many Service Members will this contract be supporting?

Answer: In accordance with the PWS, Paragraph 5.3.1, this contract will support 25-35 pilots.

8. Is it the government’s expectation that there will be shift differential pay for the contractors working second shift?

Answer: The Government has no expectations on how the Contractor will pay their employees.

This is a requirement for Professional Services and the Service Contract Act does not apply.

Therefore, any pay issues or contract details will be negotiated between the Contractor and their employees.

9. Reference Solicitation, Page 30, FAR 52.212-5, paragraph (c), the FAR Clauses 52.222-41 and 52.222-42 were not checked. Question: Would the Government provide the rationale for the not including the SCA clauses?

Answer: This is a Professional Service, not a service subject to the Service Contract Act, therefore the clauses do no apply and were not included.

10. Is this a new requirement or is there an incumbent? If there is an incumbent, please provide the contract number.

Answer: This is a new requirement.

11. Reference PWS, Page 1, Paragraph 1.1 Scope, the Government states: “The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform injury prevention and mitigation, rehabilitation exercise services, and human performance optimization services to rated personnel assigned to the 140th Wing (140WG), Buckley AFB (Garrison), CO, USA, as part of the Optimizing the Human Weapons System

(OHWS) initiative and as defined in this PWS.” Also, Page 14, Paragraph 5.3.1, the Government states, “There are a total of 25-35 pilots that will receive care under this contract.” Question:

Would the Government verify the total personnel to receive care is 25 -35 pilots?

Answer: Yes, these two sections of the PWS are consistent with each other. The total number of personnel receiving care under this contract is 25-35 pilots.

12. Reference PWS, Page 7, Paragraph 1.4.6.1, Key Control, the Government states, “The contractor shall establish and implement methods for ensuring that no keys/cards issued by the

Government are lost or misplaced or are used by unauthorized persons.” Question: It is our understanding that keys are considered “Government Furnished Property” if issued to the contractor. Would the Government please include the appropriate clauses for Government

Furnished Property (e.g., FAR Clause 52.245-1) in the event a key is lost or misplaced?

Answer: There will be no keys issued under this contract. However, contractor employees will receive a Controlled Area Badge that will allow them to access the building. The Government does not consider this GFP, therefore the clauses will not be included.

13. If the contractor is responsible for key control for keys issued by the Government, would the

Government please include the appropriate key information (room and key number) in a solicitation/contract exhibit for property accountability.

Answer: The Government does not find that information material to the solicitation or the potential pricing. As stated in Question 12, there will be no keys issued, only a Controlled Area

Badge.

14. Reference PWS, Page 3, Paragraph 1.4.4, Quality Assurance (QA). Question: Would the

Government please include a copy of the QASP in the solicitation?

Answer: The QASP is not typically included in solicitations. Please see the Performance

Requirement Summary (PRS) as an example of the areas that the Government will evaluate on a quarterly basis.

15. When does the government anticipate services will begin?

Answer: The anticipated award date is 25 June 2021 and the Contractor is required to begin services within 30 days, therefore the Government anticipates services will start on or around 25

July 2021, but no later than 30 days after contract award.

16. 5.2.5 Can one professional provide Physical Therapy and Strength and Conditioning?

Answer: Yes, so long as the professional has all the qualifications that are required at 5.2.2 and

5.2.3. In addition, as a performance based contract, the contractor is responsible to ensure that the contract is adequately staffed to meet the Government’s needs.

17. Is there an incumbent on the current contract?

Answer: There is no current contract, these services have never been performed at this location.

18. Is this a follow-on to solicitation W50S6V-20-Q-0010?

Answer: This is a re-bid of the same requirement as the resultant contract of that solicitation was cancelled for the convenience of the Government.

19. This seems very similar to an existing contract – will there be two contracts performing similar services?

Answer: There is no existing contract for this requirement at this location, therefore there will not be two contracts for similar services.

20. Was there a problem with the previous contract?

Answer: The previous contract was cancelled for the convenience of the Government, resulting in a re-bid for the same services.

21. Can the Government please specify the dimensions of the space available, including the desks, for the OHWS program in Technical Exhibit 3?

Answer: The dimensions of the room available are approx. 11’ x 20’ and an alternate location of

17’x20’. The desks are able to be configured as desired. They are 6x2 & 5x2. 28in Tall.

22. PWS 4.1.1, 5.1.7: Could the Government please specify what PII-compliant ER will be used to record OHWS sessions and pilot progress?

Answer: The contractor is responsible to provide the PII compliant system and run it on their computer equipment. The Government does not specify what system the contractor should use, only that it must be PII compliant. This means that it needs to protect the PII of service member receiving care.

23. PWS 4.1.2: Can you confirm whether there is a rehabilitative component to services (that services are not limited to pre-habilitation)?

Answer: There is no rehabilitative component to this program, it is pre-habilitative only. If a pilot is injured they will seek care through the military health system. The purpose of the required services are pre-habilitative.

24. Does the Government want a separate document for pricing, or should offerors include it in the proposal document?

Answer: Either format is acceptable as long as it is arranged in the required format.

25. Does the Government require a particular document format – e.g., Microsoft Word, PDF?

Answer: No, either format is acceptable.

26. Are there any exclusions to the 30-page limit, such as cover page and table of contents?

Answer: No.

27. Is there a minimum number of past performance examples required?

Answer: No.

28. Can the Government elaborate on the past performance information required?

Answer: Please see the Combined Synopsis-Solicitation Addendum to FAR 52.212-1, pg. 39, section 3:

To demonstrate past performance the Offeror shall provide documentation of performance on past or current contracts of a similar type, size, scope and complexity, performed for the National

Guard, other Military organizations, or professional level elite athletes (Division I Collegiate, Olympic, etc.) within the last three (3) years. Offerors shall include names and contact information of references who can verify such past performance.

The offeror can provide that information in any format that allows the Government to evaluate in accordance with “Evaluation of Quotes” section 3.

29. Does FAR 52.222-43 apply? Does wage determination apply to this contract?

Answer: No. The services required under this contract are Professional Services in nature, therefore the Service Contract Act does not apply.

30. Where will treatment of pilots be performed?

Answer: At Buckley Space Force Base in Building 701 in the room detailed in Technical

Exhibit 3, or in the available Gym in Building 701.

31. Where will equipment be stored?

Answer: See answer to question 30.

32. Will contractor employees have access to pilot health records?

Answer: We do not have a program in place for that at this time.

33. Will the Government provide clinical supplies?

Answer: The contractor is responsible to provide all non-personnel services to include all labor, equipment, and materials to accomplish the following: OHWS Services

34. The FDA does not regulate or approve class 1 and 2 devices such as exercise equipment. Can the Government confirm what is meant by “FDA approved” when used in PWS 4.1.2 ?

Answer: We are looking for FDA registered equipment

35. Is the Government looking for an “FDA cleared” physical strengthening machines that can effectively rehabilitate the lumbar, thoracic, and cervical spine and strengthen/isolate the muscles of the neck and back?

Answer: We are looking for FDA registered equipment

36. Is the Government looking for “FDA registered” physical strengthening machines that can effectively rehabilitate the lumbar, thoracic, and cervical spine and strengthen/isolate the muscles of the neck and back?

Answer: Yes

37. We have seen one company that advertises that their equipment is “FDA registered”, is the

Government looking for equipment from that one company?

Answer: The Government is not an expert on the equipment that is available in the commercial market, and is not specifying any name brand equipment. It is a requirement that any equipment proposed be FDA registered and will be evaluated as such.
