About this file

This document contains questions and answers regarding a solicitation for coordinating an Arizona Yellow Ribbon event. The solicitation is seeking quotes to coordinate a statewide Yellow Ribbon event to connect National Guard and Reserve members and their families with resources throughout the deployment cycle. The prime contractor must have a local small business designation. Childcare staff can eat from the children's or adult buffets. Security staff are not required as long as the venue has onsite security. Offerors without past performance records can provide their own in Volume 2. Caterers can submit quotes though the listed NAICS is for hotels and motels. Quotes are due by the established deadline and should follow the outlined format in Volumes 1 and 2.

Arizona Yellow Ribbon Vendor Questions

1. Does the designation "100% Local Small Business Set Aside", get satisfied if either the prime or subcontractor is 100% local small business?

a. The prime contractor must have the local small business designation. As the government is conducting business with the prime contractor not any of the subcontractors.

2. Who is the incumbent? And what was the award and contract number?

a. This is a new requirement and does not have an incumbent.

3. Do the childcare staff need to bring their lunches, or can they eat from the children's buffet?

a. They can eat the children’s buffet or the adult buffet.

4. Do we need security staff from a security company? If so, how many are needed?

a. This is not necessary to have a security company as long as the venue has some sort of security at the location already. They do not need to stay in the area of our event but at least be walking around the area several times.

5. If we do not have past performance on CPARS, SPRS, GSA, or FAPIIS, can we provide our own past performance in Volume 2 of our submission?

a. Yes. Please reference RFQ pages 16-17 “Comparative Evaluation (Past Performance & Price) Quote Preparation Instructions” and Attachment 2- “Addendum 52.212-2” on pages 18-20.

6. This solicitation NAICS is 721110 - Hotels (except Casino Hotels) and Motels, can a 722320 - Caterer bid it?

a. Other NAICS designations may submit a quote for this requirement. To be considered, all material of the solicitation must be met.

7. In preparation for submitting our proposal, is there a specific outline or set of guidelines beyond the pricing sheet that we should adhere to.

a. Please reference RFQ pages 16-17, Volume Organization, Volume 1 Quote, Volume 2, Past Performance.
