STATEMENT OF WORK SUMMARY
This Statement of Work details repair and installation work for the 144th Fighter Wing California Air National Guard at Fresno Air National Guard Base (5323 McKinley Ave, Fresno, CA 93727). The project addresses damage caused by a broken 3-inch irrigation line located approximately three feet beneath an asphalt street. The contractor must repair the irrigation line, restore approximately 150 square feet of asphalt pavement, replace 15 linear feet of concrete curb and gutter, and install a new 3-inch isolation valve. Work must be completed within 30 days of contract award.
The contractor shall provide all labor, materials, and equipment to excavate and safely repair the damaged 3-inch Schedule 40 PVC irrigation pipe, backfill with compacted granular material to 95% density, remove and replace damaged asphalt with hot mix asphalt appropriate for road conditions, remove and replace damaged curb and gutter with 3000 PSI air-entrained concrete, and install a 3-inch full-port ball valve in a valve box located south of the new curb and gutter for accessibility. All work must comply with Air National Guard Engineering Technical Letters (ANGETL 24-02 and 24-01-07), Unified Facilities Criteria (UFC 1-200-01, UFC 3-201-01, UFC 3-250-01, UFC 3-270-01), OSHA excavation and protective systems requirements (29 CFR 1926.651 and 1926.652), and state and local building codes. Project completion requires the irrigation line to pass pressure testing without leaks, asphalt to be smooth and level with no settling or cracking, curb and gutter to properly cure and match existing profiles, the isolation valve to function properly and remain accessible, the site to be cleaned of all debris, and full compliance certification with Section 5.0 standards.

STATEMENT OF WORK
Irrigation Line, Asphalt, and Curb & Gutter Repair with Valve Installation
PROJECT NO: HAYW262014
26 March 2026
144TH FIGHTER WING CALIFORNIA AIR
NATIONAL GUARD, FRESNO
Statement of Work:
1.0 Introduction and Background
This Statement of Work (SOW) outlines the necessary repairs for a broken 3-inch irrigation line located approximately three feet deep beneath an asphalt street. A leak from this irrigation line has resulted in damage to the street surface, including approximately 150 square feet of asphalt and 15 linear feet of concrete curb and gutter. This project also includes the installation of a new isolation valve for future maintenance. This document details the scope of work, materials, and standards required to complete the project. The objective is to restore the infrastructure to full functionality and to prevent future damage.
2.0 SITE OF WORK
All work will occur at the
Fresno Air National Guard Base 5323 McKinley Ave, Fresno, CA 93727
3.0 Scope of Work
The contractor shall provide all labor, materials, and equipment to perform the following tasks:
3.1 Irrigation Line Repair
Excavation and Safety: The contractor will excavate the area of the broken pipe. The trench must be of sufficient width to allow for safe working conditions. All excavation work must comply with OSHA regulations, including inspection by a competent person to assess site conditions and the need for any protective systems.
Pipe Repair: The damaged section of the 3-inch irrigation line shall be removed and replaced. The replacement pipe must be of the same or superior quality to the original.
Upon completion of the repair, the line will be tested to ensure there are no leaks.
Backfilling: The trench will be backfilled with suitable material, free of organic matter, debris, and large rocks. The backfill will be placed in lifts not exceeding 6 inches and compacted to a density of at least 95% of the maximum density.
3.2 Asphalt Repair
Asphalt Removal: The damaged asphalt, estimated at 150 square feet, will be saw-cut to create clean, straight edges. The repair area should be squared off. All damaged asphalt and base material will be removed and disposed of legally.
Subgrade and Base Preparation: The subgrade will be compacted to provide a stable foundation for the new asphalt. A new aggregate base will be installed and compacted to the proper depth and density.
Asphalt Paving: A new asphalt surface will be installed in lifts, with each lift being compacted before the next is applied. The final asphalt surface will be smooth and flush with the surrounding, existing pavement.
3.3 Curb and Gutter Repair
Removal: The contractor shall saw-cut and remove approximately 15 linear feet of damaged concrete curb and gutter. All debris shall be removed and disposed of legally.
Preparation and Forming: The subgrade will be prepared and compacted. Forms will be set to match the dimensions and profile of the existing, adjacent curb and gutter.
Concrete Pour: New concrete will be poured, finished, and cured in accordance with relevant UFC and industry standards. Expansion joints shall be installed as required to match the existing pattern.
3.4 Isolation Valve Installation
Valve Installation: The contractor shall install a new 3-inch ball valve on the irrigation line.
Location: This valve shall be located south of the newly installed curb and gutter, placing it outside of the asphalt street area for accessibility.
Access: The valve shall be housed within a suitable valve box with a removable cover, ensuring easy access for future operation and maintenance. The top of the valve box shall be set flush with the final grade.
