Statement of Work Summary
This is a Statement of Work (SOW) for irrigation line, asphalt, and curb and gutter repair with valve installation at the 144th Fighter Wing California Air National Guard facility in Fresno, California (Project No. HAYW262014, dated 7 April 2026). The contractor must provide all labor, materials, and equipment to repair two broken water lines and address associated surface damage at the Fresno Air National Guard Base, 5323 McKinley Avenue, Fresno, CA 93727.
The scope encompasses three primary work areas: (1) Irrigation Line Repair at two locations—Location 1 involves a 3-inch line approximately 4 feet deep on Air Guard Road requiring excavation, pipe replacement, pressure testing, backfilling with compacted granular material to 95% density, and installation of a new 3-inch ball isolation valve in a valve box; Location 2 involves a 2.5-inch PVC line approximately 3 feet deep at the West Gate Entrance requiring similar repair procedures. (2) Asphalt Repair at both locations—Location 1 requires removal and replacement of approximately 150 square feet of damaged asphalt with saw-cut edges and squared-off areas; Location 2 requires removal and replacement of approximately 250 square feet. Both locations require subgrade compaction, new aggregate base installation, and new hot mix asphalt (HMA) surface installed in compacted lifts flush with existing pavement. (3) Curb and Gutter Repair at Location 1 only—approximately 15 linear feet of damaged concrete must be removed, with new 3000 PSI air-entrained concrete poured, finished, and cured to match existing profile with appropriate expansion joints. Materials specified include Schedule 40 PVC pipe, 3-inch full-port ball valve rated for underground water service, standard irrigation valve box, granular backfill free of organic matter and rocks larger than 2 inches, and HMA appropriate for existing road conditions and traffic loads. All work must comply with OSHA regulations (29 CFR 1926.651 and 1926.652), Air National Guard Engineering Technical Letters (ANGETL 24-02 and 24-01-07), Unified Facilities Criteria (UFC 1-200-01, UFC 3-201-01, UFC 3-250-01, and UFC 3-270-01), and state and local building codes. Construction hours are 0700-1630 Monday through Friday, excluding US holidays and base scheduled days off (SDO); the 144th Fighter Wing operates a 5-4-9 compressed work schedule with an SDO every two weeks. The period of performance is to be completed within [Number] days of contract award (specific number not provided in document). Acceptance criteria require the irrigation line to pass pressure testing with no leaks, asphalt to be smooth and level with no settling or cracking, curb and gutter to be properly cured and match existing profile, isolation valve to be installed correctly and functional with accessible valve box, site to be cleaned of all debris and equipment, and all work certified compliant with Section 5.0 standards. Additionally, contractor personnel must obtain base security clearance through DBIDS Pre-Enrollment at least five working days prior to access, complete Antiterrorism Awareness Level I training within 45 calendar days of contract start, maintain valid driver's license and vehicle registration/proof of insurance, and comply with all installation access and local security policies.

PROJECT NO: HAYW262014
7 April 2026
• 144TH FIGHTER WING CALIFORNIA AIR
• NATIONAL GUARD, FRESNO
Statement of Work:
1.0 Introduction and Background
This Statement of Work (SOW) outlines the necessary repairs for two broken water lines.
Location 1 requires repair of a 3-inch irrigation line located approximately three feet deep beneath an asphalt street. A leak from this irrigation line has resulted in damage to the street surface, including approximately 150 square feet of asphalt and 15 linear feet of concrete curb and gutter. Location 1 also includes the installation of a new isolation valve for future maintenance. Location 2 requires repair of a section of the 2.5-inch PVC irrigation line. The depth of this line is approximately 3 feet deep. This document details the scope of work, materials, and standards required to complete the project. The objective is to restore the infrastructure to full functionality and to prevent future damage.
2.0 SITE OF WORK
All work will occur at the
Fresno Air National Guard Base 5323 McKinley Ave, Fresno, CA 93727
3.0 Scope of Work
The contractor shall provide all labor, materials, and equipment to perform the following tasks:
3.1 Irrigation Line Repair
• There are two Repair Locations. Location 1 is on Air Guard Road. Location 2 is on the West of the Inspection area at the West Gate Entrance to the Base.
• Excavation and Safety: The contractor will excavate the area of the broken pipe.
The trench must be of sufficient width to allow for safe working conditions. All excavation work must comply with OSHA regulations, including inspection by a competent person to assess site conditions and the need for any protective systems.
• Pipe Repair Location 1: The damaged section of the 3-inch irrigation line shall be removed and replaced. The depth of this line is approximately 4 feet deep. The replacement pipe must be of the same or superior quality to the original. Upon completion of the repair, the line will be tested to ensure there are no leaks.
• Pipe Repair Location 2 : The damaged section of the 2.5-inch PVC irrigation line shall be removed and replaced. The depth of this line is approximately 3 feet deep.
The replacement pipe must be of the same or superior quality to the original. Upon completion of the repair, the line will be tested to ensure there are no leaks.
• Backfilling: The trench will be backfilled with suitable material, free of organic matter, debris, and large rocks. The backfill will be placed in lifts not exceeding 6 inches and compacted to a density of at least 95% of the maximum density.
3.2 Asphalt Repair
• Asphalt Removal Location 1: The damaged asphalt, estimated at 150 square feet, will be saw-cut to create clean, straight edges. The repair area should be squared off. All damaged asphalt and base material will be removed and disposed of legally.
• Asphalt Removal Location 2: The damaged asphalt, estimated at 250 square feet, will be saw-cut to create clean, straight edges. The repair area should be squared off. All damaged asphalt and base material will be removed and disposed of legally.
• Subgrade and Base Preparation: The subgrade will be compacted to provide a stable foundation for the new asphalt. A new aggregate base will be installed and compacted to the proper depth and density.
• Asphalt Paving: A new asphalt surface will be installed in lifts, with each lift being compacted before the next is applied. The final asphalt surface will be smooth and flush with the surrounding, existing pavement.
3.3 Curb and Gutter Repair (Only at Location 1)
• Removal: The contractor shall saw-cut and remove approximately 15 linear feet of damaged concrete curb and gutter. All debris shall be removed and disposed of legally.
• Preparation and Forming: The subgrade will be prepared and compacted. Forms will be set to match the dimensions and profile of the existing, adjacent curb and gutter.
• Concrete Pour: New concrete will be poured, finished, and cured in accordance with relevant UFC and industry standards. Expansion joints shall be installed as required to match the existing pattern.
3.4 Isolation Valve Installation (Only on Location 1)
• Valve Installation: The contractor shall install a new 3-inch ball valve on the irrigation line.
• Location: This valve shall be located south of the newly installed curb and gutter, placing it outside of the asphalt street area for accessibility.
• Access: The valve shall be housed within a suitable valve box with a removable cover, ensuring easy access for future operation and maintenance. The top of the valve box shall be set flush with the final grade.
