QUESTION ANSWER
1. What is the documentation required for quote submission?
1. The only required document is a price quote that conforms to the requirements of FAR 52.212-1(b), “Submission of offers”.
https://www.acquisition.gov/far/52.212-1
2. Will this contract require prevailing wage?
2. Yes. The Service Contract Labor Standards apply.
3. Since this will be a prevailing wage contract, can you confirm if payroll documentation will be required?
3. The Service Contract Labor Standards are applicable, but certified payrolls will NOT be required throughout performance.
4. Who is responsible for payment?
4. The contractor will invoice through Wide Area Workflow (WAWF) and once the gov’t has confirmed final inspection and acceptance, direct payment will be routed via EFT.
5. Will payment be made Net 30 or longer? 5. Net 30 days
6. Any special insurance requirements? 6. No specified insurance requirements.
7. Are periodic/progress meetings necessary if performance is a one-day service call?
If so, can they be held on location during the performance? Or do we need to allow time for a special meeting or meetings.
7. The gov’t only anticipates holding one (1) meeting prior to performance, but the contractor shall be available for any progress meetings that are requested.
Teleconferencing is authorized unless otherwise specified. Meeting at the site of work is acceptable, unless a more formal setting is deemed necessary.
8. Do we report directly to the site of work or do we need to report and go through the Guarded entry?
8. Contractor employees (and any deliveries) will likely be required to report to the West Gate daily for base access clearance and vehicle inspections. Once cleared, they can report to the site work, which is roughly a 5 min drive from the West Gate.
9. What is the disclosure of magnitude for this project?
9. There is none for this project. Disclosure of magnitude is a requirement for construction, but this RFQ is categorized as a Service Contract for maintenance & repair services.
10. Is the current asphalt in good shape for traffic sensors?
10. The asphalt is not in the best shape, but it should not require repair.
11. Does the gate roll freely when the operator is disengaged? 11. Yes
12. How big is the gate being worked on?
12. The gate is about 25’ in length and 8’ in height (please see the attached drawing for more details).

13. How big do you want your loops? A full system usually has 3 loops.
13. The desire is to replace the two existing loops (one in each direction) with loops that are large enough to ensure a large vehicle can pass through the gate without being damaged.
14. Is it possible to visit the job site?
14. Due to the limited availability of personnel and lengthy lead times required for base access clearance, site visits are not being offered at this time. Any changes to this will be posted to SAM.gov, so interested parties are encouraged to regularly monitor the posting.
